Invitation to Submit a Bid for Surreys 16/17 CAMHS Transformation Funding To Surreys CAMHS Partnership Introduction: Surreys CCGs are pleased to announce a further planned investment for the Transformation of Surreys Child and Adolescent Mental Health Services (CAMHS). Funding is available to potential bidders for up to one year, on a non-recurring basis to organisations within the not for profit sector, NHS CCG and Provider Services, and Surrey County Council The funding has been identified as part of NHS England’s programme of investment to CCGs which is planned to Transform CAMHS, encourage innovation, improve outcomes and service quality. Surreys CCGs would like therefore to invite further bids that support Transformation of CAMHS within areas of priority identified within Surrey’s CAMHS Transformation Plan. Bidding Process: Bids are invited by 5pm on Friday 8th of July 2016  The application form for all bids can be found in Appendix One.  The evaluation criteria which Surreys CCGs will use to assess and prioritise all bids submitted can be found in Appendix Two.  Applicants will be advised on their application by the 29th of July 2016. Guidance Information: Surreys CCG welcome bids from either individual organisations, or applicants seeking to work collaboratively with others, perhaps to deliver a service in conjunction with another partner provider in primary, community, or voluntary care. Surreys CCGs are also aware that some of the organisations who received grant funding from the CCG in 2015/16 may wish to apply for a further period of funding, and in some cases, full evaluation of the 2015/16 funded schemes may not yet be fully available. Organisations who submit an application for funding for a further year will need to clearly identify the need for continued funding on their bid, and evidence why further capacity building is required which will enable the organisation to fully provide the service. If continued funding is sought, organisations will need to ensure that their scheme continues to fit the strategic direction for Surreys CAMHS Transformation, and in the DOH document ‘Future in Mind’ (2015). Applicants are encouraged to read Surreys CAMHS Transformation Plan, Joint Strategic Needs Assessment and Future in Mind prior to submitting bids and to ensure that bids support Surreys CAMHS Transformation priorities. Application Process: All bids submitted for consideration should support the Transformation of Surreys CAMHS; have a strong evidence base, detail the outcomes expected, and how these will be evaluated. Proposals should not duplicate any initiatives already funded by any other means. Please note the following:

 Submit your completed bid application form to Mary Dos Santos Justo, Children and Maternity Project Manager, Surreys CCGs (email: mary.dossantos- [email protected] ) by Friday 8th of July 2016.

 Please ensure that completed application forms (excluding guidance notes) do not exceed four A4 pages in total. Please do not attach any extra information. Any individual bid should not exceed £250,000. There is no lower limit.

 An organisation may submit more than one bid for a different initiative, but a separate application form will be required for each bid.

 Bids will be evaluated against 6 criteria: - Strategic fit; need; innovation; exit strategy; value for money and evaluation of outcomes. A copy of the evaluation criteria for reference purposes is in Appendix Two.

 Representatives from Surreys Family Voice, CYA, NHS England and CCG senior officers will be involved in evaluating proposals and awarding funding.

 Any conflicts of interest in this decision making process will be identified and managed in accordance with NHS Guildford and Waverley’s Procurement Policy. The outcome of all bids will be confirmed to submitting applicants by 29th of July 2016.

 Funding is time limited and consideration must be given to what will happen when the funding ends. The short term funding will be given in the form of a grant; not for Profit/Charitable Organisations will receive a NHS Grant Agreement. A contract variation will be issued to NHS Providers. Because of the sec 75 agreement, no variation of contract is required for Surrey County Council.

 Successful bidders will be required to submit monthly performance reports Surreys CANHS Transformation Board, and undertake an evaluation report on their funded priority areas i.e. what happened, what were the outcomes A standardised template to use for this submission will be issued at the end of the grant period. Applicants should note that evaluation findings may be shared in other areas, or with other organisations, so that best practice regarding initiatives can be widely shared and used for the benefit of others.

Form to Bid for CAMHS Transformation Funding 1617 MDSJ June 2016  For all approved bids, grant payments will be made through NHS Shared Business Services, with receipt of invoices by the 31st of March 2017. It is noted that different organisations will have varying start/end dates for their proposals but all organisations will need to ensure that their reporting and/or evaluation is available must be received back by NHS Guildford and Waverley CCG at the end of the grant period.
