City of Bloomfield City Council Meeting Regular Session June 27, 2011 6:30 P.M.

Mayor Scott Staggs called the meeting to order. Those present were: Randy Supancic, Donna Deardorff, Patricia Wilson, Donna Medlin and Robin Northern. The meeting was opened with the Pledge of Allegiance followed by a moment of silence.

Public comments: Marilyn Gill was present and asked if a water/street superintendent had been hired yet. Mayor Staggs stated we were taking application until July 8, 2011.

Steve Larsen was present and asked the council how much money was in the City CD’s. Mayor Staggs stated there was six (6) CD’s totaling $458,589.50

Jim Roach was present and asked about getting his water meter raised up level to the ground at his property at 204 Christian Dr. Also, Dennis Hutchison at 202 Christian Dr. needed a hole at the end of his drive patched. Mayor Staggs stated we would put a work order in for both of these issues.

Approve minutes: June 13, 2011 – Ald. Medlin moved to approve the regular and closed session minutes of June 13. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Merchant license: None

Building permit(s): David Battles – 202 Franklin, Bloomfield, MO. The council decided to wait on approval of this permit and asked that Mr. Battles come to the next meeting.

Terry and Lois DeJournett – 1113 N. Prairie, Bloomfield, MO. Ald. Deardorff moved to approve this permit. Ald. Supancic seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Robert Jennings – 302 N. Reed, Bloomfield, MO. Ald. Supancic moved to approve this permit. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Old Bus: Cathy Walter with USDA was present and explained to

(1) the council the police department grant was declined therefore the City would need to look at other avenues.

City Attorney Robin Northern stated the lot the City sold to Cathy Bates at the Industrial Park had a restriction on the deed and Ms. Bates wanted to have this restriction removed. After much discussion Ald. Deardorff moved to keep the restriction on this property as was originally set up. Ald. Supancic seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – abstain, Ald. Medlin – aye.

Kenny Johnson was present and stated he had received three applications for open spots on the fire department and with the council approval would like to fill those with: Thomas Forkum, J.D. Qualls and Brian Garrett. Mr. Johnson stated they would be on six (6) months probation and would have to follow new guidelines that had been implemented at the fire department. All council members approved the hiring of these three applicants.

Ald. Supancic made a motion to remove the fluoride treatment from the City water effective June 29, 2011. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Ald. Medlin moved to have private fireworks in town on July 4th per City Ordinance. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Ald. Medlin amended her previous motion to also include fireworks are to end by 10:00 p.m. on July 4th. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Ald. Deardorff moved to terminate the B.A.N.C. donation due to State Law guidelines. Ald. Supancic seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Mayor Staggs stated due to budget cuts the council would need to cut the Chamber of Commerce Christmas light expense from $500.00 to $250.00 for this next budget year. Ald. Supancic made a motion to do away with the purchase of light completely for this budget year. Ald. Medlin seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye. Ald. Medlin – aye.

Mayor Staggs asked if there was anything further to discuss in regular session, if not for a motion to adjourn and go into

(2) closed session per 610.021 (3). Ald. Wilson so moved. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

(3) City of Bloomfield Back in Regular Session June 27, 2011

Mayor Staggs stated there wasn’t anything to report from closed session.

Ald. Wilson suggested that an ad be put in the local paper that the City would not be responsible for the clean up or removal of any trees or debris on any private property and should there be a question of right away the resident would need to contact City Hall first. All council members were in agreement of this.

Mayor Staggs stated the next budget meeting would be Thursday June 30th at 6:30 p.m.

Mayor Staggs asked if there was anything further to discuss in regular session if not for a motion to adjourn the meeting. Ald. Medlin moved to adjourn. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.
