2:00pm-5:30pm RESOLUTIONS EVALUATION COMMITTEE (REC) The deadline for the submission of resolutions is 4:00pm GSB-604 Resolutions are going to be sent to Working Groups to reach the goal of issuing only 6 to 8 resolutions maximum per committee MOAS PERMANENT COUNCIL 3:15pm-3:30pm  Establishment of Order of Precedence of delegations (by lot) (2 min.)  Presentation and approval of the Instructions for Debate (6 Hall of the Americas min.) OAS Main Building (MNB)  Approval of the Agenda of Topics (1 min.)  Approval of the Schedule of Events (1 min)

 Remaining participants walk to the OAS General Services Building; 1889 F St NW, Washington, DC, 20009 4:00pm-4:15pm FIRST SESSION OF THE COMMITTEES Committee rooms  Opening statement by the Committee Chairperson. (2 min.)  Introduction of the Committee Officers and staff (Vice See last page for meeting Chairperson, and Secretary) (1 min.) Room locations (OAS/GSB)  If available, brief comments by MOAS Consultants on the agenda topics pertaining to their area of expertise – Q & A (10 min.) **In the General Committee**: The Chair reads the instructions for the drafting of the MOAS Declaration, announcing the deadlines for the presentation of proposals. At this time delegates volunteer for the Working Group. (Note: One of the delegates must remain in the committee to participate in the debate of the draft resolutions.) 4:15pm – 5:30pm SECOND SESSION OF THE COMMITTEES Committee rooms  General Statements by Head delegates, delivered according to the Order of Precedence (1 min. max. each)  Debate of the Book of Resolutions begins.

THURSDAY, NOVEMBER 29, 2012 TIME ACTIVITY PLACE 9:00am-10:30am THIRD SESSION OF THE COMMITTEES Committee Rooms  Debate of draft resolutions  Note for Working groups: One of the country delegates meets with his/her working group while the other delegate remains in the committee. 9:30am-5:30pm RESOLUTIONS EVALUATION COMMITTEE (REC) (For OAS  Deadline to return reviewed draft resolutions to the Clerks of GSB – 604 consultants and each committee by 5:00 p.m . assigned faculty advisors) 10:30am-10:45am COFFEE BREAK Outside of committee rooms Caucusing to get signatures and/or support for draft resolutions and GSB/LL Lobby 10:45am-12:30pm FOURTH SESSION OF THE COMMITTEES Committee Rooms  Distribution of draft resolutions that have been reviewed by the Resolutions Evaluation Committee (REC)  Continue debate of draft resolutions.

(They must have been presented to the MOAS President prior to this Inaugural Session) (5 min).  Adoption of the Agenda of the Plenary Sessions of the Model OAS General Assembly (5 min). 9:15am-9:45am FIRST PLENARY SESSION Hall of the Americas  Election of the Secretary General for the 32nd Model OAS (OAS Main Building) General Assembly for High Schools in 2013 (10 min).  Election of the President for the 32nd Model OAS General Assembly for High Schools in 2013 (10 min). 9:45am-10:30am SECOND PLENARY SESSION Hall of the Americas  Dialogue of the Head Delegates and adoption of the (OAS Main Building) Declaration of the 31st MOAS for high schools: “Developing transportation systems to facilitate integration in the countries of the Hemisphere through the use of green technology” (10 min).  Discussion of any courtesy resolution(s) or declaration(s) that may have been included in the Agenda during the Inaugural Session (5 min).  Adoption of the resolutions approved by the five Preparatory Committees of the Model OAS General Assembly (10 min).  Presentation of the report of the 31st MOAS/HS Secretary General, Mr. Justin Rezende (5 min).
