SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE

TITLE: Build Vs Buy Assessment, Technical Lead TEAM/PROGRAMME: SCI International LOCATION: London, UK Programs GRADE: TBC CONTRACT LENGTH: 6 months

CHILD SAFEGUARDING: Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE: The Build vs Buy Assessment, Tecnical Lead will lead a Build vs Buy Assessment process for project management and monitoring, evaluation, accountability and learning (MEAL) software. Details of the Build vs Buy Assessment process are included in the attached Scope of Work. The role holder will provide subject matter expertise on the market, facilitate the evaluation process, participate in the evaluation panels, critically analyse all proposals against the full evaluation criteria and work alongside the IT team to provide a set of solution architecture options, with a recommendation on the best option for SCI with justification.

This role will be part of the Programme Project Management & Programme Reporting Information Management and Evidence (PPM PRIME) project, which is one of Save the Children’s global priority projects. PPM PRIME aims to develop and deliver a standardised project management methodology for all grant-funded programmes and projects, and a supporting IT system that will provide project management and MEAL functionality as well as acting as a repository of all project and programme data.

Role Dimensions: Save the Children operates in over 100 countries across five regional locations, with a staff complement of approximately 24,000. Save the Children comprises of Save the Children International and 29 Members.

KEY AREAS OF ACCOUNTABILITY:  Conduct a gap analysis on the market assessment  Complete the market assessment for possible PRIME solutions based on high level business requirements  Produce a list of suppliers to approach with the RFP  Refine RFP for system proposals  Refine Evaluation Criteria used to assess responses to RFP  Refine Evaluation Criteria for functional fit/gap analysis  Facilitate functional fit/gap analysis process  Participate on the evaluation panels for the build vs buy assessment  Critique internal and external proposals for PRIME systems  Work alongside the IT team to develop 3 – 4 solution architecture options SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE

 Provide a recommendation on the most appropriate solution architecture based on the comprehensive evaluation criteria  Produce the deliverables outlined in the build vs buy assessment statement of work

QUALIFICATIONS AND EXPERIENCE: Essential:  Extensive experience in leading build vs buy assessments and decision making processes  Extensive experience in global tender processes  Good knowledge of the market with relation to project management and monitoring software  A good understand of complex IT solution architectures  A track record of delivering results in a complex organisation, with a proven ability to forge consensus and drive action  Excellent communication skills, the ability to build credibility and internal networks quickly  Strong interpersonal skills, including the ability to influence  A commitment to Save the Children’s values SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE

Desirable:  Experience of working with different project management software solutions/tools  Experience of being involved in the implementation of a new project management system  A good understanding of monitoring, evaluation, accountability and learning processes and tools  Experience of working with/implementing monitoring and evaluation software  An understanding of PMD Pro project management methodology  Experience within the development sector
