[4114] 2 1 completed in 2007, which streamlined the decisionmaking process 2 and prioritization of resources handled by project teams; and 3 4 Whereas, when he created an objective project priority process, a 5 criteria was established consistent with sound engineering 6 principles and the actual condition of each highway or bridge 7 being considered for improvement. Mr. Walsh also had a major 8 role in coordinating, prioritizing, and delivering to construction 9 $463 million of projects funded by the American Recovery & 10 Reinvestment Act of 2009; and 11 12 Whereas, with innovative and frugal ideas and the support of the 13 engineering team, he led numerous successful undertakings during 14 his tenure as deputy secretary: the closure of one direction of I385 15 during construction that greatly shortened construction time and 16 saved taxpayers tens of millions of dollars; the purchase and use of 17 three moveable bridges; improvements in the design build process; 18 increased use of recycled asphalt products in pavements; and the 19 expansion of full depth reclamation as a viable and costeffective 20 roadway repair technique for pavements; and 21 22 Whereas, the members of the South Carolina General Assembly 23 are grateful for the years of dedication that John Walsh has 24 devoted to the safety and usefulness of the State’s roadways for 25 our citizens through the South Carolina DOT and wish him many 26 years of enjoyment in his wellearned retirement. Now, therefore, 27 28 Be it resolved by the House of Representatives, the Senate 29 concurring: 30 31 That the members of the General Assembly of the State of South 32 Carolina, by this resolution, recognize and honor John Walsh, 33 Deputy Secretary for Engineering for the South Carolina 34 Department of Transportation, upon the occasion of his retirement 35 after more than twenty years of outstanding service, and wish him 36 continued success and happiness in all his future endeavors. 37 38 Be it further resolved that a copy of this resolution be presented to 39 John Walsh. 40 XX 41
