There is an increase in the amount of traffic accidents both in our country and abroad. Based on statistical data every ten child is harmed in traffic accidents. In the majority of cases is it associated with the failure to meet road safety requirements, lack of safe road behaviour skills. Many schoolchildren, saying nothing about preschoolers, have a very low awareness, and sometimes inaccurate knowledge, about the distance of a breaking path, being unaware about the increased length of a breaking path on a wet road and other unfortunate circumstances. In general they don’t know why it is impossible to stop the car and any other means of transportation immediately. Children have no knowledge about other general notions such as a potential spin skidding to the pavement, a risk to sustain injury through the side-view mirror or an opening door impact. Children find it hard to understand the driver’s response time and what the traffic flow is. They are often injured through the lack of understanding the risk posed by vehicles.

About ¾ of all traffic accidents involving children result from their thoughtless actions.

Over the last five years there were 719 traffic accidents involving children and teenagers in Sakhalin Oblast, with 32 fatalities and 746 children sustained various injuries.

Based on Korsakov District Traffic Police data 37 children were injured on district roads in 2007. The children sustained various injuries, with 1 fatality. It was noted that in traffic accidents involving children, the majority of children is injured on the road, not in vehicles.

Therefore there is an urgent issue to teach children traffic rules starting from a preschool age.

Our kindergarten is located at the road with a very dense traffic and complex intersections. The majority of children live in housing blocks with modern conveniences accessed through roads with a dense traffic. Coming back home from the crèche and during the weekend children play outside, ride bicycles near their houses, where they are exposed to the risk posed by passing vehicles.

Therefore our teachers are faced with the task to teach children traffic rules and safety behaviour when being outside on the road and in the vicinity of the roadway.

Unfortunately, there is no programme to teach the preschoolers approved by State Traffic Police and adapted to the current traffic conditions. Therefore our crèche and the Town Traffic Police (represented by T.V. Maximova) commenced joint activities to teach the preschooler how to behave safely on roads following the established traffic rules. We’ve developed Training Programme Traffic Rules and Safe Road Behaviour for Preschoolers. This Programme has been approved with the Traffic Police.

The main objective is to develop the basis for the preschoolers safe behaviour both on the road and in vehicles.

We pursue a systematic approach teaching children traffic rules from the junior class based on a gradual increase of teaching focusing the parents’ attention to the following tasks:

1. Give children the necessary minimum of accessible traffic rules and traffic signs (three lights of the traffic light, the pedestrian crossing, riding a bicycle), safety rules for pedestrians. 2. Teaching children traffic rules we take into consideration the individual capabilities of children, use such types of teaching as discussion, learning session, games, various visual aids, etc.

In the junior class we teach children how to make a difference between light and heavy vehicles, say what part of a vehicle it is, develop a skill to determine red, yellow and green traffic lights through the use of easy games with simple rules and subjects; teach them how to adapt to surroundings through the notions of far, near, above. The middle-aged preschoolers get familiarization with the road, traffic way, pavement; we use role plays to teach them how to board and unboard vehicles with the focus dedicated to the individual activities such as review of pictures and playing with toys. Older preschoolers learn about the traffic light, its purpose, pedestrian crossing, traffic way, traffic signs. We conduct tours, discussions, solve logic puzzles as well as tell children about the work of traffic regulator and why he needs a traffic baton, why he stays in the middle of the intersection, etc.

Children use generated knowledge in their pictures, crafts, games. They make vehicles, pedestrians, traffic lights from modeling clay; draw houses, crossings, traffic lights, vehicles, road signs. They reinforce the knowledge of traffic rules when playing games and learning how to behaving in public places.

To teach preschoolers we actively use role play, various visual and didactic aids made by our teachers from various materials, paints, etc.

To improve the efficiency of teaching and motivate our preschoolers to learn traffic rules it is required to create the dedicated environment, which is associated with the provision of finance.

Therefore the crèche’s staff and the parents’ initiative group Our Children initiated the Child on Road Project to establish the dedicated environment in the crèche so that teachers can teach preschoolers traffic rules and road safety culture professionally and effectively.

Currently our industry manufactures bright and informative teaching aids on traffic rules.

The crèche administration got in touch with vendors delivering such equipment for preschool institutions; we obtained price lists from Alma Company (Saint Petersburg) that offers a large variety of equipment for preschool institutions, including educational games on traffic rules.

In case our Project is considered successful for the provision of funds by Sakhalin Energy, we’ll purchase equipment to teach children traffic rules based on the cost estimate.

The delivery of equipment from Saint Petersburg will be arranged by OOO Zheldorservice, that we used many times before.

Our partner is Korsakov District Traffic Police that promised to provide literature, posters on traffic rules to the crèche for RUR 3,000 as well as provide consultancy and practical assistance to arrange the vehicle site and conduct training sessions.

Our partner and project initiators are also parents that contribute RUR 8,000 to the project.

We will use our own and parents’ funds to purchase methodological and didactic aids, games and toys, make aids to organize role plays on road safety and traffic rules subjects.

We have an experience in successful implementation of a number of projects and are ready to successfully implement this project as well. As soon as we are provided Sakhalin Energy’s funds we’ll cooperate with parents, community and local organisations to attract additional finance sources. We’ll deliver the project within time and approved budget.

Project Objectives and Tasks Objectives: Develop environment to teach children traffic rules, safe road culture and motivate them to learn traffic rules.

1. Purchase and delivery educational floor and board games Traffic ABC. 2. Involve parents, partners and sponsors in purchasing literature, posters, teaching aids and toys on traffic rules. 3. Equip role play areas in 8 rooms and the gym to teach children traffic rules and safe road culture, equip a playground (vehicles site) in the crèche premises.

Project Awareness:

Expected Deliverables :

1. Inform about the project objective, tasks and progress:

- Parents, state traffic police through information sheets (flyers) – 260 people. - Community, parents, preschool institution employees, state traffic police through project presentation – 50 people.

2. Equipment role play areas in 8 classes and the gym. The teachers will be able to effectively use the environment to teach the preschoolers traffic rules and safe road culture.

3. The following people will be involved in the project: 26 parents, 18 crèche employees, 2 town administration departments.

4. Experience in teaching preschoolers traffic rules and safe road behaviour will be shared with 10 preschool institutions located in the town and district, our initiative will be sustainable.

5. Town management and community will draw their attention to the issue of prevention of children traffic injuries.

Further Project Development

Following the completion of Sakhalin Energy’s financing the created environment will be supported and effectively used for the intended purpose to teach preschoolers traffic rules and safe road culture over 5 years.

The kindergarten management and parents in close cooperation with state traffic police will continue to create environment to teach children traffic rules, safe road culture to motivate the preschoolers to learn traffic rules.

The kindergarten teachers will continue to spread awareness among parents through conversation and delivery of consultancy about the necessity to teach children mandatory compliance with pedestrian traffic rules setting an example in following the traffic rules.

We hope that our experience will help teachers of other preschool institutions of our town to develop similar education for their children, while children will learn how to be safe and confident in any road situation.
