A. Directions from the Hon’ble Supreme Court Order dated 16.12.2015 “No vehicle which is not bound for Delhi will be allowed to enter from N.H.-8 and N.H.-1. We accordingly direct that traffic from these two entry points viz. Kundli border on N.H.-1 and Rajokri on N.H.-8, shall be diverted to bypass Delhi through such alternative routes as the transport/traffic departments of the governments concerned may stipulate”.

Order dated 05.01.2016 “We direct that heavy commercial traffic from NH-2, NH-10, NH-58 and from state highway no 57 shall not be allowed to enter Delhi from the entry point mentioned above. Commercial vehicles that are Delhi bound shall however remain unaffected

Order dated 21.1.2016 The Haryana Deputy Inspector General (Traffic and Highways) shall accordingly file another affidavit indicating the steps taken in obedience to the directions of this court. Mr Gaurav Bhatia, is granted two weeks to file an affidavit indicating steps taken for complying with out directions dated 05.01.2016 regarding diversion of traffic on NH-58 and SH-57 from Delhi

B. Status of compliance EPCA has monitored compliance with the Supreme Court order and convened meetings with senior representatives of all concerned governments.

Action Taken by Haryana Government for diversion The Haryana government has set up 13 posts at the key locations to stop vehicles and check age and destination. This has resulted in an average of 9500 vehicles being diverted from entry into Delhi – roughly 20 per cent of the vehicles that were estimated to be entering Delhi prior to imposition of ECC. The two maximum diversion points are at Panipat and Rewari, where 2000 to 5000 vehicles are diverted daily. This figure has also been verified through the toll collector on NH71 by the Haryana government. The government has identified the bypass roads and taken all necessary steps to install billboards to inform incoming traffic of the diversions. The Haryana government has also informed all transporters and presidents of truck unions of these directions.

Haryana has identified following routes to bypass Delhi: 1. Panipat (NH-1) to Bawal (NH-8) 2. Sonipat (NH-1) to Gurgaon (NH-8) 3. Bahalgarh Chowk, Sonepat (NH-1) to Ghaziabad-Noida 4. Bawal (NH-8) to Palwal (NH-2) Mathura-Agra 5. Gurgaon (NH-8) to Palwal (NH-2) Mathura-Agra 6. Gurgaon (NH-8) to Faridabad (NH-2) 7. Mathura-Agra-Faridabad (NH-2) to Ghaziabad and Noida 8. Hisar-Rohtak (NH-10) to Gurgaon, Palwal-Agra (NH-8 & NH-2) 9. Hisar-Rohtak (NH-10) to Panipat-Sonepat, Ghaziabad-Noida (UP)

Action Taken by Uttar Pradesh government for diversion The Uttar Pradesh government has informed EPCA that it will step up its efforts to bypass traffic. Currently, it has only diverted on an average some 53 vehicles on a daily basis, which is clearly inadequate. However, the government has now installed large size billboards and is also taken steps to strengthen enforcement so that there are check-points to divert vehicles not bound for Delhi. EPCA will continue to monitor this so that these steps are taken.

The following routes have been identified by Uttar Pradesh for the purpose of diversion in UP, Rajasthan and Haryana 1. NH-24--(Lucknow-Muradabad-Kithod-Meerut-Bahgpat-Sonepat towards Harayan and Punjab), (Lucknow-Muradabad-Hapud-Bulandshahr-Sikandarabad-Kakod- Jewar-Hamidpur-Palwal towards Rajasthan) 2. NH-58—(Muzaffarnagar-Meerut-Baghpat-Soneapt towards Haryana and Punjab), (Muzaffarnagar-Meerut-Hapud-Bulandshar-Sikandrabad-Kakod-Jewar-Hamidpur- Palwal towards Rajasthan) 3. NH-91—(Kanpur-Aligarh-Bulandshar-Hapud-Meerut-Bagpat-Sonepat towards Haryana and Punjab), (Kanpur-Aligarh-Bulandshar-Rikandrabad-Kakod-Jewar- Hamidpur-Palwal towards Rajasthan) 4. SH-57—(Traffic coming from Ghaziabad and Baghpat use this highway for going towards Punjab and Haryana)
