AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AUTHORIZING AND DIRECTING MATTHEW B. PERKINS, MAYOR, TO EXECUTE AMENDMENT NO. 1 TO THE ELECTRICAL ENGINEERING DESIGN SERVICES AGREEMENT BETWEEN THE CITY OF ASHLAND, KENTUCKY AND MAG SERVICES, LLC FOR THE WATER PUMP STATION GENERATOR INSTALLATION PROJECT ADDING DESIGN SERVICES FOR FOUR (4) ADDITIONAL PUMP STATION LOCATIONS AT A COST OF $15,900.00.

FISCAL NOTE: Services will be provided on an hourly rate not to exceed basis, with a total not-to-exceed amount. This will complete engineering on all generator installations eligible at this time and will be funded with Utility Bond Proceeds.

b. Second reading and final adoption of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AUTHORIZING AND APPROVING PHASE 6 OF THE GLA-LOW OF ASHLAND, LLC APARTMENTS AND AUTHORIZING AND DIRECTING MATTHEW B. PERKINS, MAYOR, TO EXECUTE THE PHASE 6 APPROVAL REGARDING THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, SECTION 8 PROJECT-BASED VOUCHER PROGRAM FOR THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT.

FISCAL NOTE: Full proposed cost is $39,024.00 per month totaling $468,288.00 per year for the project. The contract length is 15 years with one 5-year extension. This action does not increase the cost of the contract.

c. Second reading and final adoption of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AUTHORIZING AND DIRECTING MATTHEW B. PERKINS, MAYOR, TO SUBMIT THE FY 2021 GRANT APPLICATION FOR AMERICAN RESCUE ACT FUNDING IN THE AMOUNT OF $1,149,331.00 TO THE FEDERAL TRANSIT ADMINISTRATION ON BEHALF OF THE ASHLAND BUS SYSTEM FOR OPERATING COSTS, PREVENTATIVE MAINTENANCE, PARA TRANSIT SERVICE, MAINTENANCE PAYROLL AND CAPITAL EXPENDITURES; AND FURTHER AUTHORIZING AND DIRECTING MATTHEW B. PERKINS, MAYOR, TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY FOR THE IMPLEMENTATION OF THIS GRANT.

FISCAL NOTE: Federal Transit Administration additional grant funds of $1,149,331. These funds will cover Ashland Bus System operational costs at 100% and eliminates usually required General Fund 50% match for FY 2022.

d. Second reading and final adoption of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AUTHORIZING AND APPROVING CHANGE ORDER NO. 2 BETWEEN THE CITY OF ASHLAND, KENTUCKY AND ORDERS CONSTRUCTION COMPANY INC. INCREASING THE CONTRACT AMOUNT BY $50,076.00 AND AUTHORIZING AND APPROVING CHANGE ORDER NO. 3 DECREASING THE CONTRACT AMOUNT BY $3,220.10 RESULTING IN A NET INCREASE OF $46,855.90 FOR A CONTRACT FOR THE CONSTRUCTION OF THE ASHLAND WATER TREATMENT PLANT SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM (SCADA) FOR THE DEPARTMENT OF ENGINEERING.

FISCAL NOTE: Original Contract Amount - $3,195,800.00. Change Orders Approved - $27,382.18. Revised Contract Amount - $3,273,258.18. Requested Change Orders - $46,855.90. Revised Contract Amount following approval of change orders - $3,270,038.08. Project funded with Utility Bond Proceeds.

e. Second reading and final adoption of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, DESIGNATING 15-MINUTE PARKING SPACES IN THE 1400, 1500 AND 1600 BLOCKS OF WINCHESTER AVENUE AND THE 1700 BLOCK OF CENTRAL AVENUE AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE.

FISCAL NOTE: Minimal parking fine revenue for violating 15-minute parking.

f. Second reading and final adoption of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AUTHORIZING AND DIRECTING MATTHEW B. PERKINS, MAYOR, TO EXECUTE THE REVIZE WEB SERVICES SALES AGREEMENT BETWEEN THE CITY OF ASHLAND AND REVIZE LLC IN THE INITIAL AMOUNT OF $8,400.00 FOR THE FIRST YEAR AND $4,700.00 PER YEAR THEREAFTER FOR A PERIOD OF FOUR YEARS FOR WEBSITE REDESIGN, DEVELOPMENT AND IMPLEMENTATION SERVICES FOR THE CITY OF ASHLAND.

FISCAL NOTE: Adequate City funds are budgeted to cover this expense.

a. First reading and approval of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, GRANTING A 2.9 PERCENT CONSUMER PRICE INDEX (CPI) INCREASE RETROACTIVE TO JULY 1, 2020 TO ELIGIBLE EMPLOYEES OF THE CITY OF ASHLAND. Board of Commissioners Page - 3 -

b. First reading and approval of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AMENDING THE SALARY CHART OF THE "POLICIES AND PROCEDURES, COMPENSATION PLAN AND CLASSIFICATION PLAN" AS ADOPTED BY ORDINANCE NO. 51, SERIES OF 2017, AS PREVIOUSLY AMENDED.
