The meeting was opened by Kimberly Nickles, Deputy County Clerk, at 9:30 a.m.

Administrative Items Recognition of WV State Champion 50-70 Intermediate Baseball Team The Commission honored and recognized the WV State Champion 50-70 Intermediate Baseball Team by presenting a certificate to each player and a certificate for the team.

Recognition of Mary Ellen Largent, for her 21 years of serving on the Planning Commission The Commission honored and recognized Mary Ellen Largent for serving 21 years on the Planning Commission. The Commission presented Ms. Largent with a certificate and thanked her for her hard work and dedication on the Planning Commission. Alma Gorse, County Planner also honored Ms. Largent and presented her with a certificate and a photo of her farm.

Reports Carolyn Zdziera- Community Alternatives to Violence Update Ms. Zdziera, representing Community Alternatives to Violence, approached the Commission to give an update on a new program. Ms. Zdziera explained that there will be a Mentors in Violence Prevention Program at the Berkeley Springs School Board Office on August 28 & 29, 2013 teaching how to deal with the troubling patterns in youth behavior. The County Commission thanked Ms. Zdziera for her time and update.

Action Items Bennett Lentzner- Request of Exoneration for Real Estate Property Assessment

Morgan County Commission 1 Meeting Minutes 7/25/2013 Bennett Lentzner approached the Commission with an application for request of exoneration. The County Commission objected the request of exoneration for real estate property. The County Commission thanked Mr. Lentzner for his time.

Bill Boyer- Request of Exoneration for Real Estate Property Assessment President Brad Close recused himself and left the meeting due to the fact that Mr. Boyer is a tax client of President Close’s. The County Commission reviewed the application for request of exoneration. On a Stacy Dugan/Bob Ford motion, the County Commission tabled the decision regarding the application for exoneration until the next County Commission meeting on August 22, 2013. Commissioner Dugan voted yea and Commissioner Ford voted yea. Motion carried. President Close returned to the meeting.

Molly Colyer- Request of Exoneration for Personal Property Assessment Molly Colyer approached the Commission with an application for request of exoneration. On a Stacy Dugan/Bob Ford motion, the County Commission tabled the decision regarding the application for exoneration until the next County Commission meeting on August 22, 2013. President Close voted yea, Commissioner Dugan voted yea and Commissioner Ford voted yea. Motion carried.

Kevin Sites- Interview for Planning Commission Kevin Sites approached the Commission for an interview to sit on the Planning Commission. Mr. Sites stated that he has 35 years in the building industry and currently owns American Construction Consulting Group. Mr. Sites stated that he feels that he would be a good fit on the board with his experience in construction. The County Commission thanked Mr. Sites for his time and interest.

Robert White- Interview for Planning Commission Robert White approached the Commission for an interview to sit on the Planning Commission board. Mr. White stated that he has many years of engineering and surveyor experience. Mr. White stated that as a lifelong resident of Morgan County he is interested in the future of the county. The County Commission thanked Mr. White for his time and interest.

Decision on board member for Planning Commission The County Commission agreed that they have interviewed four great candidates for the vacancy on the Planning Commission. On a Bob Ford/Brad Close motion, the County Commission appoints Robert White to the Planning Commission to serve a three year term. President Close voted yea, Commissioner Dugan voted yea and Commissioner Ford voted yea. Motion carried.
