Ø Attended the Bonita Springs Economic Development Council Meeting at the Chamber of Commerce

Just to keep you informed, as of October 10, 2014, here is a brief synopsis of things being worked on/or accomplished in your City.

City Manager’s Office  Attended the Bonita Springs Economic Development Council Meeting at the Chamber of Commerce.  Attended the City Manager’s Luncheon/Meeting in Fort Myers.  Participated in a meeting to discuss the sign ordinance.  Attended the MPO meeting to hear the presentation by Billy Hattaway on Complete Streets. He has agreed to make the same presentation to City Council at the January 7 th Council meeting.  Attended the Horizon Council Industry Appreciation Awards Luncheon at the Harborside Event Center.  Attended meeting with Weeks Fish Camp individuals for update on project.  Final Budget Hearing was held with approval of 2014-15 Budget.  Participated in the Employee Appreciation luncheon and visited departments to thank employees!  Stopped by the Camuto Job Fair at the Chamber where they had approximately 275 interested applicants.  Attended lunch meeting with Lee County Sheriff’s Office Major Kathy Rairden and John Gucciardo.  Attended the Bonita Springs Area Chamber 2014 Annual Meeting and Awards Luncheon – Bob Gillette was named Citizen of the Year!  Attended the Government Affairs Committee Meeting at the Chamber.  Met with the owners of Water Excursions to discuss concerns.  Attended the Non-Mandatory Pre-Submission Conference on the Bamboo RFP – we had no applicants attend.  Met with Captain Day and Lieutenant Przespolewski for a lunch meeting to discuss city issues.  Held a meeting for Downtown Merchants to discuss special event street closings and future downtown projects.  Attended the Bonita Springs EDC Annual Meeting held at Shaw Development.  Attended the Chamber Business After Hours gathering at the new Artichoke & Company restaurant.  Participated in a meeting regarding American House with Community Development, Bob Gillette and others.  Finalized the plans for a Table Top mapping exercise to be held by the Citizens Water Strategy Task Force at the Bonita Fire District Bonita Grande offices. The point of the exercise is to provide an opportunity for the public, the Task Force members, and any

D:\Docs\2017-12-16\0cff664209ee926df7d510643d17630a.doc1 other interested property owners to explore different approaches to future land use decisions in the DRGR.  Attended a meeting of the local ADA support group in Fort Myers to discuss with them, and get their input on, the City’s “transition plan” designed to help us modify our facilities and programs, where necessary, to better comply with the Act. The results of the city-wide review we have undertaken will be brought back to the Council with a recommended list of initiatives to undertake in the upcoming months.  Visited some of the participants at the Florida Beach and Shoreline Preservation Association conference recently held at the Hyatt (in Bonita Springs) in order to gain more insight into the status of the results of our ongoing beach re-nourishment project, as well as to learn more about what changes to approach and technology might be in store for us in advance of our next project. City Attorney: Ordinances:  Large Scale Retail: Made final changes as worked through by staff and Ms. Montgomery.  Sign Ordinance: Prepared memo with revised ordinance, which was discussed at LPA meeting (and after with Member Gallagher). New draft will be prepared for additional workshops and forums before coming back to City Council for permission to advertise on December 3rd.  Noise: Ready for public hearings.  Comprehensive Plan: Water Supply and Week’s Fish Camp – worked with staff for public hearings.  Parks & Rec: Worked with Nicole and Carl on changes which are now scheduled for public hearings.  Medical Marijuana: Ready for Public Hearings. Discussions with LCSO Legal Counsel and other local government attorneys as to strategy. Transactional:  Assist staff with the following research items: Mobility Fees; Food Trucks and Farmers’ Market; Code of Conduct; Voting Conflicts; Public records (Roof Re-bid); Personal Watercraft; Computer Externship; Racetrack Development Agreement; Longfellow Road; Pennants at Car Dealerships; Hancock Code Enforcement Action; Assisted Supervisor of Elections as to Ballot; Preliminary Discussions on Forestmere (road issue); Shangri La Road (blasting affecting Yorkstone Road residents); Bamboo RFP. Litigation:  Joint Motion and Judgment of Dismissal filed to close the case against Estela Hernandez  Sale of vehicles as to Writ of Execution (Hancock) on November 12th  Code case foreclosures on hold (1) Daring with case management conference scheduled for December 12, 2014. Motion for Final Summary Judgment to be filed prior to case management. (2) Sandsmark cases: Joe is amending the Complaints to include “The Unknown Heirs of Karsten Sandsmark, Deceased” as party-defendants and work with the Guardian/Attorney Ad Litem to get a deed in lieu of foreclosure. Code Enforcement:  Graffiti on the detention wall at Spring Creek Commons is being addressed.  Hit by grout cleaning snipe signs over the weekend, most have been removed.  Farmers Markets and the Lions Club Flea Market are starting back up. Advised staff to keep an eye on them, but to observe and report as we can follow up with our contacts and Lora to address jointly.

