Croft Parish Council

DRAFT NOTES OF THE MEETING OF CROFT PARISH COUNCIL HELD ON MONDAY 1st July 2013 Public Forum LCC Chris Paine introduced himself as he attended his first meeting at Croft since being elected in May. He updated the council on the proposals to close the mobile library – which he was against. Mr Dennis brought to the councils attention a future planning application he will be making. The plan is to bring waste onto his site, pack it to go out. The waste will not be processed on the site. The police reported that it was all quiet on the antisocial behaviour within the parish and neighbouring parishes. The public have been warned about garden ornament thefts and caravan cassette toilets were also being targeted to steal. Leaflets for the Wrangle Show on 20th July were distributed.

The Council Meeting Present: Councillors E. Peacock, N. Dowlman, P. Champion, P. Vokes, P. Thompson, G. Bowser, & C. Moore. ELDC P Cooper & LCC C Paine were also present.

13.07.01 Welcome by the chairman Cllr Peacock opened the meeting. 13.07.02 Apologies for absence Apologies from Cllr Barry were noted and accepted.. 13.07.03 Declaration of Interest. No declarations were made. 13.07.04 Reports from outside bodies & meetings East Lindsey District Councillor Pauline Cooper about the boundaries commission consultation and the effects it would mean for Croft. The council agreed to provide comments in the consultation period stating the current ward grouping was more workable than the newly proposed ward of Wainfleet & Firsby Ward. Cllr Cooper also informed the council that the Kerry Fields planning application had gone to appeal. 13.07.05 To Agree the minutes of the meeting held on 3rd June 2013 The notes were proposed by Cllr Vokes and seconded by Cllr Dowlman as a true record of the meeting and accepted as the minutes. Resolved. 13.07.06 Planning Applications S/184/01074/13 Willow Recreation Lakes. Council supported this application however were not supportive of the built up embankments. Field View extension was not supported. A formal notice from ELDC planning about Kerry Fields appeal was also noted.

13.07.07 To approve payment as per the list produced at the meeting.

Ms Greer £ 252.38 Mr A Marshall £ 49.70 HMRC £ 12.20 Codec £ 464.99 Village Hall £ 161.98 S Thompson £ 100.00 Veola £ 93.89 TOTAL £1135.14 13.07.08 Highways Matters & Items Requiring Maintenance More fly tipping, overgrown grass verges and pot holes were reported. 13.07.09 Allotment rent review implementation & information for tenants As none of the tenants had returned a tenancy agreement and payment for this year the council resolved to allow the currant people farming the 17 acres to use the land up until 30th October at a cost of £33 per acre, then the land must be vacated. Tenders to farm the whole 17 acre field would be accepted and awarded at the next meeting in September. Payment for the full use would be required in two instalments, the first half in April 2014 and the second half in October 2014. The one tenant would be issued with a 3 to 5 year tenancy agreement and be responsible for claiming all the RPA. 13.07.10 Village Hall Update Mr Shane Thompson is the new chairman of the new village hall working group. At the meeting on the 24th June 9 people registered their interest in joining the newly formed group. The councillors made a secret ballot and the clerk monitored and counted the papers to fill the 6 vacant spaces. The following people were elected the successful candidates: B. Barry, M. Barry, J. Child, S. Drury, T. Hutchinson and I. Podbury. Mr Thompson will inform all the candidates of the outcome. The clerk has forwarded all documentation pertaining to the parish council’s ownership and legal standing regarding village hall to the Lincolnshire Association of Local Councils. After discussing the matter with the CEO the legal team at the National Association of Local Councils will advise the council accordingly. 13.07.11 To note general correspondences. An updated community benefit working group was distributed. A request from Juwi for an invoice for the community benefit fund was noted along with a letter from local residents complaining of 2 accidents on A52 which led to serious injuries and long road closures, they request for something to be done about the speeding vehicles before somebody gets killed. 13.07.12 Agenda items for the next meeting. Rescind the decision to allow 14 year olds and over on playing field.
