The Antelope County Board of Supervisor’s convened in regular session on Tuesday, October 14, 2014 at 8:00 AM in the County Supervisor’s room, Antelope County Courthouse annex, Neligh, Nebraska. Meeting called to order by Chairman Schwager with the following board members responding to roll call: Kerkman, Baker, Williby, Henery and Schwager. Bolling and Brandt appeared later. Chairman Schwager stated that the open meeting laws are posted on the east wall of the Supervisor’s room with more copies available at the County Clerk’s office.

Notice of the meeting was given in advance thereof by publication in the four county newspapers, legal newspapers printed and in general circulation in Antelope County, Nebraska as shown by proof of publication filed in the County Clerk’s office. Agenda for said meeting was sent to all members of the County Board of Supervisor’s.

Motion by Henery, seconded by Bolling to deny the claim for payment submitted by Curt Thiele in the amount of $1980.00 for culvert work due to this work was not authorized and to approve all the following claims for payment. Those voting aye: Bolling, Brandt, Kerkman, Baker, Williby, Henery and Schwager. Nays none. Motion carried. Motion by Williby, seconded by Brandt to extend the conditional use permit issued to Gary Macke for the construction of a retail sales business located on a tract of land in the SW1/4 of Section 3, Township 27 North, Range 7 West of the 6th P.M., Antelope County, Nebraska to August 2016. Those voting aye: Brandt, Kerkman, Baker, Williby, Henery, Bolling and Schwager. Nays none. Motion carried.

The sheriff’s September fee report was reviewed and placed on file.

The clerk of the district court September fee report was reviewed and placed on file.

There was not correspondence to review.

Motion by Henery, seconded by Kerkman authorizing Chairman Schwager to sign the National Insurance Services Insurance Trust Joinder Agreement for Long-Term Disability Insurance and the National Insurance Services Insurance Trust Joinder Agreement for Group Term Life Insurance for the county officials and all county employees working 30 hours or more per week. Those voting aye: Kerkman, Baker, Williby, Henery, Bolling, Brandt and Schwager. Nays none. Motion carried.

Antelope County Veteran Service Office Ron Marshall presented his 3rd quarter office report. October 14, 2014 Quarterly Report to the Board of Supervisors Activity for the 3rd Quarter of calendar year 2014

It is important to take a larger overall look at stats to get a clearer picture, but I am seeing a gradual drop off of new claims. This stands to reason since the veteran population is dropping since there are more deaths than new veterans being established. This is due to a smaller military presence today compared to past war eras. Also, there is a trend towards young veterans not returning to Antelope County. We think this has a lot to do with retirement moves and more opportunities for younger veterans elsewhere. Losses of older veterans is primarily due to death, but this usually creates a widow that becomes eligible for benefits in most cases. The trickledown effect of the negative publicity the VA got in recent months has been improved service to veterans by the VA Healthcare System. Their response has been quicker and much more courteous and helpful towards veterans and me when I call on veterans behalf. Hopefully that will be a permanent thing, and not just to quiet things down. Veterans in Nebraska never were treated badly, or had poor service like some of the larger facilities in larger populated area. I continue to get inquiries and claims from the Vietnam Veteran population as a result of the letter I sent them. Results of claims for Agent Orange exposure have been good with some 100% disability grants. Unfortunately, I expect to continue to see Viet Nam Veterans develop conditions that will qualify them for compensation due to a disease that is on the list of those contributed to exposure to Agent Orange. Every veteran that had at least one day in Viet Nam is considered by law to have been exposed to Agent Orange. This “presumed” exposure makes it easy for a Viet Nam veteran to prevail on his compensation claim. Respectively submitted, Ronald J. Marshall /s/, Antelope County Veteran Service Officer

Motion by Williby, seconded by Kerkman to approve the application for permit submitted by O’Neill Electric to place a permanent electric line beneath 869 Road crossing at the NE1/4 of Section 8, Township 28 North, Range 6 West of the 6th P.M., Antelope County, Nebraska, Tim Nielsen – owner, electric line to be used to provide electrical power to a grain bin site; all work to be done according to State specs. Those voting aye: Baker, Williby, Henery, Bolling, Brandt, Kerkman and Schwager. Nays none. Motion carried.

Motion by Bolling, seconded by Williby authorizing Chairman Schwager to sign the Tri-County Hazard Mitigation Plan letter to the Nebraska Emergency Management Agency notifying them that Antelope County acknowledges Knox County as the lead county for the update of the Knox/Antelope/Holt Counties (Tri-County) Hazard Mitigation Plan, that Knox County Emergency Manager Laura Hintz will be the signature authority for the PDM Project (2014-002); and that Antelope County will be responsible for their share of the Tir-County Hazard Mitigation Plan costs in the amount of $4,378.78. Those voting aye: Williby, Henery, Bolling, Brandt, Kerkman, Baker and Schwager. Nays none. Motion carried.

Motion by Bolling, seconded by Henery authorizing Chairman Schwager to sign the Application for Payment No. 1 (final) and Exhibit E Recommendation of Acceptance for the Clearwater Southwest Project in the amount of $88,780.60; payment to be paid to Klabenes Construction. Those voting aye: Henery, Bolling, Brandt, Kerkman, Baker, Williby and Schwager. Nays none. Motion carried.

Motion by Kerkman, seconded by Brandt authorizing Chairman Schwager to sign the County Audit Management letter to Honorable Mike Foley, Auditor of Public Accounts regarding the information provided to them by the county for the 2013/2014 county audit. Those voting aye: Bolling, Brandt, Kerkman, Baker, Williby, Henery and Schwager. Nays none. Motion carried.

No one appeared on behalf of the Neligh Oakdale Public Schools proposed bond issue.

Motion by Williby, seconded by Kerkman to adjourn. Those voting aye: Brandt, Kerkman, Baker, Williby, Henery, Bolling and Schwager. Nay none. Motion carried.
