Minutes of the meeting held on the 24th July 2008 at St. Agatha’s Church Hall, Llanymynech commencing at 7.15pm.

08/80 DECLARATIONS OF INTEREST

08/81 POLICE REPORT The Police were not in attendance, but a number of incidents were reported for the Clerk to pass on to PC Dale. The problems at the Community Play, hiding manhole covers, cutting the tennis court fence, Parish Council notice board knocked over, remains of circuit boards scattered on the playing field.

08/82 OSWESTRY BOROUGH COUNCIL REPORT Cllr Duggan reported on the progress with the Bron Vyrnwy complaint. He had visited with the Compliance Officer and she had served a statutory notice on the property owner. He mentioned the development sites currently under discussion and the newly mentioned third site of the old and aluminium factory and adjoining car sales showroom; he stressed the need for making comments on these proposals, as they will have a huge impact on Oswestry.

There was no public attendance.

08/83 MINUTES Minutes of the Meeting held on the 26th June 2008 were approved and signed.

08/84 COUNTY COUNCIL REPORT Cllr Mrs. Gaskill reported that the Director for community services had been appointed - Val Beint Interviews had been held the previous day for the Development Services post and there will shortly be interviews for the first tier officers. Boundary Commission report – her division had been made smaller as Baschurch and Ruyton have been taken out of the division which makes it into a truly rural area. The consultation is now taking place, they are recommending 74 councillors for the new Authority. Some areas are hoping to get 2 or 3 member wards. The Llanymynech ward is definitely in the northern division. Cllr Gaskill had brought an application form for the new community chest fund, set up by the pilot Neighbourhood Action Meetings. The Community Play had been a huge success and the people involved were to be congratulated. Health Scrutiny Committee were discussing blocked beds in the hospitals and a report has been produced. The railway land health facility is still going ahead where the old railway sheds are, but the extra land which has been the subject of appeal would have provided more.

08/85 PLAY AND PLAY EQUIPMENT. Sheila Dixon joined the meeting and began by thanking the Council for their support to the fund raising Group. She reported on the installation of the goal/ basketball wall on Llanymynech playing field, surfacing would be laid by Dave Evans shortly. The County Council funding of £2,500 had contributed to this and the cheque for £4,136 was handed to the Clerk. The Youth Shelter was also due to be installed the following week between the goal end and the entrance gate. This had been achieved with a grant of £1,500 Local Action CC funding and Dave Evans would be helping to install that as well.

The Clerk showed the illustration and quotation from Ray Parry Ltd for Pant PF of £10,262 which was approved. The firm, Rea Valley Timber had not yet given a quotation to remove the damaged equipment. It was agreed that the Councillors with professional help from Rob Savage and a Contractor would remove the old equipment.

Sheila spoke about the plans for the final phase of a ‘twister’ instead of a climbing net, which was too costly. The loan funding of £5k together with the remainder in the bank, would be able to pay for this; though it includes the £2,000 already granted by the Millenium Stadium Fund towards a net, so they had been written to to ask if it was permissible to install a different piece of equipment. It was suggested that the old slide off the multiplay unit could be saved and re-used. It was proposed that a Vote of Thanks be recorded to Mrs. Dixon and the rest of the Group for their excellent work.

08/86 PLANNING. 08/15620/FUL – Bank Cottage, Pant, extension – check that the right of way is not obstructed, the access change was queried and the lane is very narrow. 08/15638/FUL – Badgers Green, substitution of house types – comment that there people living in the houses and the access to the site has not been completed, which is very dangerous. 08/15639/FUL – Laurel Cottage, The High, porches to front and side of house – no comments. 08/15643/FUL – Conservatory at rear – no comment. Permission granted for 08/15554/FUL CRS Pant and 08/15539/OUT Rhysnant.

08/87 OSWESTRY AREA COMMITTEE VACANCY Cllr John Jaffrey agreed to represent the Council at these meetings.

08/88 CORRESPONDENCE was dealt with as follows: LIN Seminar on community involvement on care and Health, Postal address for new property adjoining Maesygarreg, Play Partnership Minutes and Agenda, Boundary Committee special meeting 13.8.08 SALC training , Guide to becoming a Quality Council, SPFA Newsletter.

08/89 BOUNDARY COMMISSION RECOMMENDATION REPORT Electoral Review of Shropshire draft recommendations were considered. It was agreed to send a positive comment about the changes recommended in the Report.

08/90 ROADS, FOOTWAYS AND RIGHTS OF WAY. The response to the request for air quality data from the EHO at Oswestry Borough Council was delayed as he was on long term sick leave, but his deputy would respond when able. Cllr Duggan spoke about his request to Owen Paterson MP for copies of all the correspondence on the Llanymynech and Pant bypass, which he has agreed to forward. The ‘no parking’ sign for Rockwell Lane was unresolved as the OBC Officer had suggested a large sign with inappropriate wording which the resident concerned felt would cause him further problems. Cllr Duggan agreed to follow this up personally.

08/91 VILLAGE MAINTENANCE. The grass outside Trieste had been inspected by the maintenance team and was deemed to be in order, Cllr Pollitt said that the resident was cutting the grass himself. The Clerk agreed to follow this up. A PACT meeting was held at Pant Memorial Institute by CSO Gordon and about 8 people had attended.

08/92 FINANCIAL MATTERS AND ACCOUNTS The accounts were proposed for payment by Cllr McConville, 2nd by Cllr Mrs. Smith with all in favour and therefore RESOLVED.
