Introduction

1 This circular  addresses issues arising from HB/CTB Circulars A2/2008, A4/2008 and A5/2008 and HB/CTB Bulletin G9/2008 on the right benefit and right time indicators  contains three appendices: - Appendix A: Frequently Asked Questions about the Single HB Extract and performance monitoring - Appendix B: Data to support local target setting for the right benefit indicator - Appendix C: Information about the number of customers in each risk group for individual LAs and the relative groupings of LAs for benchmarking purposes

The Right Benefit Indicator (NI 180)

2 The right benefit indicator will measure the number of changes of circumstances established by LAs which affect customers’ HB/CTB entitlement within the year.

3 The purpose of the right benefit indicator is to ensure that LAs are focused on accurately maintaining their caseload and establishing whether their customers have undergone any change of circumstances which might affect their benefit entitlement. As changes of circumstances can occur at any time, it is important that LAs sustain good performance across the whole year. This can be achieved most readily by educating customers to report their changes as soon as they occur.

4 As there are no national annual targets, we consider consistently good monthly achievement against the right benefit indicator to be a better demonstration of good performance than the total number of changes in entitlement that are established across the year. Consequently, DWP’s Performance Team will examine monthly achievement as well as the cumulative total when identifying LAs who may benefit from additional support.

5 As described in HB/CTB Circular A4/2008, for 2008/09 the figures for the number of changes and LA caseload will both be taken from the monthly HBMS extracts until HBMS data is incorporated into the Single HB Extract.

6 We announced in HB/CTB Bulletin G9/2008 that the right benefit indicator would commence from 1 June 2008. This means that the first data to appear on HoBOD will relate to the June 2008 HBMS extract and will be calculated from the number of changes in entitlement that appear on that extract when compared to the May 2008 HBMS extract. As with the measurement of PM10 in April 2007, the number of changes between the May and June extracts will be apportioned to reflect the 1 June start date.

7 Following discussions with the Local Authority Associations (LAAs), we have reconsidered the issue of adjusted figures described in HB/CTB Circular A4/2008, para 17. As discussed there, occasionally HBMS extracts show an unusually high number of changes in entitlement, perhaps as a result of changes to IT, bulk changes to rent, or mass corrections to up-rating. We will now publish on HoBOD the actual figures submitted by each LA, rather than an estimate for that month’s extract, and will not exclude any changes in entitlement from the right benefit indicator.

8 The number of changes in entitlement per thousand caseload observed will be published on HoBOD and will include month by month data as well as cumulative data. We will aim to update the data on HoBOD within three weeks of an LA’s HBMS extract being submitted to HBMS.

9 The volume of increases and decreases in entitlement that each LA can expect to establish is related to the number of its customers within each risk group. The data provided in Appendices B and C of this circular can support local target setting for the right benefit indicator. HB/CTB Circular A4/2008 contained a table, see Appendix B to this circular, which showed the number of changes in entitlement identified last year within each of the risk groups.

10 To allow LAs to compare their own performance with other LAs, we have allocated LAs to groups. The caseloads of all LAs within a group are expected to establish similar volumes of changes of circumstances per thousand caseload, based on the proportion of customers from each risk group that are present in the LAs’ caseloads. An LA will be able to benchmark itself against the other LAs in its group to compare performance. The group to which each LA belongs is listed in Appendix C together with information about the number of customers in each risk group for individual LAs. This information will also be published on HoBOD.

The Right Time Indicator (NI 181)

11 The right time indicator will measure the time taken to process HB/CTB new claims and change events as described in HB/CTB Circular A2/2008.

12 We have issued guidance to software suppliers on how we intend deriving performance information from Single HB Extract data submitted by LAs. This guidance is available on request from DWP and we are currently looking into making the documents more widely available. The guidance comprises three separate documents  2008/09 Single HB Extract – Guidance for LAs published within HB/CTB Circular A5/2008 in March 2008. This guidance has been specifically designed to help with the accurate completion of the Single HB Extract fields critical to the calculation of the right time and right benefit performance indicators  DWP HB Full Specification V 1.2 28 April 2008 (0804Guide1.2.doc) – sent to software suppliers at the end of April 2008 and prior to this in draft form. This guidance provides details of DWP’s intended methodology for using the Single HB Extract to report performance against an agreed set of performance measures  Deriving performance measures against the Right Time indicator using the Single HB Extract – sent to software suppliers in May 2008. This guidance provides information on the basic derivation rules that DWP plan to use to monitor performance in 2008/09

13 As a result of the recent data embargo DWP was not able to test data in line with our original plans. These tests will be carried out as soon as we have a sufficient number of 2008/09 data scans, but this means there will be a slight delay before the first quarter’s data will be published. We are currently working to a timetable to publish this data on HoBOD by the end of 2008, with the second quarter’s data to be published in February 2009.

