3. APPROVAL OF CONSENT AGENDA: Items on the Consent Agenda are routine business matters for action by the City Council with little or no public discussion. Most items have previously been discussed in committee and carry a staff or committee recommendation. Consent agenda items may be removed by a councilmember for discussion as part of the regular agenda.

C. PLANNING AND DEVELOPMENT: 1) Request for Extension of Time to Record Final Plats – Dalton’s Ridge, 4th, 5th, 6th, 7th, 8th and 10th Plats; Dalton’s Ridge Homes North, Inc., applicant. 2) Approval of Special Event Permit for Green Fair, Saturday September 6th on Arena Street.

D. POLICE DEPARTMENT: 1) Approval of the Change of Managing Officer for Houlihan’s, 635 NW Murray Road, Lee’s Summit, MO 64081. The position changes from Lorene Samson to Amy Fasholt-Fisher. 2) Approval of new Types G3 & K-Temporary Liquor License Applications for RA Long’s Sawmill Restaurant, 3365 SW Fascination Drive, Lee’s Summit, MO 64081.

E. FIRE DEPARTMENT: 1) Hazardous Material Permit Application for Saint Luke’s Health System, 800 NW Chipman Road (Summit Technology Campus).

4. PROPOSED ORDINANCES: The following proposed ordinances, submitted to the Council as bills, are often passed with little or no public discussion. All items were previously discussed and considered by the Council or committees. This is a formal reading of proposed ordinances.

A. BILL NO. 08-126 AN ORDINANCE GRANTING A CHANGE IN ZONING CLASSIFICATION FROM AG TO RDR ON LAND LOCATED AT 1900 SE RANSON ROAD AND APPROVING A PRELIMINARY DEVELOPMENT PLAN FOR LEE’S SUMMIT ELEMENTARY SCHOOL #18, 1850 SE RANSON ROAD, ALL IN ACCORDANCE WITH THE PROVISIONS OF UNIFIED DEVELOPMENT ORDINANCE NO. 5209 FOR THE CITY OF LEE'S SUMMIT, MISSOURI.

B. BILL NO. 08-127 AN ORDINANCE ACCEPTING FINAL PLAT ENTITLED “SIENA AT LONGVIEW, 3RD PLAT, LOTS 292-319, TRACTS B-3 & G”, AS A SUBDIVISION TO THE CITY OF LEE’S SUMMIT MISSOURI.

C. BILL NO. 08-128 AN ORDINANCE AMENDING ORDINANCE 6383 GRANTING A CHANGE IN ZONING CLASSIFICATION FROM AG AND CP-2 TO CP-2 ON LAND LOCATED AT 607- 615 NW BLUE PARKWAY AND APPROVING A PRELIMINARY DEVELOPMENT PLAN FOR BOB SIGHT FORD, 607-615 NW BLUE PARKWAY, ALL IN ACCORDANCE WITH THE PROVISIONS OF THE UNIFIED DEVELOPMENT ORDINANCE NO. 5209 FOR THE CITY OF LEE’S SUMMIT, MISSOURI.

D. BILL NO. 08-129 AN ORDINDANCE AMENDING ORDINANCE 6384 GRANTING A SPECIAL USE PERMIT FOR AUTO DEALERSHIP IN DISTRICT CP-2 (PLANNED COMMUNITY COMMERCIAL DISTRICT) ON LAND LOCATED AT 607-615 NW BLUE PARKWAY FOR BOB SIGHT FORD FOR A PERIOD OF TWENTY (20) YEARS, ALL IN ACCORDANCE WITH ARTICLE 10 WITHIN THE UNIFIED DEVELOPMENT ORDINANCE, FOR THE CITY OF LEE’S SUMMIT, MISSOURI.

E. BILL NO. 08-130 AN ORDINANCE AMENDING CHAPTER 17, OFFENSES, OF THE CODE OF ORDINANCES FOR THE CITY OF LEE’S SUMMIT, MISSOURI, ARTICLE VII, OFFENSES AGAINST PUBLIC MORALS, BY ADDING SECTION 17-189 PROHIBITING PUBLIC URINATION AND DEFECATION. F. BILL NO. 08-131 AN ORDINANCE AUTHORIZING THE EXECUTION OF SUPPLEMENTAL MUNICIPAL AGREEMENT 7 TO MUNICIPAL AGREEMENT FOR PUBLIC IMPROVEMENTS BY AND BETWEEN THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION AND THE CITY OF LEE'S SUMMIT, MISSOURI, FOR PUBLIC IMPROVEMENTS TO ROUTE I- 470.

5. PUBLIC HEARINGS: A. REVOCATION OF SPECIAL USE PERMIT: 825 NW Commerce Drive, Martial Arts School; City of Lee’s Summit, applicant. (Application #07-250) (NOTE: This public hearing was continued from the January 20 March 20 and May 17, 2008, City Council meetings and is to be WITHDRAWN.)
