Childcare Places Analysis This data is produced by the Local Development Team from known changes in the childcare market that have occurred in the period 1st July to 31st September 2010

Availability of Places During this reporting period there has been a small growth of places within the childminding sector with an additional 31 childcare places with 7 new registrations. The new childminders are spread over the New Forest district and mainly are in the Totton, Waterside and Marchwood areas. However this is balanced with a loss of 30 childminding places who in the main are in similar ward areas. The growth indicated is due to one organisation changing management structure and needing to close and reopen under a new registration. There has been a loss of three group settings from the Early Years register. One setting has become registered with the Independent Schools, another has closed due to personal issues, and the third was due to a low numbers within an out of school provision. New Provision This is data that is known to the Local Development Team of childcare developments that have completed registration in the period. Data includes all types of provision including childminders.

Comment: The above provision is still at risk of closure do to premises issues. The setting is working closely with the parish council and the local authority to ensure that the premises can continue to be fit to deliver childcare services in the future.

Comment: There have been 30 childminding places lost from 6 registered childminders. Most of our new places balance with the losses across the wards, however the loss of 6 places in the Bramshaw Copythorne North and Minstead ward leaves this ward depleted in childcare places All of the out of school provision apart from the setting at Milton have reopened under new registration therefore the only loss of places in the Out of School sector is 24 places. The 6 full day care places in Milton have been offer by the provider at another location. In the Fordingbridge ward one sessional day care setting closed due to the death of the owner, work is being undertaken to ascertain the childcare needs in the area.

Development of provision to offer 15 hours early education This provides information of the number early education and childcare settings that can offer 15 hours early education. From July 2010 there were 81 of the 87 (93.10%) of settings offering Extended Flexible Entitlement. From September 2010 there were 83 of the 86 settings offering Extended Flexible Entitlement (96.5%)

Development of Childminder Networks

There are currently 32 Childminders on the New Forest Network, with a further 6 under going Initial Assessment to join. The network childminders are made up of 13 are Support Childminders, 18 are Community Childminders and 26 are Approved EYE Providers. During this reporting period there were 16 Childminders claim Early Years Education funding for a total of 26 children. A briefing session for those wanting to become childminders was held on at the beginning of September with 20 attendees, and of these 11 have gone onto to complete the Diploma in Home based Childcare course. There was a speech and language workshop held in September for all registered childminders and 20 Childminders attended. Community Childminding Training within the New Forest was held at the end of the September, where a further 7 Childminders became trained to provide services for the SPACE project.

There are 4 network childminders approved to deliver services as part of a targeted project to provide funded sessions for 2 year old children in the Waterside area.

Development of Extended Schools Activities and Out of School/Holiday Provision

There is a plan for a school based out of school provision to offer services before and after school in the Sway area. Work continues with the Early Years settings who are planning to expand their services to provide holiday care for older children in the Waterside area. There are waiting lists at three out of school groups, these are in the Ringwood South area and Ashurst. Groups in these areas are investigating the possibility of expanding their provision.

Holiday care over the summer holidays has generally been well attending both with the formal registered provision and the extended services activities. These included over 1700 children attending a range of events held in the Waterside area with the Sports in the Park scheme.

Parental Demand Enquires were limited from families effected by the setting closure in the Fordingbridge area and the childcare needs were able to be met in the main by the settings in the local community. There have been a number of referrals made for the targeted 2 year old funding pilot and there are 10 children accessing up to 10 hours of Early Education funding.

Other A number of the childcare provision in the New Forest area have had to consider alternative funding streams following the withdrawal of the PVI capital grant programme funds by government. The local development team have been actively supporting these and other settings who have been effected by the changes to the Early Education Funding allocation.

Conclusion The numbers of settings providing the fifteen hours entitlement has grown with a very small number of the Early Years settings not providing Early Years Education places. The local development team have offered support to the local community in the Fordingbridge area where we had an unexpected setting closure, this work will continue and an assessment of the market need when considering developing alternative childcare services. The expansion of childminders joining the network services supports the overall childcare offer in the more rural communities in the New Forest well. We will continue to work with new and existing providers to meet the childcare needs in the areas where there is a shortfall of places these include Lyndhurst, New Milton, Marchwood, and Lyndhurst. Analysis continues from the parental survey that has been undertaken to ascertain the demands in the area, and this is indicating that there is still a unmet demand for holiday and out of school provision across the area for children of all ages.
