That the manager refer to my numerous previous requests to install public lighting in Castleview, Kincora Road Dublin 3 as this area is very dark, has a very steep footpath up along one side of the road which is not visible to pedestrians when entering Castleview.

With regard to recommendation in the Naniken Hydraulic Analysis Report that the properties on Maryfield Crescent identified as needing individual flood protection DCC

a. recognises the considerable financial and personal impact this recommendation has individual property owners b. commits the remaining funds from the €50,000 budget allocated to the conducting of the Naniken Hydraulic Analysis to comprehensively surveying each house identified for individual flood defence protection. c. commits any post-surveying funding to towards a grant to support each individual property owner concerned to fully protect their homes d. commits to making every effort possible to sourcing funding to enable all individual property owners to fully protect their homes without undue expense to themselves. That the Manager report on the situation in relation to obligations of owners of protected structures and say what enforcement or other mechanism is open to Dublin City Council to have protected structures preserved and specifically say how this would related to the protected structure of 31 Richmond Avenue. This area committee requests an update report on the Artane-Coolock Resource and Development Centre's interim board of management: the report to include the work carried out to date and its plans for the coming months. Order: Report to Councillor

5013. Motion in the name of Councillor Jane Horgan Jones

That this Area Committee agrees that staff from the area office be deployed to monitor the continuing abuse of skip hire without permits on Annadale Avenue and to take appropriate actions to remedy the situation. Residents have had constant skip presence on the street for the last five months and to their knowledge no permits have issued and there have been no repercussions for those using them. 8 What is the TEAM DUBLIN CLEAN-UP 2016?

The TEAM DUBLIN CLEAN UP 2016 will be perhaps the biggest community clean up event ever undertaken in Dublin City. We are inviting up to 10,000 volunteers to take part in clean up events across all areas of Dublin City for 2 hours on Easter Saturday, 26th March 2016. The TEAM DUBLIN CLEAN UP 2016 is based on the many small community clean ups and Adopt the Street schemes that have taken place across the City and inspired by the success of a similar Team Limerick Clean-Up Event in 2015. It is also based on the premise that a clean Dublin is a Dublin to be proud of and is a shared responsibility of us all so we are inviting members of the public, resident’s association, sporting groups, businesses, everybody to join the TEAM DUBLIN CLEAN -UP 2016 on Easter Saturday to help us make Dublin a litter free City.

Where Wherever you are in Dublin City? Just register in your locality/City Centre at www.teamdublincleanup.ie or specify if you or your group wish to take part in cleaning a particular street or area.

When The TEAM DUBLIN CLEAN UP 2016 will take place between 11 AM and 1 PM on Easter Saturday 26th March 2016, which is the eve of the 1916 centenary celebrations. We are looking for everyone to take part for 2 hours between 11 AM and 1 PM and show your local Dublin pride. We invite participants to contribute as much of their time as they wish on the day but most of our teams will be out from 11 AM to – 1 PM.

How Just register yourself or your group at www.teamdublincleanup.ie and select the Area that you are interested in taking part in the TEAM DUBLIN CLEAN UP 2016 event. We will have designated meeting points across the City and we will be in communication with everyone who registers before the TEAM DUBLIN CLEAN UP 2016 commences. Dublin City Council will arrange to provide, gloves, bags, Team Dublin hi vis vests and litter pickers and brushes to all groups however if you have a yard brush bring it along on the day! Health and Safety of all participants is a top priority. All litter collected will be removed by Dublin City Council on the day of the Team Dublin Clean Up event. *Please remember to read our Best Practice Health and Safety Guidelines before registering

Naming & Numbering Proposal for development on a site at Priorswood Lodge, Clonshaugh Road, Dublin 17.

1-4 Priorswood Lodge/ 1-4 Lóiste Choill an Phrióra

This is a development by Victoria Homes Limited on a site at Priorswood Lodge, Clonshaugh, Dublin 17. The development will consist of 4 properties (one 2 bed bungalow and three 2 bed two storey houses). The development is indicated on the attached Drawing R.M. 36506 The developer has requested the name and numbers 1-4 Priorswood Lodge for the new development as this will be in keeping with the pre-existing name given to the old house which is currently on the site. The Heritage Officer considers the proposed name appropriate The name and numbers 1-4 Priorswood Lodge/ 1-4 Lóiste Choill an Phrióra is considered suitable and is recommended for adoption.

