TPM RECIPIENTS TPM Changes 10/15/05 (Product Date)

The following describes planned changes to the Telcordia® TPM™ Data Source that is produced by Telcordia® Routing Administration (TRA). This notice is being sent to the party receiving the physical product (e.g. data transmission, CD) since that is often our only confirmed contact in your company. Please share this notice with those in your company that may be interested or may need to know. These changes may necessitate changes in how you or your company processes the TPM. ______

The following changes DO NOT impact TPM file structures, field positions, etc. This notice is being issued to provide information regarding values in existing data fields should you need to address and/or understand them.

(1) ODDBALL codes

Background:

ODDBALL codes are NPA NXXs (TPM.DAT and TPMACT.DAT) that exist for purposes that generally are associated with non-standard telephony service and/or have unique characteristics. ODDBALL codes have historically been inconsistently identified by the industry and/or by different companies that they may be associated with. ODDBALL codes include N11 NXXs (e.g. 411, 911), Feature Group B access (NXX 950), industry defined test numbers (NXXs, 958, 959), etc.

ODDBALL Code Reflection in TPM:

Various ODDBALL codes have been reported in the TPM for a while, however, they have not necessarily been reported in a complete and/or consistent manner. Data providers have agreed on various aspects of how ODDBALL codes should be represented in the TPM. This notice is intended to provide specific information regarding these codes and how they will be represented, ongoing, in the TPM. The 10/15/05 (product date) TPM is being targeted as a completion date for efforts aimed at addressing consistency and completeness in reporting these codes.

Activity towards completion of this effort has been progressing for the past year. Other than NXXTYPE 77 (as addressed later in this notice), and perhaps a slightly higher volume in the appearance of these codes in the 10/15/05 TPM, this should not be a major impact on users. Nonetheless, you may want to assess the impact of this notice on your individual company processes. NXXTYPE 77

The 10/15/05 (product date) TPM introduces a new NXXTYPE value of 77. Certain NXXs that are categorized as ODDBALL codes have historically been associated with a unique NXXTYPE (e.g. Broadband codes = NXXTYPE 30). To minimize user issues surrounding ODDBALL codes, such pre-existing NXXTYPEs have been retained. However, to permit the uniqueness of ODDBALL codes to be readily distinguishable from other standard NXXTYPES such as 00, 04, etc., ODDBALL codes not otherwise classified under an appropriate NXXTYPE will show “77” as the NXXTYPE. It was agreed to by industry participants that a unique NXXTYPE for each ODDBALL code category is not needed at this time. Distinctions can be determined by the PLACENAME field.

For your reference, the following summarizes some pertinent TPM field values relative to ODDBALL codes. The values referenced in each field are not particular to the 10/15/05 TPM and have existed in the TPM in the past.

OCN = MULT

Use of OCN = MULT (multiple) has existed in the TPM for several years. All records associated with MULT are considered ODDBALL codes, although not all ODDBALL codes need to have an OCN of MULT. For example NXX 555 (Directory Assistance) is processed by most if not all carriers, however the means of routing, billing, and rating an NPA-555-1212 call, varies carrier to carrier.

RC V/H = 00000/00000

ODDBALL codes will most often have Rate Center V / H values of 00000 / 00000. Due to the special nature of these NXXs, V&H based rating generally does not, or cannot apply, and/or may vary among carriers (e.g. in the case of records with an OCN = MULT)

LATA = 999, LATA SUBZONE = 99

ODDBALL codes will most often have LATA / LATA SUBZONE values of 999 / 99. ODDBALL codes are NPA-specific however, NPAs are not always LATA-specific. Thus although the LATA information for a ODDBALL code in a given NPA may be determinable, in another case, where the NPA crosses LATA boundaries, the LATA associated with a given company’s use of an ODDBALL code, or cross company use, may vary. For consistency, certain ODDBALL code categories will always have a LATA / LATA SUBZONE values of 999 / 99.

RAO = 000

Certain ODDBALL codes may have an RAO of 000. Certain ODDBALL codes such as those with an OCN of MULT, being handled and processed differently by the various carriers who may handle them, cannot be identified with a specific RAO value.

TIMEZONE = 0

A TIMEZONE value of 0 (i.e. Not applicable) may apply to various ODDBALL codes. NPAs may cover more than one TIMEZONE and thus ODDBALL codes that may be handled differently by different carriers, or by a single carrier but which cannot be associated with a specific Rate Center, cannot be definitively associated with a single TIMEZONE in cases where the NPA crosses TIMEZONE boundaries.

(2) CO TYPE = 6

A new CO TYPE value of 6 for Internet Service Provider (ISP) to signify a company whose sole telecommunications service business is than of an ISP, Voice over IP provider, etc. when noted as the assignee of an NXX or block.
