System Review Work Group (SRWG) DRAFT Meeting Minutes Dec 10-12, 2014 1:00 p.m. MST Salt Lake City, UT

1. Welcome

Pamela Mclean, SRWG Chair, called the meeting to order at 1:00 a.m. on December 10, 2014. A quorum was present for the conducting of business. A list of attendees is attached as Exhibit A. Jon Jensen (WECC staff) reviewed the WECC Antitrust Policy.

In-person and WebEx attendees introduced themselves.

Mr. Jensen reviewed the building evacuation procedures and general meeting information.

2. Agenda

Ms. Mclean presented the meeting agenda for SRWG Meeting #14-3. An agenda item to review the SRWG Model Implementation Schedule was added to the meeting agenda. Review of the SRWG Model Implementation Schedule as a routine meeting agenda topic was identified as an action item from the last meeting.

Action Item to add review and discussion of the SRWG Model Implementation Schedule as a routine SRWG agenda topic is now complete.

Eric Bakie presented the meeting minutes from SRWG Meeting #14-2. Page 6 was modified to add clarity of the regarding WSM Generator Long ID labels in relation to Supervisory Control and Data Acquisition (SCADA) and Inter-control Center Communications Protocol (ICCP) identifiers.

Mr. Bakie moved to approve the Meeting #14-2 minutes as amended. The motion was seconded by Mark Mallard and passed.

3. Chair’s Report

Ms. Mclean provided an update from items discussed at the last Technical Studies Subcommittee (TSS) meeting. Geomagnetic Disturbance modeling and analysis is currently a hot discussion topic as members prepare for the new NERC TPL-007 Standard. The need to add substation latitude/longitude data to WECC base cases is currently being discussed throughout the various WECC committees. Separation of Peak Reliability from WECC is now complete. Work continues on defining the NERC Planning Coordinator (PC) role throughout WECC. This work is currently being performed by the WECC Planning Coordinator Function Task Force.

Ms. Mclean presented the SRWG’s position regarding formalization of the SRWG Data Preparation Manual (DPM) as related to the importance of PC adoption of the DPM as a PC data reporting procedure required by NERC MOD-032. The TSS approved the last version of DPM and BCCS-DPM documents. The TSS commented on the REPLOG regarding number of power system stabilizer (PSS) equipment not represented in base cases;

(1) units with no PSS model, (2) units with no PSS. MVWG presented model specifications for new relay models; NorthWestern Energy’s Acceleration Trend Relay (ATR), distance relays, directional overcurrent, differential relays. Interconnection directional overcurrent relay data will not be collected at this time. MVWG’s recommendation regarding distance relays is that the model will be available for use but mandatory data collection throughout WECC is not recommended at this time.

Ms. Mclean noted that the PCC is recommending that secondary protection systems and secondary overcurrent relay modeling data are not being recommended for collection of data at this time. Ms. Mclean indicated that modeling data of secondary overcurrent relays should be collected. Ms. Mclean indicated that she also presented the SRWG’s proposal that short-circuit data be made available in any readable form as included in the DPM is SRWG’s position regarding modeling of short-circuit data in base cases. Ms. Mclean also presented the new SRWG Model Implementation Schedule document to the TSS.

The last revision of SRWG DPM was approved by the TSS. Last revision of SRWG DPM-BCCS version was approved by the TSS. Some of the REPLOG PSS items identified by the TSS can likely be resolved by SRWG member review of the PSS exemption list.

4. SRWG Model Implementation Schedule

Mr. Bakie presented the latest version of the SRWG Model Implementation Schedule was presented for member review. Jameson Thornton (PG&E) proposed modifying the implementation date for overcurrent relays within the 100–200-kV circuit class to reflect a longer timeframe due to the expected volume of data that needs gathered for their system. Mr. Thornton moved for modification of the implementation date to September 2016, which was seconded.

During discussion Mr. Bakie proposed that overcurrent relay models for line elements and transformer elements be separated within the 100–200-kV circuits and that transformer data be collected first under the original September 2015 schedule and that relay modeling data for line circuits in the 100–200-kV class be moved to September 2016 as proposed by Mr. Thornton. Mr. Thornton amended the original motion to separate 100–200-kV transformers overcurrent modeling data due Sept. 2015 and 100–200-kV line overcurrent modeling data due Sept. 2016. Motion was seconded and approved by majority vote. Next, Mr. Bakie presented the “Status of WECC MVWG Model, Document, and Tool Development” document to provide information to SRWG members of this new document and how it can be referenced for useful information.

