Minutes of a Regular Meeting of the Council of the Village of Hay Lakes in the Province

MINUTES OF A REGULAR MEETING OF THE COUNCIL OF THE VILLAGE OF HAY LAKES IN THE PROVINCE OF ALBERTA HELD FEBRUARY 2, 2009 IN THE COUNCIL CHAMBER OF THE HAY LAKES MUNICIPAL BUILDING.

Present MAYOR: Glenn Harke

COUNCILLORS: Cory Bowler, Sherry Krozser, Steve Nickoleff, and Baren Stewart

MUNICIPAL ADMINISTRATOR / RECORDER: Heather Nadeau

Order Mayor Harke called the meeting to order at 7:01 p.m.

AGENDA

RES 014 -2009 Moved by Councillor Nickoleff that the Agenda dated February 2, 2009 be accepted with the following additions. New Business 3. Municipal Sustainability Plan 4. TILMA 5. Occupational Health & Safety and SOG’s for F.D. CARRIED

FIRE DEPARTMENT REPORT Fire Chief Schultz attended the meeting to update Council on the status of the succession plan for the Fire Department. By letter dated January 7, 2009, Camrose County has asked the Village to comply with all the stipulated requirements in the current Fire Agreement.

RES 015-2009 Moved by Councillor Stewart that the Village of Hay Lakes admin send a copy of the revised Fire Department Budget and a digital copy of the SOGS to Camrose by February 28, 2009.

RES 016-2009 Moved by Councillor Stewart that Fire Chief Schultz provide copies of each Fire Fighters driver’s abstracts to Camrose County by February 28, 2009.

Fire Chief Schultz advised that he has consulted the former deputy chief that they have agreed that Shawn Schultz is the fire fighter that has the most training and is likely the best candidate for Deputy Fire Chief. He will be asking Shawn Schultz to step into the position as Deputy Chief and Steve Nickoleff will be asked to take on the roll of assistant deputy chief effective March 1, 2009.

Fire Chief Schultz requested an increase in remuneration for the Fire Fighters from $10.00 to $14.00 per hour

Fire truck replacement – Fire Chief has requested that the County provide a new pumper truck for the Village of Hay Lakes in 2010. Chief Schultz has also advised Village of Hay Lakes Council Minutes February 2, 2009 Page 2

that he would be interested in having the Village purchase the existing County pumper for the Village for an estimated amount of $20,000.00.

RES 017-2009 Moved by Councilor Krozser that administration send a letter of notification to Camrose County that the Village would like a replacement front line truck for the existing 1993 GMC Top Kick pumper and an expression of interest in having the opportunity to make an offer on the 1993 GMC Top Kick pumper to replace the 1982 truck. CARRIED

Addition to Fire Hall – Chief Schultz asked if Council has given any further thought to a possible expansion of the Fire Hall. Council discussed the various options, either to built a mezzanine in the existing hall, or to add on to the building. They would like a report on cost estimates for both options before making any commitments to this project.

Chief Schultz would like the existing raw water reservoir re-designated for fire suppression purposes and/or a raw water truck fill. He believes that the County would assist with funding for this project.

Concerns with the pagers and/or 911 system. Chief Schultz requested that the Village send a letter to the Minister of Municipal Affairs regarding the problems the Fire Department is encountering with the 911 call system.

The Fire Department would like the Village to keep in mind that they are always looking for new members and if we are planning any further open-house sessions they would like all attendees notified that they need new members.

The Fire Department recently purchased an air hammer.

The minutes of the Regular Council Meeting of January 9, 2009 and January 19, 2009 having been previously circulated were discussed.

Moved by Councillor Nickoleff that the January 9, 2009 minutes be accepted as amended. CARRIED

Moved by Councillor Stewart that the January 19, 2009 minutes be accepted as presented. CARRIED

Council reviewed and discussed the December 2008 Draft Financial Report and accepted it as information only. Budget meeting – February 16, 2009 June 1, 2009 targeted completion date for completion of water meter installations

SCHOOL COUNCIL Bruce Clevely reported that the Cornerstone School has been given the go ahead to become a member of the Battle River School System. March 17th, 2009 Dr. Payne will be attending the School Council meeting to answer questions.

1. Fuernkranz Subdivision – request for installation of services at time of development. Mr. Bob McIntosh of Tri Mac Realty requested that the Village allow him to proceed with registration of the Subdivision, and then install the services when the excavation is being completed for the construction of the improvements on the first lot that is developed on. Administration consulted with Camrose County to seek advice on best planning practices for this request. Camrose County advised that if the Subdivision is going to proceed without the services being installed that there should be a security deposit in place to ensure that the services are installed should the developer decide to sell the lots rather than build on them. Council wishes to support this practice and agreed that we should not send a letter allowing the subdivision to be registered without the lots being serviced.

2. Royal Canadian Legions – Military Service Recognition Book – Request for Advertising Support

Council reviewed the information received; however no motion for support was tabled.

3. Camrose Volunteer Week – Grant Application – Request for support Moved by Councillor Stewart that the Village of Hay Lakes endorse the application for grant funding and return ii. CARRIED 4. Rural Development Fund - MSP Council discussed the Joint Municipal Sustainability Plan and requested that administration invite Dallas Dyson to a Council Meeting to discuss the project.

5 TILMA – Trade, Investment and Labour Mobility Agreement Council discussed the effects the above agreement will have on future projects for the Village.

INFORMATION AND CORRESPONDENCE

RES 018-2009 Moved by Councillor Krozser that the following information and correspondence be received as information: 1. Letters a) AUMA – Mayors Caucus for Small Municipalities ( under 2,500) b) Alberta Transportation – The Fed. & Prov. Govt has extended the Gas Tax to the 2013/14. Alberta Mun. will see almost 200 million. c) Camrose County – Requirements that the fire department needs to submit to d) Al Radtke. e) AUMA – 2009 Annual Membership and Information on the 1st Mayors’ Caucus f) Alberta Emerald Foundation – is seeking nominations for 2009 Emerald Award. The awards recognize and celebrate environmental achievements across Alberta. g) Alberta Municipal Affairs – an update on the municipal Sustainability Initiative Conditional Operating Program. h) ATB - online Business Sales & Service Survey. i) The Royal Canadian Legion – would like council to show its recognition and appreciation for our veterans in Alberta by supporting our remembrance project, with Village of Hay Lakes Council Minutes February 2, 2009 Page 5

and advertisement/support message. j) Sapphire Group – the gov’t of Alberta opened the application process for funding of water, wastewater and storm water infrastructure projects that benefit communities of less than 100,00 people. k) Camrose County – Regional water line from New Sarepta to Hay Lakes. The tenders were opened on Jan. 16/09. l) Camrose County – cheques received in the amount of 6,054.86 75% of the total due based on the fire dept proposed budget. m) Ann Tarrant – Resignation from the Library Board. n) FCM Board – key message about Building Canada Fund – almost 200,000 for Municipalities with less than 100,000 populations. o) Camrose County – Advising that the ditch should be 4.0 meter below the drainage ditch not 3.8 m.
