Introduction to Healthcare and Public Health in the US: Meaningful Use of Health Information Technology

Self-assessment

The questions in this self-assessment for make use of screen images from the VistA electronic health record (EHR) of the US Veterans Administration. The questions show various screens that have been captured for a sample patient in the system (Seven, Inpatient). Students are asked to identify the appropriate meaningful use objective(s) that are demonstrated by each screen.

Type: S 11. How is “meaningful use” of health information technology defined in the context of the Health Information Technology for Economic and Clinical Health (HITECH) Act?

Answer: Students should note that meaningful use criteria represent objectives that must be achieved with use of an EHR. These objectives must be tied back to larger goals for the healthcare system and include: a. Improving quality, safety, and efficiency b. Engaging patients in their care c. Increasing coordination of care d. Improving the health status of the population e. Ensuring privacy and security

EHR systems must also be able to carry out health information exchange and capture of clinical quality measures.

This material (Comp1_Unit10) was developed by Oregon Health and Science University, funded by the Department of Health and H uman Services, Office of the National Coordinator for Health Information Technology under Award Number IU24OC000015. Answer: Standards for Stage 1 meaningful use are in four areas, with an example listed for each: Vocabulary – ICD-9/10 or SNOMED for problem list Content exchange – HL7 Clinical Document Architecture for content exchange Transporting of information – HL7 V2 or V3 for message exchange (Privacy and security standards not covered in this unit.)

Objective(s): 4 Lecture(s)/Slide(s): a14

Type: S 13. Describe the likely criteria for Stages 2-3 of meaningful use.

Answer: Whereas Stage 1 aimed for data capture and sharing, Stage 2 will aim for advancing care processes and Stage 3 will aim for improved clinical outcomes. Stage 2 will likely increase the threshold for Stage 1 measures or widen their scope, or may introduce new types of measures, such as those based on system usability and/or patient experience. Stage 3 will likely include the measurement of patient outcomes with the EHR.

Objective(s): 5 Lecture(s)/Slide(s): a8, b22
