EVERGREEN RIDGE HOMEOWNERS ASSOCIATION MEETING OF THE BOARD OF DIRECTORS NOVEMBER 8, 2016

The Regular Board Meeting of the Evergreen Ridge Homeowners Association was held on Tuesday, November 8, 2016, at 21051 Torrey Pine Lane, Mission Viejo, Ca. 92691. The Vice-President, Ralf Mitschrich, called the Meeting to order at 6:35 p.m.

Directors Present: Michael Allen – Arrived at 7:15 p.m. Jason Fine Brigitte Markwell Ralf Mitschrich

Directors Absent: Larry Mann

Representing Cardinal: Janet Mehan, CMCA, AMS Account Manager

Others Present: Nate Adams – Santa Margarita Water District Terri Tolmack

An Executive Session was held prior to the Regular Meeting of November 8, 2016 to EXEC. approve Executive Session Minutes. SESSION

Janet Mehan reported there were 57 ballots collected for the Fourth Calling of the ANNUAL Annual Meeting and 73 ballots were needed for quorum. A Motion was duly made, seconded, MEETING and unanimously carried to approve the Resolution for No Annual Meeting Quorum, as written.

The present Board Members: Michael Allen, Jason Fine, Brigitte Markwell, Ralf Mitschrich and Larry Mann would remain in position until the next Annual meeting.

Nate Adams from the Santa Margarita Water District was present to review the details SM WATER and options of changing the Association water to potable water and what rebates were available. DISTRICT

The Homeowner Forum was opened by Ralf Mitschrich. HO/ FORUM

Owner Terri Tolmack was present to review the holiday plans with the Board and HOLIDAY arrange to purchase the wreaths and materials for the prize banners. Cardinal was requested to PLANS issue a check for $300.00 to Terri Tolmack to purchase the three prizes for the best holiday decorations. Cardinal was requested to include in the next monthly statement the flyer announcing the holiday contest and carolers schedule.

As there were no other owners present who wished to address the Board, the H/O FORUM Homeowner Forum was closed. CLOSED

A Motion was duly made, seconded, and unanimously carried to approve the APPROVAL September 13, 2016 and October 4, 2016 Regular Meeting Minutes, as written. OF MINUTES A Motion was duly made, seconded, and unanimously carried to authorize the AUTHOR. September 2016 and October 2016 Financial Statements, subject to audit. APPROVAL FINANCIAL A Motion was duly made, seconded, and unanimously carried to deny the proposals LAS from Las Flores Landscape for tree removal and the adding of plant material. FLORES

A Motion was duly made, seconded, and unanimously carried to ratify the architectural RATIFY applications for account #ER-0030-0183-01 for exterior paint of the home, for account #ER- 0030-0040-01 for the addition of a second floor, for account #ER-0030-0048-01 for addition of a new walkway and drought tolerant plant material, for account #ER-0030-0086-01 for a new patio cover, for account #ER-0030-0143-01 for window replacement, for account #ER-0030- 0159-01 for the addition of landscaping and fencing, for account #ER-0030-0051-02 for extension of the driveway, for account #ER-0030-0051-02 for painting the trim around the house, for account #ER-0030-0137-02 to install synthetic turf, for account #ER-0030-0139-01 for extension of driveway, for account #ER-0030-0007-02 for fence replacement and painting of the exterior of the home, and for account #ER-0030-0008-01 for addition of a brick ribbon along the driveway.

A Motion was duly made, seconded, and unanimously carried to ratify the proposal for landscape maintenance services from Artistic Maintenance Inc., starting December 1, 2016.

The Directors reviewed the correspondence from the owner of account #ER-0030- RED CURBS 0162-01 reporting when the paint on the red curbs was removed, the corner of Sweetbrier and Primrose had a fire hydrant and now vehicles are parking very close to the corner, causing a dangerous condition. Cardinal was requested to inform the owner the curb did not have to be painted red by the fire hydrant but there was to be no parking by the fire hydrant and that if she saw that happening should contact the Mission Viejo police department to cite or tow the vehicle.

A Motion was duly made, seconded, and unanimously carried to approve the proposal YEAR-END from Inouye, Shively & Klatt to perform the Association year-end audit and taxes, at a cost of AUDIT $900.00.

A Motion was duly made, seconded, and unanimously carried to approve the proposal QUICKEL from Quickel Paving for crack-fill, at a cost of $7,995.00, to be charged to the reserve account. PAVING

Cardinal was requested to obtain two to three more proposals for tree trimming for the TREE Association. TRIMMING

A Motion was duly made, seconded, and unanimously carried to approve the proposal ARTISTIC from Artistic Maintenance for tree removals, at a cost of $4,425.00.

Cardinal was requested to have Las Flores Landscape remove and flush cut the large LAS bush or tree on Holly Oak and Pinetree, behind the home of 21001 Lacebark on the slope that FLORES had grown out of control.
