Selectboard Meeting August 19, 2015 DRAFT FOR OFFICE OF THE SELECTBOARD September 2nd Town of Whitingham APPROVAL P.O. Box 560 Jacksonville, Vermont 05342 A Meeting of the Whitingham Selectboard was held on Wednesday, August 19, 2015 at 7:30 PM, at the Selectboard Office, Municipal Center in Jacksonville, Vermont. The following Selectboard members were present: Chair, Keith Bronson; Vice Chair, Allan Twitchell; Selectboard Member, Robin Kingsley and Karl Twitchell. Administrator, Ms. Bonnie Jo Radasch. Guests: Gig Zboray, Zoning Administrator; Municipal Office Assistant; Stanley Janovsky, Road Commissioner.

7:42 Following adjournment of the Public Hearing on Bridge #47, Selectboard Chair, Keith Bronson, called the regular meeting of the Whitingham Selectboard to order.

7:43 Selectboard turned their attention to information posted by the Agency of Natural Resources requiring facilities collecting trash now offer some collection of leaf and yard debris, noting that ‘clean wood’ is not a requirement until 2016. In discussion, it was determined that ‘some’ leaf and yard debris collection does not require more than trash cans or potentially a managed pile, or another container properly labeled for leaf and yard debris. A collection fee is anticipated as part of the new requirement, with additional information provided from ANR, as available. Ms. Gig Zboray, who tracks Transfer Station changes, offered, “covering ourselves in case ANR visits, with a couple of trash cans labelled for leaf and yard debris, should be sufficient in supplying immediate coverage.”

7:55 A motion was made by Mr. Robin Kingsley for Selectboard Chair, Keith Bronson to sign a renewal agreement with TAM for 3 more years of container collection / management at the Whitingham Transfer Station; Mr. Allan Twitchell seconded. All in favor.

7:57 A motion was made by Mr. Karl Twitchell for Selectboard to approve the Planning Commission recommendation that Ms. Gig Zboray be appointed as Planning Grant Administrator; Mr. Allan Twitchell seconded. All in favor.

7:58 Salt discussion with Road Commissioner, Stanley Janovsky. Discussion around State bidding process, Mr. Janovsky noting that the State bids for all the salt but towns don’t get first rights to it. The State sheds are hauled to first from the supplier; towns are second. “If we were totally on our own (not participating), it might be two or three weeks before we got our loads,” Mr. Janovsky noted.

Further he spoke about last year and obtaining salt through American Rock Salt at a less expensive price point, indicating he is assessing the best move for the Town for 2015-16. Mr. Janovsky noted, “Our use of salt is less than half of Wilmington’s and we have more blacktop… by about 10 miles. In response to questions about salt prices, Mr. Janovsky responded: “What is impacting the price of salt is New York City.”

8:00 Ms. Gig Zboray departed. 8:09 Brief paving conversation, Mr. Janovsky noting they are looking at doing an overlay on Bernard Road, Stonehouse and part of Maple Hill Lane; next year likely Mill Hill and Reed Hill; possibly Academy and a few streets. He observed, “The cost was cheaper this year than last.” At 8:14, Mr. Janovksy departed.

8:15 A motion was made by Mr. Keith Bronson for Selectboard to approve the Payables Warrant dated August 20, 2015; Mr. Allan Twitchell seconded. All in favor.

8:18 A motion was made by Mr. Allan Twitchell for Selectboard to approve the Payroll Warrant dated August 20, 2015; Mr. Robin Kingsley seconded. All in favor.

8:22 A motion was made by Mr. Allan Twitchell for Selectboard to approve Whitingham Economic Development Group Warrant #0017; Mr. Karl Twitchell seconded. All in favor.

8:31 A motion was made by Mr. Allan Twitchell for Selectboard to approve meeting minutes of their meting of August 5, 2015; Mr. Robin Kingsley seconded. All in favor.

8:34 Brief discussion related to old school in Wilmington.

8:50 Brief discussion of Economic Development related.

8:55 A motion was made by Mr. Robin Kingsley for Selectboard to adjourn their meeting; Mr. Karl Twitchell seconded. At

8:57 Chair, Keith Bronson declared the meeting adjourned.