D:\Docs\2017-12-16\0cff664209ee926df7d510643d17630a.doc2  Special Hearing for Charles Hancock (authorization to abate) has been scheduled for October 20th.  Sweeping the City for Professional landscapers who have failed to renew or register.  LCSO is still working on accident report for Bensons, will provide an update once I hear back.  The previously stalled Palmesta project (Pennsylvania/Arroyal Rd.) is still moving along nicely and has been recently painted.  Sanctuary at Imperial River case: The Hearing examiner continued the imposition hearing requesting that they come up with a new plan to reach 100% and include the complainants in the process. Mike Kirby to hold a meeting and report to the examiner on Nov 6th. City Clerk:

 The front desk/reception staff greeted 493 guests and directed 1,072 calls to various departments.

 The City Clerk’s office responded to 10 public records requests through October 9, 2014.

 Staff attended various supervisory training meetings. Front desk staff attended customer service training and certification course.

 Various maintenance issues at City Hall included: Painting of stairwells and carpet cleaning at City Hall, and generator maintenance.

Communications Department: Events:  Held Coastal Cleanup.

BTV:  Bulletin Board updating, and BTV98 monitoring observed daily.  Working on a new video RiverFest promo video.  Taped footage from Shangri-la road for tax dollars at work segment.  Will put a master rough of your tax dollars at work together for your review.  Finished Footage of Councilman Lonkart for Our Town District 6.  Water strategy meeting taped at Fire already scheduled. Will be posted today on the website. Having issues with TeamViewer. Already notified Jose.  Working on NOAA downloads.  10 new WGCU programs scheduled.  We had an issue with audio last Friday for about an hour. It was a Comcast problem. A piece of equipment was replaced. Broadcast working perfectly.  Met with Jose and Antonio to discuss sound issues and streaming timeout. Jose is replacing the streaming software. Development Services:  Hertz continues to grow at their Bonita Springs location. Staff met with Hertz to discuss additional temporary parking opportunities at the North Bay Village property to assist them as they continue to grow until the Estero facility is completed (tentatively November 2015).  Staff hand delivered notifications to businesses along Old US 41 from Dean Street to Terry Street regarding the discussion on the downtown Color Palette at the October 15th City Council meeting.  Staff will be coordinating further public outreach on the proposed sign code amendments. Staff will be posting notifications on the City and Community Development websites, coordinating with Chamber, and scheduling a forum at the end of October.  Center of Bonita: Paving south parking area (Phase 2) along Bonita Beach Road. Constructing Truck-Well on the backside of the new Old Time Pottery. Plans are to open OTP and Anthony’s by the end of the year.

D:\Docs\2017-12-16\0cff664209ee926df7d510643d17630a.doc7  Starbucks/Tide: Starbucks Opened September 29, 2014. Tide is still under construction and should open before the end of the year.

 American House: Phase 1 building is underway roof with plans to open in the first quarter of 2015. Longfellow construction has been delayed with the heavy rains. D:\Docs\2017-12-16\0cff664209ee926df7d510643d17630a.doc8  North Bay Parking Addition: Permits for addition parking at this plaza (Bonefish Grill) is under review. This additional parking will be a great for when season is here. Hertz is also discussing with staff the need for additional parking at their temporary facility in the same general area.

 Pickle Ball Courts: Courts have been recently completed in Pelican Landing and plans are under review for Parkland, and Citrus Park. This sport has increased in popularity with our seasonal residents.  Bonita National: Lennar is discussing with staff their plan to open the Golf Course by Thanksgiving. Several model homes are under construction with CO’s planned by the end of the year.

 Trieste Preserve: Final Plat soon be recorded for development of several single family homes in this area east of Paradise and north of Shangrila.

 Cordera: This 138 unit D. R. Horton community on Imperial Parkway is under construction hopes to have a few Multi-family models open early next year. Finance:  Staff is working to publish the budget books for fiscal year 2014-2015.  Staff collected 4th quarter Performance measures for inclusion in the published budget.  Staff is taking the necessary steps to ensure budgetary compliance with TRIM regulations.  We are accumulating the required reports for submission to the State for finalization of our 2014-2015 budget.  With the execution of contracts for the fiscal year 2014-2015, staff is working to input and commence financial tracking.  Staff recently completed the last full week on on-site training with the Software provider.

