Note of the Meeting of the NHS Fife Manual Handling Steering Group at 0930 hours on Tuesday, 16th December 2014 in Hayfield Clinic

2. Minutes of Previous Meeting Previous minutes were agreed as accurate by the group ALL

AL asked that her name be removed from the comment on the previous Minutes from VL stating that she had requested a trial of birthing beds. This request was made only by Lorraine Philip

3. Matters Arising:

Training Update DH advised the group that a 132 questionnaires have been sent out via Survey Monkey to establish the current backlog of staff requiring update training. To date there has been 32 responses identifying 900 staff will require an update within the next 3 – 6 months. A reminder has been sent to manager regarding the importance of the survey.

DH advised that the uptake of courses could be better; the problem continues to be the release of staff from the clinical areas. DH has discussed these issues with managers where the backlog is high and arranged for onsite training to take place.

AL enquired about the backlog of all Nursing & Midwifery staff. DH was unsure if Woman and Children had responded to the survey.

AL asked if evidence is available re course availability, DNA and cancellations. DH advised that OHSAS have a comprehensive database giving number of courses offered, DNA’s etc. This is compiled on a weekly basis and a quarterly report submitted to senior management.

AM had met with Rona Waugh on 26 November 2014, following which DH’s acting role had been rescinded and AM had been informed that she could not fill the Advisor post vacated by Lynne Ferguson. There was an Document Control: Document: Manual Handling Steering Group minutes Version: 1 Version Date: 16/12/2014 Author: Donna Hughes Review Date: N/A expectation that as AM was allocated 0.4 WTE as team lead for Fife this would fill the role of Advisor in Fife 2 days per week.

AM had advised that having no Advisor posed risks to the organisation. However, the financial position within NHS Fife and OHSAS was such that savings had to be made wherever possible.

AM completed a further paper, taking into account the last 3 years of the training diary and would include details of income generated, to support the appointment of an Advisor. RW advised AM of RK thoughts with regard to the Vacancy Management Form :0.4 of Manual Handling Team Leader post (Alix) as Advisor for Fife and trainer post at Band 5.

AM also undertook a benchmarking exercise with other board which is significantly lower for NHST and NHSF than other comparable boards.

Induction Training

New Nurse Induction (NNI) will amalgamate from Jan 2015. The programme will last either 2 or 3 days depending on the learning needs of the new member of staff. Managers will be required to complete a booking request for induction and DH will use the information provided to determine the level of manual handling education each new employee requires based on the standard within the Scottish Manual Handling Passport. NNI will run week 1 and 3 of each month.

DH has also worked closely with PPDU to develop a local induction checklist and relevant information. This will be provided to all new staff on Day 1 of induction.

Bariatric Equipment Storage Area

DH advised that Lynne Ferguson, previous MH Advisor, had completed an SBAR regarding replacing existing bariatric beds. Unfortunately the existing model is no longer available; therefore DH arranged an internal evaluation of available beds to the market. DH has also arranged for these beds to be trialled in clinical areas before any decision is made on which type of bed is suitable for purchase.

CDF advised that she was required to purchase an additional bariatric zimmer for the bariatric loan store as one was required by a patient being transferred from VHK to Glenrothes Hospital. CDF advised she has raised this as a concern.

DH advised the group that the MH team are receiving a high volume of calls from staff with MH concerns in relation to the handling of the bariatric patient. DH has suggested delivering bariatric patient handling workshops to interested staff to assist them in the management of these patients. In agreement with PPDU, DH will deliver a short presentation on bariatric patients on Day 1 of NNI.

DH advised that she has suggested a ‘Management of the Bariatric Patient Group’ be set up. The aims being

Document Control: Document: Manual Handling Steering Group minutes Version: 1 Version Date: 16/12/2014 Author: Donna Hughes Review Date: N/A  Review bariatric protocol and associated pathways from admission to discharge  Review existing equipment within the bariatric loan store and develop a local rental list  Carry out physical evaluation or trial of products to ensure we have a flexible range to meet the needs of the patient  Discuss concerns and provide support for issues relating to DH admission and discharge.

To date there has been a good response from AHP’s however, DH advised it needs to have multidisciplinary input therefore she will encourage involvement from nursing and midwifery.

CDF advised that a business case had been produced in connection with a Weight Management programme. DH advised that she had been contacted for advice as there was some concern regarding the chairs, CDF toilets etc. of the area where the clinics would be carried out. CDF will send DH the business case.

Enterprise Beds

DH advised that this item be carried over to the next meeting as VL was unable to attend the meeting today. VL

Contura 1080 Beds

DH to follow-up but suggested to be carried over for VL. VL

In Patient Falls

DH continues to provide advice to the group on the handling of patients post falls, in particular patients who may have sustained a spinal, head or hip fracture. DH arranged the trial of the Hoverjack and matt for lifting patients flat from the floor and although the feedback from staff was positive, the group have advised that no funding is available at present for the purchase of the equipment. As a result the organisation still has no system in place for the lifting of the above patient.

DH has completed a generic risk assessment for the handling of patients post falls however, is unable to finalise until the group decide how the patient with spinal/head/hip fractures are to be handled. Direct access to community equipment

DH and LH have finalised the process & guidance document for the assessment of slings, hoists and beds. The document will be used by all lead agencies (Health, Social Work, External Agencies), involved in the assessment of patients needs. Agreement has been reached that LH and Health and SW MH teams will deliver sessions Document Control: Document: Manual Handling Steering Group minutes Version: 1 Version Date: 16/12/2014 Author: Donna Hughes Review Date: N/A jointly with SW OT’s and assessors taking priority. DH advised the group that NHS Fife community staff are already being briefed on the process when attending MH courses.

4. Scottish Contract Hoist/Slings/Slide Sheets

DH has attended a physical evaluation event for the above contract. DH expressed that the Commodity Panel for this contract were extremely disappointed as Arjo slings did not make contract as they did not meet the essential specification requirements however, the company have been were aware of their shortfalls for 3 years and have done nothing to address it. Unfortunately the majority of boards (except NHS Greater Glasgow), do not advocate interchanging slings and hoist, therefore have no alternative but to purchase Arjo slings off contract.

DH advised the group that she was alerted to what appeared to be sling failure at Glenrothes Hospital. DH investigated the incident and noted that the colour braiding around the edge of the sling had come loose. This is not a weight bearing part of the sling however, DH has request Arjo carry out a thorough examination and provide a report. DH will update group on DH outcome of investigation.

5. AOB

DH advised the group that the MH team were developing pictorial guidelines to assist staff and refresh them on key procedures. This will not replace the need for training but will assist areas where they may not carry out activities frequently. The aim is to have the guidelines finalised by 2015.

AL advised the group that she feel she is not longer the person who should be representing Woman and Children. It was suggested the chair contact Lorraine Philip and request a replacement for AL.

DH and CDF noted the poor attendance at meetings. This has been raised on several occasion but needs to be addressed again. The group would like the chair to raise as a concern. VL
