Wyoming State Trail Crew Projects Application-2014

The Wyoming State Trails Program is currently accepting applications for State Trail Crew projects to assist trail managers in Wyoming during the 2014 field season. With financial assistance from Wyoming Snowmobile and ORV Programs, a State Trail Crew is available to perform maintenance, rehabilitation and development work on trails across the state. The best part is that assistance from the State Trail Crew is available at no cost to your agency.

They will have the following equipment available for projects: 1-SWECO Trail Dozer equipped with a 4’ wide dozer, ripper, tine rake, slope board and backhoe/thumb; ASL, 4’ wide, tracked skid steer type loader, 2- Cat skid loaders with attachments, 2- rubber track mini excavators, ten yard dump truck, Cat IT14 wheeled loader, 2 – ATV gravel trailers, jackhammer, rock drill, boulder buster, post hole augers, chainsaws, ATV’s, Polaris 6X6’s and miscellaneous other hand tools. Equipment operators will be provided along with additional crew members to perform handwork. It is important that you explain in your application both the equipment needs and the number of workers required for your project to help us in project selection and for effective scheduling of the overall Trail Crew’(s) time.

Applications for projects will be accepted until December 1, 2013. An “Application for Assistance” is attached. One application should be submitted for each proposed project. If you have photos of the project area, please include them to help facilitate our decision process.

Our Trails Staff, Ron McKinney, Trails Program Manager, Cell 307-349-2886, Office 307-332-5036 and Josh Milek, Trails Regional Supervisor, Cell 307-349-4778, Office 307-335 -8229 are available to help you prepare your project applications. Please contact them for assistance prior to preparing your application since they can help you sort out questions and priorities. There is no limit to the number of project applications that may be submitted by each agency or management unit. While priority will be given to projects that facilitate multiple uses and allow at least one type of motorized use (since funding for this program is derived entirely from motorized users). The Trail Crew is not equipped to work on projects without minimal motorized access to the project area .The Trail Crew is unavailable for projects that are accessible solely by hiking or packing into an area to work for several days from a remote base camp.

Selection of projects for the 2014 Trail Crew season, including tentative priorities, shall be made by May 1, 2014. Trails Program field staff will attempt to make personal contact and perhaps conduct field visits prior to final project selections. The tentative work season for the State Trail Crew will be June through October 1, 2014.

Availability of State Trail Crew for Projects-2014 Application Deadline December 1, 2014 Responsibilities of the host land managing agency shall include: 1. Obtain all required NEPA clearance and/or required permits prior project commencement. Public access easements must be current and valid. 2. Submit applications that have been carefully thought out and planned in advance versus projects that require substantial assistance from the State Trails staff when they arrive at the project to “make things up as they go”. The State Trails staff is available for technical assistance, however this should occur during the project application process rather than when the crew arrives on site to do the work. 3. Available for site visits, in a timely manner, when requested during the project selection process and be available for field coordination in advance of the Trail Crew arrival to work on the project. 4. Provide on-the-ground engineering, direction and coordination for the Trail Crew during the project. 5. Provide materials required for the project. The Trail Crew may be able to provide signing and other miscellaneous materials. Please specify in your application if you are requesting assistance for signing or other materials, along with estimated quantities. 6. If the project involves other labor (agency or volunteer), provide all necessary supervision and coordination to ensure the “other labor” is present when needed to accomplish the project in conjunction with the Trail Crews schedule.
