HANDOUT ONE: The What and Why of Permanency Planning and Funding Options

What: One goal of the Adoptions and Safe Families Act is that of permanency. Permanent plans (exclusive of reunification) present a complex legal and financial picture for those families considering adoption, guardianship or planned permanency arrangement. Providing social workers and families with tools that explain the legal and financial ramifications of various permanent plans assist both youth and families in choosing the best possible permanent plan for the youth. Recent enhancements in Kin-Gap for which relative caregivers may be eligible are incorporated in this training resource.

Why: The complexity of the legal and financial picture for families considering adoption, guardianship or planned permanency arrangements require social workers to be knowledgeable in these options, communicate clearly the differences between these options and solicit feedback from families their understanding of the options. A brochure has been developed that social workers and families can utilize in comparing and contrasting the legal and financial ramifications in choosing a permanent plan.
