Public Sector Experience Guidance Note

Specific Public Sector Audit Experience (Refer Paragraph 12.8 of the RTT)

Private Firms will be required to provide the AGSA with insight into their specific industry experience within the Public Sector.

This is aimed at:-

 Understanding where main experience lies;  Should facilitate greater focus on specialisation within the Public Sector similar to the practice of private audit firms carry out in the Private Sector;  Should assist AGSA with better planning of auditee allocations to private audit firm;  Intended to stimulate private sector firm focus on specific sub sectors of the Public Sector versus Generalist Approach to Public Sector servicing;  Facilitating avenues for AGSA to allow our TA’s areas to obtain experience and build their skills in specific sub sectors of the Public Sector’;  Section 4(3) allocation; and  Ad-hoc allocation.

This information will not attract any scoring. It serves as part of an information gathering exercise of the AGSA and may be used for planning purposes.

Bidders are required to follow the approach outlined below in completing their responses to this section of the Tender. The response must be completed along the lines of Government Clusters as defined below (7 Clusters).

Clusters were established to foster an integrated approach to governance that is aimed at improving government planning, decision making and service delivery. The main objective is to ensure proper coordination of all government programmes at national and provincial levels.

The main functions of cluster are to ensure alignment of government wide priorities; facilitate and monitor the implementation of priority programmes; and provide a consultative platform on cross- cutting priorities and matters being taken to Cabinet.

The clusters function at different levels, namely Ministerial, Director-General and communication clusters.
