Actively supports and upholds the City’s stated mission and values. This position performs day-to-day operations associated with the City’s hazardous waste programs. The incumbent will manage a community-wide household hazardous waste program, implement and manage a small business waste program, and assist in citywide programs to identify and eliminate environmental liabilities for facilities, programs, operations and procedures under supervision of the Landfill Public Works Manager. The incumbent will also serve as a resource for City divisions providing technical assistance and information on policies and procedures to ensure compliance with environmental laws.

ADMINISTRATIVE DUTIES:  Supervisory: This job has responsibility for supervision of Environmental Assistant and Environmental Aide personnel (assists with and/or makes recommendations for hiring, directing, scheduling, transferring, promoting, rewarding, disciplining, and terminating other employees.)  Budgetary: This job has partial responsibility for budgeting in the Hazardous Waste segment of the Landfill Program (assists with formulating and monitoring).  Strategic Planning: This job does not have strategic planning responsibilities, but carries out day- to-day activities in order to reach the stated goals and objectives.  Policies/Procedures: This job has partial responsibility for policies and procedures at the Program level (assists with developing, implementing, and interpreting).  Compliance: This job has partial responsibility for compliance at the Program level. Follows, assists in ensuring compliance with, and may enforce Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.  Council Communications: This job carries out day-to-day activities in accordance with Council’s adopted priorities and direction.  Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the Program level (gathers information, completes reports, and assists in addressing discrepancies in reporting) for the following reports/agencies: Arizona Department of Environmental Quality, and the Arizona Department of Agriculture.

EXAMPLES OF THE WORK PERFORMED: (ILLUSTRATIVE ONLY)  Provides excellent customer service to both internal and external customers.  Manages the operation of the City’s permanent Hazardous Products Center (HPC) assuring compliance with Federal, State, and local regulations.  Keeps Landfill Public Works Manager informed of HPC related concerns through verbal and written reports. Maintains a high level of communication with supervisor and staff at all times.  Supervises the Environmental Assistants and Environmental Aide and covers duties for these positions as needed.  Provides onsite safety, emergency and facility operations training to HPC staff, and basic orientation/emergency operations training to volunteers.  Characterizes unknown substances for proper handling and disposal.  Manages the City’s refrigerant extraction program and ensures compliance with applicable regulations.  Manages the City’s Small Business Waste Program (SBWP) for qualifying Conditionally Exempt Small Quantity Generators (CESQG) and ensures compliance with applicable regulations, prepares SBWP invoicing and associated reports for finance.  Researches and recommends training programs for City staff to ensure regulatory compliance regarding hazardous material management, standard operating procedures and safety programs.  Tracks HPC customer usage, amounts of wastes accepted and prepares statistical reports.  Participates in the development of quarterly and annual goals and objectives; assists in the preparation of a variety of reports for county, state and federal agencies.  Annually reviews all HPC Standard Operating Procedures and HPC training programs and updates documents as needed. Informs staff of related updates.  Attends and participates in technical workshops related to the development and implementation of policies and procedures.  Performs community outreach to promote use of the HPC which may include but not be limited to: facility tours, external presentations and advertising.  Works with the Purchasing Division to arrange for the disposal of hazardous materials utilizing an established contract.  Participates in the City’s budgeting process and tracks expenditures to the hazardous waste program budget.  Responds to and resolves difficult citizen inquiries and complaints.  Provides excellent customer service to all internal and external customers.  Regular attendance is an essential function of this job to ensure continuity.  Perform other duties as assigned.

MINIMUM REQUIREMENTS:  Bachelor’s degree from an accredited college or university in Environmental, Science, Chemistry, Public Administration, Business Administration or a related field.  Must have 40 hour HAZWOPER certification upon employment or the ability to obtain within the first three months of employment.  Or any combination of education, experience, and training equivalent to the above minimum requirements.  DOT/Security Awareness training to sign hazardous waste manifests (49 CFR 172.704). Certification must be obtained within 6 months of employment.

DESIRED EXPERIENCE AND TRAINING:  Experience developing a community education program.  Experience providing training.  Working knowledge of hazardous waste regulations or chemistry.

OTHER REQUIREMENTS:  Must possess, or obtain upon employment, a valid Arizona driver’s license.  This position requires being on call in the event of a city environmental emergency.  Regular attendance is an essential function of this job to ensure continuity.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: (ILLUSTRATIVE ONLY)  Ability to establish and maintain effective working relationships with associates, businesses, and the general public.  Demonstrated ability to maintain a high degree of organization, coordination, and communication with attention to detail and accuracy.  Ability to understand, interpret, and communicate policies and procedures associated with assigned programs.  Ability to prepare and present narrative and written reports, as required by the job.  Ability to make good judgment decisions without direct supervision.  Must possess a customer service aptitude and attitude.  Ability to work in hazardous atmospheres using respiratory protection and pass a respirator physical.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:  While performing the duties of this job, the employee is frequently required to use hands to finger/handle/feel; regularly required to stand, walk, reach with hands and arms, talk or hear; and occasionally required to sit, climb or balance, stoop, kneel, crouch, crawl, or smell.  Must frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.  There are no special vision requirements for this position.  Working conditions include frequent exposure to toxic or caustic chemicals, and occasional exposure to wet or humid conditions; working near moving mechanical parts; working in high, precarious places; near fumes or airborne particles; in outdoor weather conditions; extreme cold or heat; rick of electrical shock; working with explosives; and vibration.  The noise level in the work environment is usually moderate (less than 85 decibels).
