FORM FOR THE NOMINATION OF PAC PEER EVALUATORS & EXPERTS

CONTENTS

PURPOSE OF THIS DOCUMENT This nomination form is to be used by nominating PAC accreditation body members (ABs) to demonstrate how a nominated Peer Evaluator or Expert meets the requirements applicable to the scope of the nomination. The form identifies the knowledge and skills required across the full scope of PAC endorsed documents and requirements relevant to the MLA. The completed form will be reviewed by the MLA MC. The decisions of the MLA MC will provide a basis for allocating approved scopes to nominated Peer Evaluators and Experts.

SUMMARY OF PAC MLA COMPETENCIES PAC Peer Evaluators and Experts must demonstrate the knowledge and skills required at Levels 1, 3 and 4 as applicable to the scope of the evaluation. Level 1 includes the generic knowledge and skills for the application of the MLA and ISO/IEC 17011. For example Level 1, Table 1. Level 1 also includes any additional knowledge and skills for the application of ISO/IEC 17011 in the context of a specific Level 3 or Level 4 requirement. For example Level 1, Table 3.1.1. Level 2 no additional knowledge or skills – the MLA just uses this Level to describe the program such as Product Certification or Management Systems Certification. Level 3 includes the knowledge and skills for the application of the main scope such as for ISO/IEC 17021 for the certification of management systems. Level 4 includes the knowledge and skills for the application of the sub-scope such as ISO/TS 22003 for the certification of Food Safety Management Systems. Level 5 includes the knowledge and skills for the evaluation of the application of the certification standard such as ISO 9001 for quality management systems. The peer evaluation process does not directly observe the audit of the Level 5 criteria so the demonstrated knowledge and skills required of a peer evaluation team relate to the Level 3 and Level 4 criteria for the application of the Level 5 criteria.

NOMINATION OF PAC PEER EVALUATORS AND EXPERTS PAC-MLA-002, PAC Policies and Procedures for a Multilateral Recognition Arrangement (MLA) Among Accreditation Bodies recognizes that some evaluations may need to be supported by experts.

Date of Issue: 5 July 2016 Date of Application: Immediate Page 1 of 3 Issue No 1.4 Nomination of PAC Peer Evaluators and Experts PAC-MFORM-003 The AB must consider the demonstrated knowledge and skills as applicable to the scope of the nomination and provide the necessary information in the attached peer evaluator and expert nomination spreadsheet. Where a nominee has Not Achieved or only Partially Achieved the required competencies applicable to Level 1, Table 1, that nominee may still be eligible for recognition as a peer evaluation team Expert. WHO CAN BE NOMINATED? The AB can nominate a suitable person to be an Expert if they do not currently satisfy the requirements for nomination as a Trainee Team Member, or if they are in the process of being trained to become a nominee Trainee Team Member. There are three types of nomination:  Expert is a person with the required expertise who has not achieved Team Member status.  Trainee Peer Evaluator is a person whose nomination has been accepted and who is working towards Team Member status.  Team Member under alternate arrangements. PAC-MLA-002 recognizes extensive experience gained conducting accreditation assessments for an IAF Regional Group member accreditation body, or supplemented with experience gained through an IAF Regional Group member accredited conformity assessment body. There are cases where a nominee is close to meeting the requirements for a Trainee Peer Evaluator, but where further knowledge and/or experience is required. The MLA MC will consider the unsuccessful nominations for the purposes of identifying suitable pre-trainees.  Pre-trainee is a person who substantially meets, but not sufficiently meets the requirements for a Trainee Peer Evaluator.

INFORMATION TO BE INCLUDED WITH A NOMINATION The nominating AB should ensure that the information provided with this nomination is fairly stated and correct. The explanations provided in this nomination form should be relatively brief, but sufficient to illustrate the basis for the demonstrated knowledge and skills. The attached Resume or CV should provide sufficient context to support this nomination and the explanations provided.

AB TO PROVIDE A RATING OF THE DEMONSTRATED KNOWLEDGE AND SKILLS A nominee is not expected to have demonstrated all of the required areas of knowledge and skills prior to a nomination. This nomination process will assist the MLA MC to consider how best to support the training needs of each nominee based on their individual needs. The AB should provide a rating of the demonstrated knowledge and skills as either ‘Achieved’ (A), ‘Partially Achieved’ (P/A) or ‘Not Achieved’ (N/A) as applicable. This will assist the MLA MC to consider the possibility of providing additional training and support for the nominee. Achieved (A) The nominee (the person being nominated) has demonstrated a good working knowledge and applied this knowledge competently. Partially Achieved (P/A) The nominee (the person being nominated) is developing their working knowledge and can apply this knowledge under supervision. Not achieved (N/A) The nominee (the person being nominated) has not demonstrated the required working knowledge and skills.
