Meeting called to order by Committee Secretary, Joanne Potvin at 0830 hours.

Committee members and guests present:

Putnam – Asst Plans, Trng & Ops Officer, Androscoggin Unified E.M.A. Jessica Smith – Pioneer Plastics Kevin Oliveira – St. Mary’s Health Care Systems Timothy Bubier – Deputy Director, Androscoggin Unified Emergency Management Agency Marshall McCamish – Auburn Police Department Kris Gammon – Central Maine Regional Resource Center John McGuire – General Electric Co.

There was no quorum (-6) to conduct official business of the Committee. Committee members present agreed to function by consensus.

SECRETARY'S REPORT

The Secretary's report for the meeting of 24 September was accepted. LEPC Meeting Minutes can now be found on the County EMA Website: http://www.androscogginema.org OLD BUSINESS

A. Committee Secretary reported that there was perhaps 1 request for Chemical Right-to-Know information from City of Auburn Planning Department as they are providing federal assistance for the development of Webster School on Hampshire Street; part of the building/project assessment requires the completion of an environmental assessment including the location and size of tanks of hazardous chemicals and flammable materials within a mile of the project – EMA staff has provided a listing of all the facilities in that mile area along with a map that pinpoints those facilities – info provided to Gail Phoenix at Auburn Planning Department

B. Committee Secretary provided the SERC and SERC Training Reports – No SERC meeting minutes received to date; EMA Report – staff continuing with the day-to-day, on-going training and planning activities for CERT and CART and for the municipalities of Sabattus and Turner with Sabattus’s Plan out for Public Review and Comment then will be formally adopted by the Board of Selectmen; EMA staff conducted IS 700/100 for County Jail administrative staff along with a few “stragglers”; staff attended / participated in a tabletop exercise at General Electric in Auburn on October 19 and another tabletop at the Intermodal Facility in Auburn on October 21 – exercise AARs have not yet been provided; an exercise is planned for DCP Midstream in Auburn for sometime in November and a full-scale exercise is being planned for next year at the Intermodal Facility in Auburn

C. Financial Report – funds received since the last meeting: $8,787.62 for Contract Planner Invoices + $ 210.56 for CERT/CART invoices + $113.80 for ICS expenditures + $53.666.75 earned interest for September for a total of $9,165.64 - total expenses incurred to date: $465,180.55; unencumbered balance: $29,207.30; encumbered balance: $20,182.11; purchases made since last meeting: none; purchases to recommend: NONE

D. Status of Homeland Security Grants - Where are we now?

HSGP ’10 grant period opened on October 18 – applicants have until Novembeer 19 to send in their applications and Counties must send in applications with prioritized list of recommendations to approve to MEMA by December 10; about $1.623 million available for open applications after all other allocations and state share is deducted from the initial state allocation

E. COBRA Team status: members participated in the General Electric and Intermodal Facility tabletop exercises; team was requested by Auburn Fire Department to respond to a propane incident at the Danville Junction Rail Yard last week and Auburn Police Department assisted with citizen notification - AAR not yet provided; SERC training funds for the team’s annual hazmat technician refresher training has been approved

F. Report from John Silvestri on LEPC planning activities: John has been visiting a number of facilities to review plans and do facility tours per SARA Title III and State Chemical planning requirements; to date, John has visited Poland Spring Bottling Co., Tambrands (P&G), Grow-Tek, Elmet Technology, General Electric, Maine Oxy and FairPoint communications; he has several other facilities scheduled for when he returns from vacation
