Five Year Housing Land Supply Position The District Council has published its Five Year Housing Land Supply Calculation Summary (as of 30 September 2014) confirming the District has a 5 year housing land supply. The full information notes are attached at Appendices 1-3.

13/02360/OUT – land off London Road, Shipston-on-Stour P.62 first line – since the publication of the report, planning officers have again discussed emerging policy CS.13 with the Council’s solicitor and it is officers’ opinion that this policy should carry limited weight at this time. 13/03317/OUT – Land off The Burrows, Newbold-on-Stour Third party responses – 2 additional responses received, including one from CPRE, raising the following additional objections:-  A method of sewage disposal that does not cause further distress to some residents has not been included in the application.  A letter has been sent to Severn Trent asking when it could upgrade the Pumping Station system near Mill Lane.  The margin of spare capacity of a sewer reduces as more houses are connected. At some point an upgrade is necessary to cope with increased volumes.  Contractors for Severn Trent have confirmed to residents that the pumping station is inadequate to cope with the volumes from the current number of houses during a few days of rain.  There are alternatives to connecting to the Severn Trent sewer and the planning authority should only approve a system that works.  The Draft Core Strategy designates Newbold-on-Stour as Category 3 Local Service Village, expected to take between 26 and 50 homes with continuous delivery over the plan period.  Incremental or organic growth is therefore supported and the current proposal is contrary to that principle.  Taking into account the extant permissions for 9 new homes in the village, if approved, this development could result in 44 dwellings being constructed during the first five year period, rather than being phased over the 20 year plan period.

Applicant’s comments In response to the issue raised by residents in respect of sewage disposal the applicant’s agent has provided the following comments (summarized by the Case officer):-  Severn Trent Water have a duty to provide all new developments with a point of connection for foul water under the terms of the Water Industry Act 1991.  STW will advise developers if there is not capacity for a connection. They have stated that there is capacity in this case.  If capacity isn’t available, STW has a legal duty to upgrade their facilities to provide such capacity.  STW do not have any issues with a development of 35 houses which will have a minimal impact on the STW network. The new development will only generate an additional 1.5 litres per second.  A comment from a STW contractor can only be held as purely hearsay and has no status as a legitimate comment on the status of the STW network.

Recommendation – Additional contribution of approximately £766 is required for the library service. (Formula based) 14/02341/FUL – The Elms, Plough Lane, Bishops Itchington Condition 20 Deleted - relating to Glint & Glare Protocol, no longer considered to be necessary.

14/01391/OUT – Flogas Ltd, Station Works, Evesham Road, Welford-on-Avon WCC Footpaths - Raise no objection to the revised indicative footpath links. (16.10.2014)

Welford Parish Council – Send apologies to committee as none of the parish councilors are able to attend tonight’s meeting. However reiterate their support for this application. ( 25.11.2014)

3 additional letters of objection received raising the following new material planning considerations;  An acoustic fence up to 2.8m adjoining the Evesham Road will cause visual harm to the landscape and general street scene  Consider that the proposed footpath exiting onto the Binton Road would be dangerous for pedestrians as they have to cross the Binton Road twice  The path over the Binton Bridge for pedestrians is dangerous - there is a blind spot – vehicles and pedestrians cannot see each other, causing danger to pedestrian safety  Revised pedestrian access to the west of the site will only link to the western boundary of the site not to the existing footpath  Development of the site would cause danger to pedestrian and vehicles due to unsafe nature of the entrances and exits and hazardous routes to bus stops and amenities

Parish Council – The Parish Council has sought confirmation via email that the changes are to reflect the new thresholds in claiming s106 monies for the NHS and library services. The officer has called to confirm that this is correct. The Parish Council therefore has no comment to make on the proposed change and requests that this is reported to the Committee. (25.11.14)