14 It is not DWP’s intention to publish data that is unreliable or inaccurate so DWP will run its own quality checks on the data received and will continually evaluate the data submitted to ensure reliability. If DWP has concerns about the quality of data, they will be addressed with the LA at an operational level. We are intending to establish a small group of LAs to quality assure our processes for using the Single HB Extract.

15 DWP will issue each LA with a monthly summary return based on the data submitted through the Single HB Extract. Initially the summary returns will consist of a report on the loading of data. This loading report will provide LAs with some basic statistics about the data they have submitted. It will include, for example, the total number of records loaded successfully and a high-level breakdown of the different record/claim types submitted. We are discussing options for providing more detailed returns in due course and will be consulting LAAs about this. We also intend to provide LAs with performance data on a quarterly basis.

Comprehensive Performance Assessment (CPA) 2008

17 The Audit Commission has consulted on arrangements for CPA 2008 for unitary authorities. The assessment will be based on the DWP Performance Standards performance measures only - LAs will not be measured on Enablers.

18 The Audit Commission is responsible for collecting data on BVPIs via its Electronic Data Collection System; it will calculate the Benefit score for CPA.

19 To support the Audit Commission, DWP has developed a report to collect data from LAs on the performance measures which are not BVPIs

20 The report form and associated guidance notes for its completion have been issued to Benefits Managers or their nominated representative. If your LA has not received the report form and guidance notes please contact [email protected]

Collection of HBMS/Single HB Extract data

21 DWP has issued HB/CTB Circulars A7/2008 (HBMS) and A9/2008 (Single HB Extract) setting out data take-on and processing schedules. Unfortunately we are currently experiencing technical difficulties with the Single HB Extract data take-on and have suspended this process until further notice. We hope to re-start data take-on soon and will inform LAs once this is the case. LAs are reminded that contact points are provided in these circulars for queries arising from the data collection process.

Frequently Asked Questions about the Single HB Extract and performance monitoring

This appendix has been compiled in response to a number of individual queries and concerns from LAs concerning the switch off of the Stats 124 return and subsequent introduction of the Single HB Extract.

Q1 Why change from collecting LA performance information from Stats 124 to the Single HB Extract?

A1 There are a number of reasons for this.

Firstly, the changes in the HB/CTB performance framework from April 2008 mean that the information collected on Stats 124 would no longer fulfil the needs of the Department in terms of monitoring LA performance.

Secondly, the Department is committed to transforming and simplifying the collection of HB/CTB management information data and reducing the burden of data collection on LAs. For years, we have relied upon clerical and sample returns to collect data from LAs (Stats 124 was one of these returns), a process which has been time-consuming, costly and prone to error. The introduction of the Single HB Extract (formally the HBSD-IAD scan) addresses these problems. It fulfils our vision of collecting data once and using it many times and simplifies the data collection process for both LAs and the Department.

Finally, the Single HB Extract provides the Department with a much richer source of information to inform policy making and forecasts of numbers and expenditure on HB. For example, it reflects all claims and provides individual claim level details, compared to aggregate, limited data on the Stats 124 return. This enables us to carry out a greater level of analysis into the characteristics of HB claims and trends over time which will lead to more informed policy making.

Q2 How does the Single HB Extract differ from the Stats 124 return?

A2 The Stats 124 return was a paper return, which LAs completed clerically and quarterly and sent to DWP via the postal system. It collected aggregate information on LA performance.

The Single HB Extract is an electronic return, extracted directly from LA computer systems to a set schedule each month and sent to DWP via email. It collects a variety of information on individual HB and CTB claims, which among other things can be used to derive information on LA performance.

Q3 What exactly is the Single HB Extract?

A3 The Single HB Extract is essentially a file which provides a ‘snapshot picture’ of HB/CTB claims from the individual LA’s computer system. Numerous pieces of information on each of these claims are provided, such as tenancy, amount of weekly HB etc as described in a specification produced by DWP. These files are then used to derive (by combining different pieces of information and different claims), for example the number of claims processed by an individual LA in a set period.

Q4 Is funding available to LAs to help with this change in data collection which DWP is imposing?

