ATHLETIC CODE
INTRODUCTION
The School District of Beloit Board of Education believes the athletic program is an integral part of a school's curriculum. The athletic program provides opportunity and emphasizes goals difficult to achieve in other high school activities. Participation in athletic activities is a privilege and should be an enriching and rewarding experience in which physical, mental and social growth is stimulated through interscholastic competition. The purpose of the Athletic Code is to provide uniform rules throughout the school district concerning participation in the athletic program.
The student-athlete and parent must attend an Athletic Code meeting prior to his/her competitive season, each year. No student-athlete may participate in any contest unless this requirement has been met. At the meeting, questions are encouraged. The purpose of the meeting is to better understand the Athletic Code and the objectives of the District's Athletic Program.
It is the aim of the Beloit Memorial Athletic Department to develop highly competitive athletic programs, while not losing sight of our educational values. We want our student- athletes to be outstanding citizens with these identifiable traits: respect for self and others, responsibility, honesty, to be caring, compassionate and have goodwill towards all. It must be recognized that athletics is a privilege, which carries definite responsibilities with it. The Beloit community should realize the control of athletic programs for student-athletes at Beloit Memorial High School rests with school authorities.
The Athletic policies and procedures are reviewed every year by the coaches and administrators. Your input as a student-athlete or parent is encouraged. To initiate any change, it is recommended that such action be submitted in writing with substantiating data to the Assistant Principal for Athletics and Activities, for ultimate consideration by the Board of Education.

2 DEFINITION of TERMS
Scheduled Event: Games or matches that are scheduled on a particular date. There may be one or more games or matches on that particular date. Scheduled events do not include WIAA Tournament events.
Percent of Season: The Percentage of suspended games will be based on the season schedule and will be rounded down in case of an uneven number. The percentage of suspensions will not include WIAA Tournaments.
G.P.A.: G.P.A. stands for Grade Point Average.
Athletic Activities: Those athletic programs conducted outside of the school day.
SPORTS FEES
Each sport / team $42.00 There is a limit of two (2) athletic fees per student per year. There is a limit of six (6) athletic fees per family per year.
The Assistant Principal for Athletics and Activities may collect fees in installments to permit an athlete to practice, but may not issue a uniform or permit the student to play/scrimmage/participate until all amounts due to the District are paid.
Principals are permitted to waive up to 50% of the fee schedule for hardship. Appeals for waivers must include, in addition to other circumstances, approved eligibility for free or reduced meals (National School Lunch Program).
INITIAL ELIGIBILITY
A student-athlete has four (4) years of eligibility (grades 9-12) at the high school level. The Beloit Memorial Athletic Code will govern the same four (4) years of the student-athlete's eligibility. All code violations will carry-over for the entire four (4) years of eligibility for the student athlete.
A student-athlete shall not participate in athletic activities until the following criteria are met:
A. Written permission from parents/guardians for their child to participate in school athletics is on file in the Assistant Principal for Athletics and Activities’ office at the high school.
B. A WIAA. Physical Examination Card (Green) from a licensed U.S. physician to practice and participate is on file in the Assistant Principal for Athletics and Activities’ office at the high school. The Wisconsin Interscholastic Athletic Association requires a physical examination once every two (2) years. Alternate Year Cards (Tan) shall be used the second year for student-athletes. Physical examination cards of new enrollees are eligible to be transferred based on the criteria above.
3 April 1 Rule: If the physical examination is given on or after April 1, 2010, it shall be valid for the current school year (2009-2010 Green), the one following (2010-2011 Green) as well as the next school year (2011-2012 Tan). If the physical examination is given prior to April 1, 2010 it shall be valid for the previous school year (2009-2010 Green) and the following (2010-2011 Tan).
C. Has attended an Athletic Code meeting. An agreement by the student-athlete and the parent(s) must be signed (Salmon Card) which states that each has read and understands the Athletic Code, and has agreed to abide by it.
D. Has a signed insurance waiver card (Salmon Card) on file in the Assistant Principal for Athletics and Activities’ office.
E. Is a full-time, registered student in the School District of Beloit? (at least 4 graded courses).
F. Adheres to the athletic and academic requirements stated in the School District of Beloit Athletic Code book.
G. A student-athlete shall be an amateur in all recognized sports at this school in order to compete in any sport, and shall become ineligible for all further participation in his/her schools' interscholastic program if he/she:
1) Accepts for participation, reimbursement in any form. (I.e., salary, cash, merchandise of any kind or amount, or share of game or season's proceeds. Except, actual and necessary reimbursement for transportation, food and lodging paid in connection with playing in a contest shall not be regarded as a violation.
