Smith, Sottile, Southard, Spires, Stavrinakis, Stringer, Tallon, Taylor, 20 Thayer, Toole, Weeks, Wells, Whipper, White, Whitmire, Williams, Willis and Wood 21 Document Path: l:\council\bills\gm\29519htc13.docx 22 23 Introduced in the House on January 23, 2013 24 Adopted by the House on January 23, 2013 25 26 Summary: Chesterfield County Coordinating Council 27 28 29 HISTORY OF LEGISLATIVE ACTIONS 30 31 Date Body Action Description with journal page number 32 1/23/2013 House Introduced and adopted ( House Journalpage 6) 33 34 35 VERSIONS OF THIS BILL 36 37 1/23/2013 38 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO RECOGNIZE AND HONOR THE CHESTERFIELD 12 COUNTY COORDINATING COUNCIL FOR TWENTY YEARS 13 OF SUCCESSFULLY IMPLEMENTING THEIR MISSION TO 14 STRENGTHEN THE SYSTEMS THAT PROVIDE SERVICES 15 TO THE CITIZENS OF CHESTERFIELD COUNTY THROUGH 16 IMPROVED COMMUNICATION, ADEQUATE LINKAGE, 17 AND COLLABORATION. 18 19 Whereas, it is with great pride that the members of the South 20 Carolina House of Representatives commend those who give of 21 themselves so freely in promotion of the greater good; and 22 23 Whereas, the Chesterfield County Coordinating Council began in 24 early 1993 when former legislator Jean Laney Harris convened a 25 meeting of representatives from private, county, and state agencies 26 to discuss their common problems, needed services, and limited 27 resources; and 28 29 Whereas, a seed of true cooperation has grown into a thriving 30 commitment to provide quality services to Chesterfield County 31 residents through a unified effort of more than eighty groups and 32 agencies working together to reach common goals; and 33 34 Whereas, during the past twenty years, the Coordinating Council 35 has tackled a wide variety of issues, including parenting education; 36 the prevention of teen pregnancy, youth substance abuse, violence, 37 and childhood obesity; the coordination of indigent services, 38 transportation, and community involvement in criminal justice; 39 access to appropriate food for ill and elderly adults; and 40 community planning about mentalhealth services and 41 homelessness; and 42

[3387] 2 1 Whereas, over two million dollars has come to the county through 2 the Coordinating Council’s work on these projects; and 3 4 Whereas, in an effort to strengthen skills and knowledge within the 5 community, the Coordinating Council has sponsored professional 6 training and faithbased conferences, promoted and recognized 7 volunteerism, opened the Robert Smalls Family Center as a 8 onestopshop type of service center, and maintains the socialservice 9 resource directory and other databases; and 10 11 Whereas, due to the existence and support of the Coordinating 12 Council, some agencies providing new services have been created 13 and others have been expanded, bringing an additional initial 14 investment of $343,000 to the county; and 15 16 Whereas, due to the success of the Coordinating Council, similar 17 organizations have been organized across the region; and 18 19 Whereas, the structure of the Coordinating Council has remained 20 the same since Mrs. Harris’ leadership from 1993 to 1997: the 21 residing District 53 legislator serves as chairperson. Anthony 22 Harris chaired from 1997 to 2000, Mary Beth Freeman from 2001 23 to 2004, and Ted Vick from 2004 to the present. Due to the 24 success of the Coordinating Council, similar organizations have 25 been organized across the region using that same structure; and 26 27 Whereas, the Coordinating Council is recognized as the strongest 28 educational, advocacy, and crosssystem collaboration group for the 29 support of the humanservice delivery system. Now, therefore, 30 31 Be it resolved by the House of Representatives: 32 33 That the members of the House of Representatives of the State of 34 South Carolina, by this resolution, recognize and honor the 35 Chesterfield County Coordinating Council for twenty years of 36 successfully implementing their mission to strengthen the systems 37 that provide services to the citizens of Chesterfield County through 38 improved communication, adequate linkage, and collaboration. 39 XX 40
