1.1 The intent of this item is to provide skilled labor, materials and services to support the attending Service Representatives in the cleaning of all switchboards and motor control center and motor controllers.

4.3.1 Service Representative

4.4.1 Technical Manuals will be available electronically or onboard the ship and available for use. 5.0 Notes:

5.1 The work involving the ship service switchboard will have to be accomplished on third shift when few workers are onboard and this switchboards can be secured and isolated.

5.2 Precautions and Prerequisites:

5.2.1 Confer with the Service Representative and the Chief Engineer to de-energize, tag and place equipment out of service.

5.2.2 Check and confirm that all associated electrical circuits are de-energized.

5.3 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s.

5.4 The contractor and all subcontractors, regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item.

5.5 The contractor shall comply with all requirements of equipment tag out program as established by COMSCINST 3540.6, as amended, section 15.2.2, Engineering Operations and Maintenance Manual. The Chief Engineer is to administer the program. Prior to the start of work, the contractor shall contact the USMMI Port Engineer and / or the Chief Engineer to coordinate the implementation of the Tag-Out Program for the entire

PROVIDE INDUSTRIAL ASSISTANCE FOR CLEANING SWITCHBOARDS AND MOTOR CONTROLLERS performance period of this item. The prime contractor shall be responsible for compliance by both prime and subcontractor personnel.

6.0 Quality Assurance Requirements:

6.1 All workmanship, materials and testing shall be in accordance with the latest ABS Rules for Building and Classing Steel Vessels. Quality Assurance requirements shall be in accordance with MSC GTR No 3 – Tests, Inspections, Trials and Certificates.

7.0 Statement of Work:

7.1 The Contractor shall provide skilled laborers to assist and take direction from the USMMI provided Service Engineer in all inspections, cleaning and testing of the switchboards, transformers, line filters and motor controllers.

7.2 Assist the Service Representatives as needed to perform the following inspections, tests, and routine maintenance.

7.3 Temporarily make all necessary dis-assemblies. Remove all inspection panels, open doors and access covers.

7.4 Assist the Service Representative perform a thorough inspection. Report all conditions found. Particular attention should be paid to dust, rust, moisture, corrosion, discoloration, frayed or chaffed wires, loose fasteners, lugs, cracked or damage to insulation or any other abnormalities. .

7.5 Under the direction of the GE Service Engineer clean the cabinets, controllers, bus bars, circuit breakers and other switchboard components, of all dirt, rust and moisture. Check all wire and cable connections and verify they are proper and tight.

7.6 Transformers are to be megger tested to ground and readings recorded and provided to the Service Engineer. Inspect transformers for corrosion, fungus, cracked or charred insulation. Cracked insulation is to be covered with electrical tape cable of withstanding 150 Degrees C. Tape is to be applied in a single spiral layer with ¼ inch overlap of each turn.

7.7 Harmonic filters shall have all fuse connections inspected tested and cleaned. Transformer breakers to be racked out and connection lugs cleaned and inspected.

PROVIDE INDUSTRIAL ASSISTANCE FOR CLEANING SWITCHBOARDS AND MOTOR CONTROLLERS 7.8 NOTIFY THE CE TO PERFORM A CLOSE OUT INSPECTION. UPON APPROVAL, CLOSE UP THE CABINET, REINSTALL PANELS, AND CLOSE DOORS.

7.9 Tests/Inspections/Reports/Deliverables - Furnish three hard copies plus one electronic copy (.pdf format or MS Word) of a report that includes the following information:

7.9.1 Before and after megger readings

7.9.2 Service report of findings, recommendations, all work accomplished and to provide all data points; (Megger readings and temperatures) throughout the cleaning/ heating/ drying process.

7.10 Manufacturer’s Representative:

7.10.1 Service Representatives to be provided by USMMI.

8.0 General Requirements:

8.1 The contractor shall furnish all special tools, test equipment, parts and supplies required to accomplish this work item.

8.2 All areas involved in work or traversed by workmen or equipment shall be left clean and in good order