2) Signs a contract for athletic services.
3) Permits his/her name, picture or personal appearance to be used for promotional purposes based on his/her achievement in athletics.
4) Plays under another name.
5) At any time (during school year or summer vacation) receives an award of merchandise.
Student-athletes may receive awards during the school year, such as medals, trophies, etc., only with the permission of the school and with a $50.00 limit on trophies or awards.
6) A student-athlete participates in a summer athletic program, which could be interpreted as out-of-season practice in a sort in excess of that allowed by WAA summer contact provisions, except in those sports stipulated by the WIAA.
7) A student-athlete attends a specialized camp, clinic, or school unless the program is approved by the WIAA. This includes post-season all-star games, wherein limited participation is based on superior ability.
4 H. Non-School Participation In order to prevent injury, excessive fatigue or illness, it is the philosophy of the school and the WIAA that students owe their loyalty and allegiance to their school, and the team of which they are members, The WIAA rule states: Athletes shall not participate in outside activities in the same sport during the season.
a. Student-athletes become ineligible in a School District of Beloit-sponsored sport for the remainder of the season if they play in a non-school contest at the same time they practice for, or are members of a school team in that sport. b. Student-athletes who have attained status of any kind on a school team become ineligible for one year from the date of the last offense in that sport if they played in a non-school contest during the school year in which awards were provided and/or admission charged. A senior who violates this rule shall lose eligibility in all remaining high school sports.
HIGH SCHOOL ATHLETIC ACADEMIC ELIGIBILITY CODE ~ GRADES 9-12
Academic achievement is clearly the major focus in the School District of Beloit. Athletic activities are an extension of the academic program and help the students develop mentally and physically while interacting positively with others. It is also recognized that participation in athletic activities is a privilege. G.P.A. requirements must be met to be eligible.
Freshmen enter the high school with a “clean slate.”
1st term G.P.A/”Fs” shall determine initial eligibility for all winter season athletic participation.
2nd term G.P.A./”Fs” shall determine continuing winter season athletic participation and initial eligibility for the spring season.
3rd term G.P.A./”Fs” shall determine continuing spring season athletic participation.
4th term G.P.A./”Fs” in the spring shall determine eligibility for athletic participation the following fall.
In the case of a special education student, the student participant’s I.E.P. (Individual Educational Plan) shall determine if an exception to the G.P.A./”F” requirement is warranted.
Students must abide by the following academic requirements to participate:
1. As of Term 2 of the 2011-2012 school year, student -athletes must not have any failing grades to be eligible. Those student-athletes with a Term G.P.A of less than 2.00 and/or any “Fs” will be placed on Academic Probation. Student-athletes on Academic Probation for having less than a 2.00 G.P.A. may practice and play in contests provided they meet the Academic Probation rules each week.
5 2. A student-athlete who has one (1) F is ineligible for 1 week (7 days) beginning with the first date of competition.
3. A student-athlete who has two (2) or more Fs shall be ineligible for 15 school day beginning with the first date of competition.
4. An ineligible student-athlete shall become eligible when he/she has no failing grades as shown by his/her weekly grade report and has completed their ineligibility period.
5. Academic Probation Rules Student-athlete who has less than a 2.00 term G.P.A or any F’s must a) Attend Academic Tutoring from 7:15-7:45 three (3) times each week. b) For each “F,” the student-athlete must make arrangements with their teacher to spend 30 minutes each week for one-on-one assistance beyond the Academic Tutoring requirement either before school, during lunch, or after school. c) Shall complete a weekly Purple Card signed by the Academic Tutor, all classroom teachers, and any teachers whom they must see for additional one-on-one assistance. d) Return the Purple Card to the Assistant Principal for Athletics and Activities by 3:30 p.m. on the last day of the week. (Purple Cards must be completed no earlier than the last two days of each week.) e) Each Monday at 8:00 a.m., the Assistant Principal for Athletics and Activities will verify Purple Cards and determine weekly eligibility of all student-athletes. Failure to return a weekly Purple Cards on time will cause that student-athlete to be ineligible for one week (Monday through Sunday). f) Purple Cards must be completed and turned in every week for the entire term for the student to remain. g) Ineligibility will begin on Monday and continue through the following Sunday morning. If a season ends in the middle of a term, the student-athlete on Academic Probation must continue to following the rules of Academic Probation until the end of the term. Failure to do so will result in the student-athlete being ineligible for one week of competition in his/her next sport season.
6. Student-athletes must be making acceptable progress toward the target G.P.A of 2.00 and graduation. Weekly grade monitoring will be utilized for all student-athletes.