Re: St. Declans Road

Further to the Motion No. 4993 of the NCAC December 2015 meeting, concerning the impact of the fruiting roadside trees at St Declan’s Road and other roads in the Marino area, Parks and Landscape Services has examined the roadside trees in detail at this location.

This Service following the examination has found that there is a total of 447 No. roadside trees on the 28 No. streets/roadways at the Marino Estate. Of these trees there are 218 Pyrus spp. (Ornamental pear) the majority of which are Pyrus regalii.

Following the representations made regarding the impact of fallen fruit on residents and the request to consider the removal of some roadside trees as a result, Parks and Landscape Services proposes the removal of a total of 47 No. Pyrus spp. to take place during 2016, distributed on roadways with ornamental pear, throughout the estate, to be followed by an assessment of the impact of the result of this tree removal, including consideration of possible planting of alternative species, subject to site limitations.

The removal of the above number of trees forms approximately 21% of the overall number of ornamental pear at this estate and 10.5 % of the overall numbers of roadside trees currently present. It is acknowledged that the proposed tree removal will not completely remove the negative impacts however there should be a significant reduction in the problem while retaining a number of specimen which provide the positive characteristics previously described.

Applications for financial assistance have been received from a number of bodies under the City Council's Community Grants Scheme 2016. These applications have been assessed in the context of available finance, value to the community and compliance with the relevant policies and objectives of the Council and in particular with relevance to the Social Inclusion Strategy. Set out below are details of the applications together with recommendations in relation to the amount of grant assistance for each applicant body. It is recommended that Dublin City Council make the grants to the groups as set out in the report below. There is provision in the 2016 budget to meet this expenditure.

 School cricket sessions: St Francis NS, Priorswood and Our Lady Immaculate NS, Darndale.

 Women’s Fitness Bootcamp: Northside Partnership on Tuesdays and Thursdays from 5.30 – 6.30pm, €4. Music based workout to develop cardio fitness with strength and conditioning exercises.

 Over 55’s Yoga: Donneycarney Recreation Centre, Thursdays from 10.30 – 11.30am, €4 per class. Traditional yoga classes for men and women over 55, using slow movements designed to promote balance and well being.

 Over 55’s Chair-aerobics: Larkhill Scout Hall Santry on Wednesdays from 11am – 12pm and in St. Brigid’s Community Halll Killester on Fridays from 11.30am – 12.30pm, €4 per class. Exercise class to music which can be done either seated or standing for men and women.

 Aqua Group: Northside Pool, Tuesdays from 3 – 4pm, €2 per session. Aqua Aerobics to music and swimming for adult men and women.

 Killbarrack Community Development Project After School Programme: Thursdays from 3.30 – 4.30pm. Hand eye co-ordination games to promote fitness for boys and girls of primary school age.

 Spinabifida and Hydrocephalus Ireland: Clonshaugh Business Park, Wednesdays from 11am – 1pm. 12 week activity program promoting fitness, strength and co-ordination for adult men and women dealing with SB&H.

 Kilbarrack Community Care Project: Northside Pool on Wednesdays from 1 – 2.30pm. Swimming classes for adult men to improve water confidence and fitness.

 Mid-term young leaders overnight trip with Kilbarrack Youth Project: A group of 12 young people hoping to become young leaders from the project are taking part in outdoor activities and team building challenges in the Cavan Centre during the mid-term break.

 Mid-term Indoor Wall Climbing sessions and programme: Approximately 35 young people aged 10 – 13 years from Donnycarney Youth Project are participating in taster session in indoor wall climbing in Awesome Walls Finglas on Friday 19th February. Following on from this the young people will be given the opportunity to complete level 1 of mountaineering Irelands National Indoor Climbing Certification Programme.

 Canoe Instructor Programme: Young people from St. Monica’s Youth Centre are taking part in weekly canoeing sessions in Coolock Pool on Tuesday evenings. This involves a number of newly qualified coaches logging hours while instructing younger members of the centre on the various skills needed to kayak.

 Family Sports Evening: Members of Donnycarney Youth Project and their families are invited to an evening of fun and games from 5 – 7 pm on Monday 29th February in Le Cheile.

 Multi-Activity Programme: Students attending 1st year in Ard Scoil La Salle in Kilbarrack are invited to participate in this programme on Wednesday afternoons after school. The young people are encouraged to 20 create their own programme of activities, behavioural contracts, goal setting and manage a budget for this 8- week programme. Activities include football, hall games, sporting trips etc. This is a partnership with the school and the school completion programme.

