Police Report

The Chairman welcomed PCSO Dodd who reported only 6 incidents of anti-social behaviour, none of which involved youths. 14 incidents of suspicious activity, of which all were attended but none considered serious. There had been 3 drive off’s from the Greyhound Service Station, 2 shed breaks, and 3 incidents of shoplifting. Patrols have concentrated on anti-social behaviour in the village centre and at Mee Brow, and at local Schools to monitor parking. PCSO’s have also been to local Primary Schools to give awareness talks regarding Halloween and Bonfire Night. The footpath to the rear of Eden Avenue, Mee Brow had been cleaned up. A shoplifter had been arrested and charged with regard to an incident at The Cooperative Store, Culcheth. A visit had been made to Culcheth Sports Club regarding complaints of anti-social behaviour on match days. The club management had put in place measures to deter this behaviour. Speed enforcement had been carried out at Warrington Road and Broseley Lane, Culcheth resulting in 35 vehicles recorded exceeding the speed limit. Movie Nights at Culcheth High School will start again on the 18th of October. Priorities for October will be anti-social behaviour in the village centre, particularly over the Halloween/Bonfire Night periods. In answer to questions PCSO Dodd confirmed that there was an increase in reports of threats of crime via social networking, and that there will be increased Police patrols over the Halloween/Bonfire Night periods. He noted a report of a recent garage theft at Holcroft Lane, and of large vehicles parking at the junction of Warrington Road and Shaw Street.

9.1 Opening

The Chairman welcomed members of the public.

9.1.1 Code of Conduct – Declaration of Interests

9.2 Apologies for inability to be present

Apologies were tendered on behalf of Cllrs. Mrs L Houghton, due to illness, and E Estlin, due to work commitments.

9.3 Minutes of Meeting Number 8

Resolution 52/13

That the minutes of the meeting held on 10th of September 2013 be accepted as a true record.

9.4 Matters Arising

Resolution 50/13 – Village green status request for Shaw Street Playing Field – members noted that a letter had been sent to the Borough Council legal department to withdraw the request for Shaw Street. Item 8.9.1 – Police and Crime Commissioners meeting – members noted that the Deputy Chairman had attended in place of the Chairman. Item 8.9.2 – Birchwood Forest Park regeneration – request for support – members noted that a letter had been sent in support of this initiative.

9.5 Borough Councillor’s Report

Members noted that there had been no full Council meeting this cycle. The Borough Councillor and Parish Councillors had visited Culcheth Primary School and noted the excellent collective and individual achievements of the pupils there, and Twiss Green Primary School to join in the opening of their new playing field. Members also noted the relocation of Croft Pre-School to a site at St Lewis’ RC School which makes the facility more accessible to children of the Parish. Members noted that concerted pressure by local councillors, residents of Glazebury and local media had resulted in Network Warrington revising their decision to run only one bus per hour through Glazebury between the hours of 10am and 4pm. From the 16th of December 2013 this will be increased to two per hour with one terminating its journey at the Greyhound. The bus company would not accept the argument that the revised reduction would lead to overcrowding and delays. This was considered not a perfect solution but would at least preserve the commercial and social links within the Parish.

9.6 Reports from Sub-Committees

9.6.1 Finance Sub-Committee

The members approved the minutes of the meeting held on 1st October 2013.

Resolution 53/13 To approve that £100.00 be allocated to the purchase of a hard drive for the secure off-site storage of Parish Council records.

Resolution 54/13 To approve that £1188.00 be allocated to the purchase of six years Millennium Garden clock maintenance. Resolution 55/13

Resolution 56/13 To approve that £60.00 be allocated to the purchase of two British Legion Poppy Wreaths Resolution 57/13 To approve that the Christmas Lights contract, due for renewal in January 2014, be extended for two years.

9.6.2 Parish Land and Environment Sub-Committee

The members approved the minutes of the meeting held on the 1st October.

Members noted that the HS2 meeting scheduled for the 8th of October had now been postponed.

9.6.3 Law and Order Sub-Committee

No meeting this cycle.

Members noted a report from the Police and Crime Commissioners meeting held on the 1st of October. 1. A Youth Ambassador had been appointed with a brief to connect with young people to bring their views and concerns to the attention of the PCC. 2. The Police now have software to monitor the length of time spent by Officers in a particular area. 3. There will be an increase in the number of Special Constables to allow a more active response to issues of speeding. 4. The PCC is of the opinion that Warrington generally has good provision for young people.

9.6.4 Planning Sub-Committee

The approved the minutes of the meeting held on the 7th October 2013.

Members noted that the developer of the land at 42 Culcheth Hall Drive was unable to attend the October Parish Council meeting. It was agreed that an invitation should be sent for the November meeting. Members noted that a site visit to the EX-M&S site in Glazebury will be arranged.

9.6.5 Victorian Day

Members noted a report from the meeting held on 7th October 2013.

Applications for Financial Assistance

There had been no requests for financial assistance.

9.7 Accounts for Payment

That accounts totalling £2804.34p for October be approved for payment.

The Chairman had attended Regimental Sunday on the 6th of October. Members noted: 1. Cheshire Fire and Rescue Service Annual Report 2012/13. 2. Invitation to take part in the Culcheth Christmas Tree and Crib Festival 2013. It was agreed that the Chairman would represent the Parish Council. 3. Members noted an email regarding the proposed development at the Ex-M&S Store, Glazebury with particular reference to fears about incursion into the green belt. 4. Members noted that the next meeting of CADRAG will be held on the 10th of October, the next BIFFA meeting, which includes a site visit, on the 22nd October, and the next Age Concern meeting on the 29th October.

9.9 Date and Venue of Next Meeting

It was confirmed that the next meeting would be held at 7.30 pm on Tuesday 12th of November 2013 at Glazebury Methodist Church.

The meeting was closed and opened to the public. In answer to a question from the public regarding the proposed development at the EX-M&S Store, Glazebury, and for the benefit of members, the Chairman outlined the proposal and why it could be considered acceptable development. She also offered the opinion that it would be unlikely at this stage that the development would lead to a free for all land grab of the green belt in Glazebury.