Acceptable progress includes, but may not be limited to: improving failing grades to passing, reaching the target G.P.A with no failing grades, meeting graduation requirements.
7. Student-athletes on Academic Probation for a term must demonstrate academic improvement in their term G.P.A to be eligible for the next term. Not meeting this requirement will render the student-athlete ineligible for one week of the next term or season.
8. If a student-athlete is academically ineligible at the beginning or any time during his/her sporting season, he/she shall be required to miss seven (7) days of his/her sport’s regularly scheduled events, starting with the first/next competition.
6 9. Coaches or the Assistant Principal for Athletics and Activities may require any or all student-athletes to complete weekly grade sheets.
10. The Assistant Principal for Athletics and Activities shall check grade reports at the end of each grading period each season; student-athletes’ grades will be monitored on a weekly basis. Coaches are also to report any grade deficiencies based upon weekly grade reports to the Assistant Principal for Athletics and Activities immediately as a form of intervention on behalf of the student-athletes. Student-athletes may be placed on Academic Probation at any point in the term if warranted.
11. If a student-athlete receives two F’s in his/her previous grading period, he/she is ineligible, under WIAA regulations, for 15 consecutive scheduled school days. Because of the State’s requirement to start school on, or after, September 1st, the WIAA has changed this requirement for Fall Sports ineligibility to the following.

CARE of EQUIPMENT
1. Each student-athlete is responsible for the proper care and safe keeping of equipment issued. Equipment and lockers must be secured before and after practice.
2. Lost items shall be paid for either to the coach in charge or to the Assistant Principal for Athletics and Activities, prior to competing in another sport season.
3. School athletic equipment is to be used only for school related athletic activities or WIAA approved summer contacts.
4. Student-athletes with an outstanding athletic fine SHALL NOT BE ALLOWED TO PARTICIPATE IN ATHLETICS UNTIL FINES ARE REMOVED OR A PAYMENT PLAN HAS BEEN APPROVED.
LOCKER and TRAINING ROOMS
1. The locker room is for players and coaches only.
2. No “horseplay” in training rooms or locker rooms is permitted at any time.
3. Training rooms and locker rooms are to be kept clean at all times.
4. Training room facilities are to be used only under the direction/supervision of a coach or trainer.
7 PRACTICE and GAME ATTENDANCE
1. All student-athletes are expected to attend ALL practices and games unless excused in advance by the head coach of the sport involved or by administrative excuse.
2. Coaches may hold student-athletes out of competition because of missed practices caused by family or student vacations.
3. Unexcused absences from practices or games will result in suspension and/or discipline as prescribed under "suspension."
4. Student-athletes may not play in any contest or practice unless they have attended ALL classes (unless excused) on the day of practice or a game.
5. For all sports, the WIAA requirement will be followed regarding the number of practices a student-athlete must attend before competing in that sport.
TRAVEL and CONDUCT ON TRIPS
Team members shall use the mode of transportation designated by the school to reach the site of the contest or practice. Team members must also return to school by the same mode of transportation unless a parent or legal guardian physically requests or gives advanced, written permission to take the student-athlete home in his or her private vehicle. Advance, written permission is required for student-athletes to travel home with another parent or legal guardian. Written permission must be on file with the Assistant Principal for Athletics and Activities prior to departing BMHS as well as with the Coach involved.
STUDENT- ATHLETE CONDUCT CODE
Interscholastic competition and activities at Beloit Memorial High School are organized to develop the mental, physical, social and leadership skills of Beloit Memorial High School student-athletes. Students who participate in interscholastic activities carry a responsibility to represent themselves, their team, the community and Beloit Memorial High School in a positive way. Students-Athletes should be well groomed and neatly dress when representing Beloit Memorial High School.
8 CONDUCT BY BELOIT MEMORIAL STUDENT-ATHLETES IS EXPECTED TO BE EXEMPLARY. THEREFORE, ALL ATHLETIC CODE RULES AND REGULATIONS WILL APPLY 12 MONTHS OF THE YEAR.
All violations will remain for the duration of the student-athlete’s high school eligibility. As school representatives, student-athletes are expected to abide by the following rules and regulations:
1. Student-athletes will be suspended from participation in 25% of the games or events in which they are participating, or intend to participate, for engaging in or being an accomplice to any illegal action. Examples of the violations are (not all-inclusive):
A. The use or possession of alcohol or facsimiles. B. The use or possession of tobacco products or facsimiles. C. The use, possession or selling of illegal drugs or facsimiles. D. Stealing from our school or any other schools. E. A ticket issued for a felony or misdemeanor. (Does not include MINOR motor vehicle violations.)