 Donnycarney Youth Project Operation Transformation Programme: This programme is open to members of the Youth Project. Young people are invited to walking / jogging sessions in May Park on Monday evenings. Information on healthy lifestyle changes and weekly weigh-ins are provided.

 Donnycarney CE Scheme Operation Transformation Programme: This programme is open to members of the CE Scheme and their key workers participants are weighed each week and take part in informal activities around healthy lifestyle choices, food labelling and exercising.

 Silver Startbox Programme: Starting the week of the 15th February with O.L.I. Primary School Darndale, Holy Trinity Primary School and Scoil Fhursa Primary.

 An additional Sports Officer has been appointed to the North Central Area. Daniel Russell, who is based in the Northside Civic Centre, will cover Fairview, Clontarf, Drumcondra, Marino, Killester, Raheny and St. Anne’s.

An application was received from Gregory Meade to purchase the laneway to the side of his property at No. 29 Adare Park, Coolock, Dublin 5. The applicant claims that the laneway has formed part of the property for over 20 years and the Roads and Traffic Department confirms that the laneway was closed at that time. Agreement has now been reached with Niall Corr & Company Solicitors acting on behalf of Gregory Meade for the disposal of the abovementioned laneway at No. 29 Adare Park, Coolock, Dublin 5. The plot of ground in question is shown delineated in red on Map Index No. SM-2015-0671 and has an area of approx 87 sq. m or thereabouts.

It is proposed to dispose of the City Council’s interest in the laneway to the side of 29 Adare Park to Gregory Meade subject to the following terms and conditions:

1. That the disposal price in full and final settlement shall be in the sum of €5,000 (five thousand euro) plus VAT if applicable.

2. That the subject plot has an approximate area of 87 sq. m or thereabouts and is delineated in red on the attached map (Index no: SM-2015-0671).

3. That the Council shall transfer the unencumbered freehold title or equivalent in the subject plot.

4. That the applicant shall be responsible for Dublin City Council’s professional fees.

The dates for the performances of any of the requirements of the proposed agreement may be amended at the absolute discretion of the Executive Manager.

The disposal shall be subject to any such covenants and conditions as the Law Agent in his discretion shall stipulate.

With reference to the disposal of site on Newtown Avenue, Malahide Road Industrial Park, Dublin 17 to Peter Reid, The Kitchen Warehouse ______

Following a local advertising campaign to dispose of a site surplus to requirements, located on Newtown Avenue, Malahide Road Industrial Park, Dublin 17 an application was made by Peter Reid, The Kitchen Warehouse to purchase the site for the construction of a flat pack kitchen warehouse, subject to planning permission was accepted. He currently occupies an adjacent unit. The site in question is as shown delineated in red on attached Map Index No. SM-2012-0375.

It is proposed to dispose of the freehold interest in the site at Newtown Avenue, Malahide Road Industrial Park, Dublin 17 to Peter Reid, The Kitchen Warehouse subject to the following terms and conditions:

1. That the site is shown delineated in red on attached Map Index No. SM-2012-0375

2. That the disposal price shall be the sum of €30,000 (thirty thousand euro) plus VAT if applicable.

a) That a 10% deposit shall be paid upon the signing of contracts.

b) That the balance shall be paid within one month of the date of final grant of planning permission, when title will be transferred. Interest at the rate of 12% per annum shall apply to outstanding accounts.

3. That the contract must be signed within 2 months of obtaining Council approval.

4. That the applicant must lodge a planning application within two months of signing of contracts. If this does not occur the Council, at its absolute discretion, may decide not to pursue this agreement.

5. That the applicant will be allowed one opportunity to submit a planning application to Dublin City Council and, if necessary, an appeal to An Bord Pleanala. In the event that a satisfactory planning permission is not achieved or planning is refused the full deposit paid by the applicant will be returned (without payment of interest).

6. That if planning permission for a development is either refused (by Dublin City Council or An Bord Pleanála),or granted subject to onerous conditions, then either party may rescind the agreement within four weeks of the refusal or final 69 grant of planning permission without penalty or compensation due to the other party. All planning application related costs to be borne by the applicant.

7. That the applicant shall pay the City Council’s professional fees of €800 plus VAT and the legal costs of transfer of €850 plus VAT.
