MINUTES August 4, 2015 7:00 p.m.

The City Council of Nicoma Park met in the Council Chambers at 2221 Nichols Dr., Nicoma Park, OK. 1. CALL TO ORDER The meeting was called to order by Mayor Cochell at 7:00 p.m.

Invocation and Flag Salute.

Roll Call:

2. HIGHLIGHTS AND CONCERNS The Mayor mentioned the sewer project was moving along and we have until July 1, 2016 to complete.

3. CONSENT AGENDA The Consent Agenda includes routine items that can be approved by one motion of the Council. If any proposed item does not meet with the approval of the Council, said item will be removed and placed under the Business Agenda. The following items are recommended for consideration: a. Minutes of the July 7th Special and Regular Meetings. b. Payment of July Claims. c. Payment of July Payroll and Benefits in the amount of $61,386.51 (includes $500 Mayor; $500 City Attorney and $700 Judge) d. Approval of August estimated payroll in the amount of $60,000.00.

A. Approval of a Move-In Application from Gary Kelly on behalf of David Frey for the property located at 12109 NE 26th Street. Mr. Frey wants to move in a house to be used as a residence. The house is currently located at Harris House Moving. The Planning Commission recommended approval at their July 16th meeting.

MOTION BY Kolar; SECOND BY Vickers, to approve the Move-In Application. AYE VOTES: Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: Pumphrey. MOTION CARRIED

B. Approval of 2015/16 Association of Central Oklahoma Governments (ACOG) Membership Dues in the amount of $1,526.00.

MOTION BY Wiegert; SECOND BY Foughty, to approve payment of the ACOG Membership Dues. AYE VOTES: Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: Pumphrey. MOTION CARRIED

C. Renewal of Fire Equipment Agreement between the City of Nicoma Park and Oklahoma County. This agreement covers July 1, 2015 through June 30, 2016 and authorizes the Fire Department to use equipment for the purpose of providing firefighting and rescue services to persons and property located within the unincorporated areas of Oklahoma County.

MOTION BY Wiegert; SECOND BY Foughty, to approve renewal of the Agreement. AYE VOTES: Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: Pumphrey. MOTION CARRIED

6. NEW BUSINESS This item is listed on the agenda to provide the opportunity for City Council discussion and/or action on items which may arise, and which could not have been known about, within 24 hours prior to the meeting.

7. REMARKS Remarks from the public or members of the governing body. No action can be taken.

8. EXECUTIVE SESSION A. Discussion and possible action on the FOP FY 2015/16 Contract. Executive Session requested under the provisions of 25. O.S. Sec. 306(B)(2).

MOTION BY Foughty; SECOND BY Kolar, to go into Executive Session at 7:08 p.m. AYE VOTES: Wiegert, Kolar, West, Vickers, Foughty, Cochell. NAY VOTES: None. ABSTENTIONS: None. ABSENT: Pumphrey. MOTION CARRIED

The Regular Meeting was called back to order at 7:15 p.m.