Violations/Consequences 1st Offense: 25% of scheduled events 2nd Offense: 50% of scheduled events 3rd Offense: Loss of competition or participation for one calendar year 4th Offense: Loss of all extra-curricular eligibility for remainder of high school career
2. A student-athlete will be suspended from participation in one game/event or more in which he/she is participating or intends to participate for conduct contrary to the ideals, principles and standards of Beloit Memorial High School or the WIAA. Examples of these violations are (not all-inclusive):
A. Insubordination to his/her teachers, coaches or advisors. B. Unexcused absences from practices or games. C. Suspension from classes whether it is in-school or out-of-school suspension. D. Unexcused absence(s) from class(es). E. Hazing of any student athlete is not tolerated. (Hazing - the practice of seasoned veterans intimidating, humiliating, or physically punishing younger recruits as a right of passage in their particular sport.)
Violations/Consequences 1st Offense: One scheduled event suspension 2nd Offense: Two scheduled events suspension 3rd Offense: 100% suspension of games or events for the season 4th Offense: Loss of participation for one calendar year
If at the end of a season there are not enough games or matches remaining to satisfy the penalty, the penalty will be prorated and will extend into the next season in which the student-athlete participates.
9 Coaches and advisors can establish additional rules and regulations dealing with transportation, lodging and general behavior of participants in their activity and will provide student-athletes under their supervision with such rules and regulations.
SELF-REFERRAL of STUDENT-ATHLETE
Student-athletes who refer themselves for an ongoing drug or alcohol problem, not as a result of an athletic code violation or arrest, shall not be suspended from their sport as long as assessment and follow-up programs are followed. Failure to complete an assessment and continue recommended follow-up programs shall cause immediate removal from athletic participation.
AODA Educational Program - All student-athletes who have violated the athletic code involving the use or possession of alcohol, tobacco, or drugs will be referred to the AODA Coordinator for the School District of Beloit. Student-athletes must be enrolled in the District's AODA educational program before they will become eligible to participate further in athletics.
WIAA REGULATIONS
Listed are a few WIAA regulations, which will cause the student-athlete to become ineligible for competition in interscholastic athletics: (not an all-inclusive list) 1. Reaching 19th birthday before August 1st of any given school year. 2. Losing amateur status in any recognized sport of the WIAA. 3. Participating in a non-school activity in the same sport during the established school season.
Not all possible violations are listed in this handbook, but student-athletes must conduct themselves in a manner that reflects positively on themselves and Beloit Memorial High School. Any violations resulting from a criminal action may result in a more severe penalty than previously stated in this handbook.
STUDENT ATHLETE DUE PROCESS
All student-athletes shall have the right to due process following a suspension.
1. The student-athlete and parent shall be verbally notified immediately by the Assistant Principal for Athletics and Activities of the suspension, the nature of the violation, and the length of the suspension. Within five (5) school days the student-athlete and parent or guardian shall receive written notice from the Assistant Principal for Athletics and Activities by mail of the nature of the violation and the length of the suspension.
2. The student-athlete and parent or guardian has the right to appeal the suspension. They must notify the Assistant Principal for Athletics and Activities in writing of their request for a hearing within four (4) days of receiving their written notice. Such a hearing will be held before a panel, which consists of the Administrator for Equity and Personnel Affairs, Principal and Executive Director of Student Achievement or designee. Student will remain suspended during appeals process.
At the appeal hearing: 10 1. The suspended student-athlete shall have the right to have his/her parent(s)/guardian(s) present. 2. The suspended student-athlete, parent(s), and/or guardian(s) shall be given the opportunity to present mitigating circumstances or facts to disprove the violation. 3. The student-athlete shall have the right to confront and cross-examine any evidence against him/her and to produce either oral testimony or written affidavits on his/her behalf.
The decision of the appeal panel shall be forwarded to the student-athlete and parent(s)/guardian(s) within 48 hours of the appeal hearing.

NOTE: ONLY ONE VARSITY LETTER WILL BE GIVEN TO A STUDENT- ATHLETE, BUT MEDALS AND BARS WILL BE GIVEN TO SHOW MULTIPLE VARSITY AWARDS.
MVP – MOST VALUABLE PLAYER AWARDS (High School Only):
The athletic department will provide a plaque for each varsity sport MVP. It will be awarded by the head coach at the end of the year Athletics Awards night in June. MVP pins will also be given to the winner in each sport.
CAPTAIN’S AWARD (High School Only):
A “CAPT” pin will be awarded to all team captains.
ALL-CONFERENCE AWARDS (High School Only):
1st and 2nd Team All-Conference Medals – presented by the Big 8 Conference.
