Instructional Time within the school day: English Language Development is 30 to 60 minutes to build language proficiency. State law and federal law require that Fresno Unified School District administer the California English Language Development Test to newly enrolled students whose primary language is not English and to English Learners as an annual assessment. English Learners must be CELDT tested annually until they are reclassified to fluent English proficient (RFEP).

All students in Kinder – 6th grade are assessed in the following domains: listening, speaking reading and writing. Parts of the test are given orally and other parts are written by the student. CELDT Overview:
