Appendix 5 Travel Plans

This document is extracted from Appendix 5 of the SPZ scheme adopted in November 2014. It provides a template for occupiers for their travel plan, and the annual monitoring report for the travel plan.

The requirement for Occupiers to produce a travel plan applies where an individual building in  Use Class B1 (b) or B1(c) exceeds 2,500 square metres gross external area; or  Use Class B2 exceeds 4,000 square metres gross external area; or  Use Class B8 exceeds 5,000 square metres gross external area.

The Travel Plan must be submitted to the Local Planning Authority within 6 months of occupation, contain the measures set out in it, and be carried out and monitored in accordance with the details approved by the Council.

1 Foreword & Introduction

Foreword

This Travel Plan is written in support of a Simplified Planning Zone (SPZ) compliant development to be occupied by Company A. The senior management of Company A are committed to supporting the introduction and management of a Travel Plan and support the aims of the plan as set out later in this document. Company A recognise the benefit to their staff, the environment and in tackling congestion in Slough by encouraging its employees to travel by alternatives to single car journeys.

Slough Trading Estate Limited own and manage the wider Slough Trading Estate. An Umbrella Travel Plan has been developed that has the aim of introducing measures to encourage alternatives to single occupancy car travel for the wider Trading Estate. The provision of an Occupier Travel Plan is supported by the developer. There are a number of measures within this Umbrella Travel Plan which will complement and be promoted by this Occupier Travel Plan.

4 Baseline Travel Information

[The baseline travel patterns to and from the building will be recorded in baseline travel surveys. A consistent methodology for the Borough will be applied in the form of TRICS SAM methodology surveys, which is a system of monitoring and assessing the effectiveness of Travel Plans. This uses methods of multi-modal data collection to produce robust Travel Plan survey results and is undertaken by an independent third party. The results of this survey will be reported in this section of the report, establishing the baseline position which the targets will then relate to.

In terms of the detail of the TRICS SAM methodology survey enumerators are placed on all entry / exit points to the building and anyone entering / exiting the building is asked the following questions:

i. What was your main mode of travel to / from the site? ii. If you travelled by car, were there any other occupants of the car? iii. What is your journey purpose? – categorised into: home to work, business trip, personal trip, visitor, or deliveries / servicing

Enumerators will also carry out a count of vehicles accessing the site compared to the parking capacity, and produce a parking accumulation total for the site across the times of the survey.

The survey is generally carried out from 0700 – 1900 but this may differ for certain sites depending on their operation.

The survey is provided in a summarised form and these results would be inserted into this section of the Travel Plan reflecting the baseline position. The same form of survey is then repeated in the fifth year to monitor progress against the target, as set out in Section 9. The results of these surveys could also be supplied to STEL for them to report in their Annual monitoring report of the Umbrella Travel plan.

The financial cost for SBC to review Travel Plan monitoring reports is met by the Travel Plan Monitoring Contribution paid by STEL as set out in the SPZ Section 106 Agreement.]

5 Objectives and Benefits

It is important that the Objectives of the Travel Plan reflect those within the Umbrella Travel Plan for the Trading Estate. These are therefore as follows:

i. To help encourage employees to travel to and from the Trading Estate by alternative modes to single occupancy car trips; ii. To improve the safety of employees and visitors to the Trading Estate; iii. To promote the health benefits to employees in relation to walking and cycling; and iv. To support the ongoing economic success and regeneration of the Trading Estate.

6 Targets

The following SMART (Specific, Measurable, Achievable, Realistic and Time-related) target or aim is set for the employee travel to and from the site: To reduce the single occupancy vehicle movements by 5% from the baseline survey by the end of the monitoring period within five years of occupation.

The TPC will be a part time role undertaken as part of the day to day duties. 9 Monitoring and Reporting Strategy

The monitoring of the Travel Plan will consist of the following: i. The Baseline Travel Survey (TRICS SAM methodology) will be undertaken in the first year to establish a baseline position

ii. One further Travel Survey (TRICS SAM methodology) will be undertaken in the fifth year after occupation to establish whether the target has been met.

iii. Annual reporting to SBC on progress on the Travel Plan, updating of the action plan and reporting of TRICS survey data in applicable years.

The Travel Plan Coordinator will be responsible for co-ordinating and commissioning the baseline and year 5 TRICS SAM methodology monitoring.

The Travel Plan Co-ordinator will also have the responsibility for undertaking the annual reporting of progress of measures in the Action Plan.

Should the target for the Travel Plan not be achieved then additional measures from the list below would be implemented after the Travel Survey in year 5 are reported upon:
