The Morgan County Board of Education met in a regular session on Tuesday, February 7, 2017, at 6:00 p.m. at Warm Springs Middle School located at 271 Warm Springs Way, Berkeley Springs, WV.

David Ambrose, President presided. Aaron Close, Pete Gordon, Laura Smith, and John Rowland, Members, and David Banks, Superintendent, were present. Aaron Close left at 8:05 p.m.

Present were: Administrators – Kristen Tuttle, Assistant Superintendent; Ann Bell, Treasurer; Directors – Kandy Kulus, Russell Penner. Others – Cynthia Smalley Amy Penner, Gene Brock, Vanessa Fox, Debra Gates, Rachel Brown-Wilson, Lisa Ambrose, Kimberly Easton, Dawn Beal, Kari King, Joshua Rider, Tiffany Didawick, Kathleen Boyce, Patricia Byrne, Amanda Henry, Andrea Minicozzi, Angie Hott, Carson Stotler, Arnold Stotler, Becky Stotler, and Betsy Buser. Media – Kate Evans, Morgan Messenger.

I. Call to Order

President Ambrose called the meeting to order at 6:00 p.m.

II. Pledge of Allegiance

President Ambrose led those present in reciting the Pledge of Allegiance.

III. Roll Call

All board of education members were present.

IV. Approval of Agenda and Addenda

Removal of last name on Personnel Item B-2. The board approved the Agenda and Addenda with the change.

V. Presentations A. Relentless Robotics Demonstration Students from the Relentless Robotics Team gave demonstrations of some of their award winning robotics. B. Recognition of teachers from WSMS who received grant awards The following WSMS teachers were recognized for receiving grant awards during this school year: Gillian Anderson .Paula Masters

Vanessa Fox, Kathleen Boyce, Lisa Ambrose, Debra Gates, Andrea Minicozzi, Kimberly Easton, Dawn Beal, Joshua Rider, Patricia Byrne, Rachel Brown-Wilson and Kari King. A report was provided addressing the following areas: school performance, curriculum, strategic plan, school climate, communication and facilities/maintenance. D. Distinguished Educator Award This award will be given out at a later meeting.

A. President of the Board B. Board of Education Members NOTE: Mr. Gordon mentioned the celebration at WSMS for the dedication of the Lyne Keenan Media Center. C. Superintendent NOTE: Superintendent Banks noted that there is no new update in the lawsuit for the underfunded counties. NOTE: Superintendent Banks noted that there are two new state board members who have educational backgrounds. NOTE: Superintendent Banks noted that the Governor’s State of State Address will be Wednesday, February 8th. He will be addressing the following educational issues: calendar bill, funding formula, restructuring RESA’s and pay raises. D. Committees  Athletics  Buildings & Grounds

The superintendent recommends approval of the following consent actions as presented:

The board approved the Consent Agenda.

IX. Program Planning

A. Approve adding high school track (field events) and a middle school track program to Paw Paw Schools. (All costs associated with additional programs will be covered by the school.)

XII. Travel (Overnight)

A. Amber Guthrie and Paw Paw Students (6) to the Capitol in Charleston to participate in Morgan County Day on February 13th. – Funding – Paw Paw Schools

XIII. Executive Session

The board entered into executive session pursuant to West Virginia Code 6-9A-4(3) to discuss personnel matters. The Board entered into executive session at 8:32 p.m. President Ambrose reconvened the meeting to open session at 8:49 p.m. No action was taken at this time.

The superintendent recommends approval of the following personnel actions as presented:

A. Professional Personnel

 Resignation 1. Sally McCumbee, Substitute Teacher, County, effective at the end of the day on January 6, 2017.

 Unpaid Leave of Absence 1. Wendy Powers, 5th Grade Teacher, Warm Springs Intermediate School, From January 31, 2017 to June 30, 2017 for medical reasons.

 Resignation 1. Wendy Powers, 5th Grade Teacher, Warm Springs Intermediate School, effective at the end of the day on June 30, 2017.
