ST STEPHEN IN BRANNEL PARISH COUNCIL
Minutes of the Annual Meeting of St Stephen in Brannel Parish Council held at the Brannel Rooms, Fore Street, St Stephen on Wednesday 4th May 2015 starting at 7.30pm.
Present: Chair: Cllr Hatton Vice Chair: Cllr Sibley Messrs: Cllrs Allsopp, Hallett, McLening, Philips, Simpson and Wonnacott MBE. Mesdames: Cllrs Mrs Allsopp, Mrs Wonnacott and Mrs Yates
In attendance: Verna Hedley – Clerk, Linda Ranger – Deputy Clerk and 1 member of the public.
FPC69/16 Election of Chairman: It was RESOLVED that Cllr Hatton be elected as Chairman for the year 2016/17.
FPC70/16 Declaration of Acceptance of Office: Cllr Hatton signed the declaration of acceptance of office of the newly elected Chairman. This form was handed to the Clerk who witnessed the signing.
Cllr Hatton thanked Cllr Mrs Allsopp for all her work as Chairman during the previous year.
FPC71/16 Apologies: Apologies were received and accepted from Cllrs Coles and Davey, Cornwall Councillors Greenslade and Wood and PCSO Harris.
FPC72/16 Election of Vice Chairman: It was RESOLVED that Cllr Sibley be elected as Vice Chairman for the year 2016/17.
Cllr Hatton reminded Members that due to a change in legislation, if they intended to participate in the meeting, they could be recorded, photographed, filmed or otherwise reported about.
FPC73/16 Declarations of Interest: Cllr Sibley declared an interest in agenda item 26.
FPC74/16 Dispensation: None.
FPC75/16 Public Participation: A crime figures report had been distributed prior to the meeting. The report stated that 4 crimes had occurred during April 2016 out of which 3 offenders were either known or arrested.
The member of public did not wish to speak.
25/16 FPC76/16 Code of Conduct: It was RESOLVED to readopt the existing Code of Conduct for the forthcoming year 2016/17.
FPC77/16 Chairman’s Allowance: It was RESOLVED to approve the Chairman’s Allowance of £200 as set in the budget.

It was further RESOLVED that Cllrs Davey, Phillips and Mrs Wonnacott sit on the Employment Appeals Committee.
FPC79/16 Committee Terms of Reference: It was RESOLVED to re adopt the committee’s terms of reference, as presented, for 2016- 17.

FPC81/16 Power of Competence: It was RESOLVED to approve the continued use of the Power of Competence as Council met the criteria.
FPC82/16 Standing Orders & Financial Regulations: It was RESOLVED to approve the continued use of the current Standing Orders & Financial Regulations.
FPC83/16 Delegation Arrangements: It was RESOLVED to approve the continuation of the current delegation arrangements in line with Standing Orders & Financial Regulations.
FPC84/16 Council Meeting Minutes: It was RESOLVED that the minutes of the Ordinary Meeting held on Wednesday 6th April 2016 be signed as a true and accurate record.
27/16 FPC85/16 Matters Arising (for information only): FPC61/16 – the new dust monitor had been installed but there was a problem with the data being streamed live that was currently being worked on. FPC63/16 – the training day had been attended. FPC67/16 – abandoned vehicles on private land could be reported to Cornwall Councils Environmental Health team but certain criteria needed to be followed. It was asked that this item be placed on the June Full Council agenda.
FPC86/16 Committee Meetings: Development Committee The minutes of the Development Committee meeting held on Wednesday 13th April 2016 were received. It was noted that the meeting had been inquorate.
Planning Committee The minutes of the Planning Committee meeting held on Wednesday 20th April 2016 were received. There were no recommendations therein.
Development Committee The minutes of the Development Committee meeting held on Thursday 28th April 2016 were received. It was RESOLVED that the following recommendations be approved –
Community Emergency Plan (CEP): a) To contact any person or organisation named within the Community Emergency Plan for permission in printing their details and once received, recommend to Full Council that the document be adopted as presented. b) To recommend to Full Council that peer support be provided to other Parishes in initiating and completing CEP’s, and that the appropriate grant be applied for.
Members were reminded that the content of the document was confidential until permissions had been obtained.
FPC87/16 Internal Audit 2015-16: It was RESOLVED that the report from the Internal Auditor be received and that the changes recommended be noted as discussed.
FPC88/16 Annual Governance Statement: The Annual Governance Statement was completed and it was RESOLVED that the document be adopted.
FPC89/16 Year End Accounts: It was RESOLVED that the final year-end accounts be adopted as presented.
FPC90/16 Accounting Statement for 2015-16: It was RESOLVED that the Accounting Statement for 2015-16 be approved and adopted as presented.
28/16 FPC91/16 Internal Auditor and Accounts Consultant: It was RESOLVED to re-appoint Hudson Accounting as the Internal Auditor and Mr B White as Accounts Consultant.
FPC92/16 Annual Report: It was RESOLVED a) That the Annual Report be delivered to every household in the Parish; and b) That St Austell Printing Company be used for the printing and distribution of the report.
FPC93/16 Internet Banking: It was RESOLVED to approve the trial use of electronic payments.
Cllr Sibley left the meeting.
FPC94/16 Treviscoe Institute and Community Centre: It was RESOLVED to approve the payment of £150 for a community event to celebrate the Queens 90th birthday.
Cllr Sibley returned to the meeting.
FPC95/16 Payment of Accounts: It was RESOLVED to approve the accounts as presented –

Invitations 1. The launch of the St Dennis and Nanpean Community Trust to be held on Saturday 14th May between 2pm and 6pm at St Dennis Working Men’s Club. 2. The Cornwall Countryside Access Forum Annual Meeting to be held on Tuesday 26th July 2016. 3. The Cornwall AONB Annual Conference to be held on 7th May 2016 at Bedruthan Steps Hotel, Mawgan Porth 4. A30 to St Austell Link Road exhibition on 9th May 2016 at Treverbyn Community Hall between 4pm and 9pm.
30/16 FPC97/16 Information and Answers: 1. The first Neighbourhood planning training workshop on 11th May 2016 had been cancelled. The alternative date was Friday 6th May 2016 at Bodmin. Cllr Sibley would go in place of Cllr Mrs Wonnacott. 2. Cllr McLening reiterated Cllr Hatton’s Thanks to Cllr Mrs Allsopp. 3. Cllr Mrs Allsopp advised that Code of Conduct training was being organised.
