Nature of Work/Contract Title: Minnesota State College and Universities (hereinafter MnSCU) is requesting proposals to serve as a collection agency for collection of defaulted student loans and accounts receivable. MnSCU, under M.S. 16D.04 Subd. B, is mandated to turn all first referral of debts at 121 days past due to the Minnesota Department of Revenue, Collection Division, Minnesota’s State Collection Agency. Description of Work: Minnesota State Colleges and Universities is requesting proposals to assist in the collections of delinquent student loans and accounts receivable. This RFP is undertaken by Minnesota State Colleges and Universities pursuant to the authority contained in provisions of Minnesota Statutes § 136F.581 and other applicable laws. The purpose of this RFP is to select multiple private collection agencies that may be used by MnSCU in the placement of primarily second and third referrals of debts owed to MnSCU and some first referrals of out-of-state debtors. These debts consist of Federal Perkins loans, Nursing loans, tuition and fees and other debt types as determined by the colleges and universities. MnSCU cannot determine at this time how many referrals will be made and is not committing to any specific amount. The Contractor will provide all labor and materials, including but not limited to, office space, equipment, and computer programs necessary to complete the required services. Accordingly, Minnesota State Colleges and Universities shall select the contractor(s) whose proposal, and oral presentation, if requested, demonstrate in Minnesota State Colleges and Universities sole opinion, the clear capability to best fulfill the purposes of this RFP in a cost effective manner. Minnesota State Colleges and Universities reserve the right to accept or reject proposals, in whole or in part, and to negotiate separately as necessary in order to serve the best interests of Minnesota State Colleges and Universities. This RFP shall not obligate Minnesota State Colleges and Universities to award a contract or complete the proposed project and it reserves the right to cancel this RFP if it is considered to be in its best interest.