We have targeted October 15th to discontinue the input of invoices into the older accounting software.  Staff is developing reports with existing third party applications, Activenet and ADP, to import Parks & Rec and Payroll data into the new accounting software.  New procedures for recurring tasks are being designed and implemented for the new software.  We continue to test our processes in the new software and are communicating updates to our Consultant.  Staff began the process of closing our fiscal year end which ended September 30 th. This process is extensive and will continue until February 2015.  The Final Budget Amendment for fiscal year 2013-2014 is currently being drafted.  Auditor’s on-site testing has been scheduled for the week beginning January 26, 2015. Human Resources:  Conducting interviews for Code Enforcement Managers position this week and next. LCSO:  Meeting with Special Events reference Events sign off sheet.  Attended City Council Meeting.  Heavy Area Checks with Gated Communities.  Traffic Control at Bonita Charter School.  Assisted with City Coastal Cleanup.  ATV Patrol.  Attended meeting with City Manager and Assistant City Manager and discussed several City issues.  Traffic Operation Old 41 Road and Wales Loop.  Assisted LCSO Civil Unit at Oak Lane reference Civil Writ.  Attended meeting with Lora Taylor and Councilman Gibson reference road closures during City events.  Provided LCSO demo for Estero Leadership Program.  Assisted with traffic control for Walk to School Event for Bonita Elementary. Parks & Rec:  Reviewed and worked with Jen Hagen from Community Development on the new Complete Streets Resolution to be brought forward to City Council for approval.  Held the Pre-Bid meeting with interested contractors for the Recreation Center roof replacement project.  Participated in the Director/Council member appreciation luncheon with Councilwoman Martin to provide lunch to Community Development.  Thor Guard Lightning systems completed upgrades our current lightning detection system at the Community Park. This will allow our systems to be the most accurate in lightning prediction.  Exotic removal at a City property which is currently called Park B was completed this week. It is a 50 foot wide property the City owns on the across from Lee County Beach Access #2 on Hickory Boulevard.  Met with City Attorney Audrey Vance to go over revision to the Parks and Recreation Ordinance for permission to advertise on the Council agenda for October 1st.  Met with Kevin Mangan from Stantec to go over conceptual plans for the Lemontree property expansion project.  Attended the City’s final Budget Hearing. D:\Docs\2017-12-16\0cff664209ee926df7d510643d17630a.doc11  Staff assisted with the annual Beach Clean-up event with the Communications Department.  Met with Community Development and Public Works to discuss Shear Unity’s request of a use agreement for parking on the Lemontree property.  Held a Dog Park work progress meeting with Public Works, Stantec and Quality Enterprises Construction. Construction is underway with a tentative opening in late November.

 Attended the HR Supervisory training this week as well as attended the Violence and Harassment in the workplace training.  Bid opening was held on Tuesday of this week for Recreation Center roof replacement project. Two bids were submitted and both came in over budget. Staff is reviewing the details.  Working with the Bicycle Pedestrian Safety Advisory Committee in regards to the newly proposed complete streets resolution.  Met with Public Works, Stantec and Quality Enterprises Construction to discuss an issue with the bridge at the Dog Park. Plans are being revised to come up with a fix for the issues.  Depot Park restroom renovations are coming along well. We are looking into quotes to add gutters to the building to help with water run-off. We will be working with the county to discuss CDBG money for the additional gutters.  Met with Architect Sam Vincent to go over revised plans for the pool locker room flooring renovations.  Met with Hans Wilson to put together a City wide water access study. Looking mainly at additional access on Hickory and Spring Creek. Public Works:  Shangri-La Road: Installed final 1” lift of asphalt (see photo). Working with contractor to complete “punch list” items.

D:\Docs\2017-12-16\0cff664209ee926df7d510643d17630a.doc12  Downtown Improvement Project: Received draft contract documents and proposed pricing from the design build firm. In the process of contract review.  Depot Park Rest Rooms: Renovation of the Rest Rooms continues, stucco and painting have been applied, interior tile installation is ongoing.  Pawley, Saunders, & McKenna Paving: Completed paving of roadways (See photos).  Dog Park: Construction continues, parking lot base rock has been installed, pathways and ponds are being constructed on the North portion of the property.  Paradise Road Stormwater Ponds: Installed eight 30 FT red maple trees to complete plantings in the pond system.
