I write in connection with your request for information dated 8th April 2009 and listed below. Your request for information has now been considered and the information asked for under the terms of the Freedom of Information Act 2000 is as follows:

It has recently been published that West Yorkshire Police is now using a new command and control system called STORM produced by the company STERIA.

My question relates to its implementation and costing.

1) How much did the command and control software cost to purchase from Steria?

Storm has been purchased on a 7 year contract at a cost of £1.43m which includes annual maintenance charges.

2) Are there any annual rights payable to Steria for using the software?

There are no annual rights payable to Steria for using the software.

3) What is the total cost of its implementation (including any upgrades required for existing computers/networks etc)?

Implementation is not yet finalised. Final costs of implementation are estimated to be £1.33m.

4) How long was the consultation process before deciding which command and control system to use?

The consultation process relating to this procurement followed the European tendering rules and began on receipt of the Invitation to Tender documents on 29th January 2008 and concluded on 14th April 2008 following discussions by the Force Command Team. Internal consultation regarding business change has been underway for a number of years.

5) Who did the consultation team actually consult with reference to forming a list of requirements?

Consultation involved other police forces and internal West Yorkshire Police departments; Communications Division, IT Department, Force Training School, Territorial Divisions, and staff involved in other projects linked to this Command & Control project

Police forces providing information do not use generic systems, nor are the procedures used for capturing the data the same. It should be noted that for these reasons this forces response to your questions should not be used for comparison purposes with any other response you may receive.