Mr. Thornton made a motion to change implementation schedule for overcurrent relays on 100– 200-kV equipment to transformer elements due September 2015, line elements due September 2016. The motion was seconded and passed.

5. WECC Technical Staff Report

Late Data Log

4 out of 6 cases had late data submittal on the order of 1 week late; comments late from EPE/WAUW on 2020 HS2 and from WAUW on 2015LS1-OP. 2015 HS4-OP and 2015LS1-OP were late which causes trouble for operational studies. Need for operational cases on a timely basis: will move TEPPC case back for next year to ensure operation studies can be done by PEAK’s schedule.

Status of Data Bank

4 cases approved since last meeting; three cases underway. Next case is 2025HS1 data due to staff 12.12.2014. Version 33.5.0 of PSS/E is currently in use for the PTI power flow conversions. Also, version 18.1_02 of PSLF is currently in use at WECC. Currently there are PTI dynamics conversions for the following cases: 15HS3, 14HS4, 19HS2, 15HSP1 and 20HS2.

Representation Log

Replog has not gone up significantly once corrected for new categories, but has not gotten better. Counts that did go up (approx. 40) have been resolved. Make sure to get on the exemption list if appropriate. Make sure owners and zones are corrected. Replog counts not changing could be an indication that the Replog is not being actively reviewed by members during the case review period. Items on the missing model count for units less than 10MVA should be reviewed and added to the exemption list if applicable. Adding owner’s to the tie-line file will also help improve replog counts.

New WECC Website (tour)

One goal of the new webpage was to reduce the number of locations where documents are stored. Intended to be more user-friendly and searchable. Documents are collected into a single location. Search box is front and center. WECC IT focus area was the search webpage search engine. Doug Tucker (WECC Staff) encouraged members to contact WECC Staff if you are experiencing difficulties locating a document.

Conclusion- Need for creation of operational cases on a timely basis; need for continuous improvement of the quality of the WECC data bank.

6. BCCS Update

Jon Jensen provided an update that WECC Staff will be receiving a patch for the BCCS that is supposed to fix all of the high-priority issues; depending in the outcome of WECC Staff testing, BCCS requests early 2015.

Joseph Smith (Siemens) provided an update regarding the BCCS. Siemens will deliver a new patch that fixes all the high-priority issues.

Ms. Mclean presented an email passed down through the WECC committee structure: PCC ChairTSS ChairSRWG Chair regarding BCCS questions.

7. Compliance Subgroup

MOD-032 changes to the DPM: R1 and R4 require consistency with processes for building Interconnection-wide cases.

Conclusion- Moved to add four-digit zone range allocations to DPM pending confirmation from GE. The motion was seconded and passed. Additional discussions and perhaps test cases are needed to better define PC Areas vs. Areas vs. BAs and how interchange is going to be handled in future base cases. Further discussion regarding the classification of the DPM in preparation for new MOD-032 requirements is needed.

Action item: (1) Compliance subgroup to review existing regional criteria that address MOD- 010/012 compliance and determine whether the criteria need to be replaced to align with MOD- 032, and report back to the SRWG at the next meeting. A WebEx will be hosted in early 2015 for further discussion regarding the DPM, regional criteria, regional variances, etc.

(2) Confirm GE PSLF functionality using 4 digit zone numbers

(3) Host a WebEx to further discuss using the BA field for interchange and develop a recommendation to report back to the SRWG at the next meeting.

Conclusion – Made a motion to approve the 2015 schedule as modified by moving the two 2016 operational cases up two slots and the TEPPC case down two positions. The motion was seconded and passed.

Made a motion to approve the 2015 case description sheets using the new method for specifying load and adjusting the COI/PDCI interchange values for correct N-S or S-N operations. The motion was seconded and passed.

9. Annual Study Report

Enoch Davies (WECC) presented the 2014 Study Program Annual Report

Conclusion - Enoch Davies made a motion to approve the 2014 Study Program Report as edited and considering review by a WECC Technical Writer will take place before posting the final report. Passed by majority vote.

10. Contingency Analysis On Near-Term Operating Cases

Nathan Powell (WECC): Presented on Base Case Contingency Analysis.

Conclusion - WECC Staff will continue to develop additional data checks to aid in improving WECC base case data quality

11. NERC Base Case Report Card

SRWG members are expected to work to improve the data quality used in WECC Planning and Operational Models.

12. Turbine Type Tool

Mr. Bakie performed a Positive Sequence Load Flow (PSLF) demo a new EPCL used to organize generator powerflow and dynamics data in to a common table to aid in performing data review.

Conclusion - WECC Members continue to develop and share data-checking tools throughout the Interconnection.