A4 The Department recognised the importance of the development of the Single HB Extract and the changes we were asking LAs to make to ensure the Extract could replace the clerical returns. In light of this, a sum of £6m was made available nationally to specifically support work related to the development and implementation of the Extract. A share of this £6m was made available to each LA in September 2007 using a distribution methodology which was agreed in consultation with LAAs. At this time it was made clear to LAs that the money was provided specifically to help  meet costs associated with developing the programmes for extracting the scan data, up to and including the development of the April 2008 specification  LAs to ensure that the data extracted from their underlying IT system is as accurate and error free as possible

We do not anticipate providing any additional funding in this area. Removing the need for manual/clerical intervention by the LA, and the reduction in the number of returns required from LAs will reduce the time spent in completing DWP’s data requirements.

Q5 Does the change from collecting performance data via the Stats 124 return to the Single HB Extract mean I can no longer monitor my own LA’s performance?

A5 No. LAs have a responsibility and are encouraged to monitor their own performance locally and are free to do this as frequently as they wish and by any method they wish.

Q6 How do I ensure that my LA is measuring performance on the right time indicator in the same way as DWP?

A6 From April 2008 the Department will be using the Single HB Extract to calculate the right time indicator under the new performance framework system. Funding was provided to each LA specifically to help with the development and implementation of the HBSD/IAD scan and the Single HB Extract. Guidance has also been provided to software suppliers on exactly how the Department intends using the Single HB Extract to calculate the right time indicator. We therefore understand that the majority of the main software suppliers have taken the information provided by the Department about the proposed changes on the right time indicator and liaised with their LAs to provide functionality which allows them to match the way the Department will be calculating performance for the right time indicator.

Q7 Can LAs retain the Stats 124 return to monitor their own performance?

A7 The Department does not require LAs to retain the functionality to report performance on the Stats 124 return.

As noted under question 5, LAs are free to monitor performance locally by any means they wish and if they wish to do this by maintaining the Stats 124 return locally then they are free to do this. However as explained under question 6, LAs should note that if they use measures of performance from the Stats 124 return to monitor their own performance these measures will be slightly different to the performance information held by DWP because of the differences in calculation related to change of circumstances.

Q8 What summary statistics will DWP provide to LAs?

A8 DWP will issue each LA with a monthly summary return based on the data submitted through the Single HB Extract. Initially the summary returns will consist of a report on the loading of data. This loading report will provide LAs with some basic statistics about the data they have submitted which will include, for example, the total number of records loaded successfully and a high level breakdown of the different record/claim types submitted.

We are discussing options for providing more detailed returns in due course and will be consulting LAAs about this. We also intend to provide LAs with performance data on a quarterly basis.

Q9 Why will DWP only publish quarterly performance data when LAs are providing monthly extracts?

A9 For the first year we will be publishing quarterly to give sufficient quality assurance of the data. From 2009/10 we will be considering monthly publication.

Q10 What will happen if DWP’s assessment of quarterly performance does not match an LA’s internal assessment of performance?

A10 We are currently defining the arrangements for this and are intending to establish a small group of LAs to quality assure our process for using the Single HB Extract.

Q11 Can LAs cleanse data before final submission of the data to DWP?

A11 LAs must ensure that their data is accurate. If LAs have access to appropriate software, they should check the accuracy of their extract before it is sent to DWP. If an LA has reason to believe that the data is wrong they should ensure that the HB/CTB system is updated with the correct data before extracting the data to be sent to DWP.

The data extracted and submitted for the Single HB Extract must mirror the data held on the LA’s HB/CTB system and should not be subject to subsequent intervention, alteration or change. DWP uses the data for fraud and error and performance monitoring; discrepancies between the content of the LA’s HB/CTB system and the Single HB Extract could have an adverse impact on performance monitoring and fraud and error referrals.

On receipt of the Single HB Extract, DWP will carry out checks to ensure that the data has been sent in the required format. DWP will contact the LA if this is not the case.

Comparing performance with other LAs and Benchmarking Groups

1 To allow each LA to compare its performance with other LAs, we have allocated LAs to Groups A-O, as shown in the table below. The caseloads of all LAs within a group are expected to establish similar volumes of changes of circumstances per thousand caseload, based on the proportion of customers from each risk group that are present in the LAs’ caseloads.

2 The table also shows the number, on average, of HB/CTB customers that each LA has in their caseload, based on the HBMS extracts provided by LAs between 1 October 2006 and 30 September 2007.
