(F)-1: ADD ON TO THE EXISTING KING CHILLY/GINGER/ TURMERIC DRYING AND PROCESSING UNIT OF M/S ARUNACHAL SPICES UNIT AT NAMSAI UNDER INFRASTRUCTURE AND ASSETS (INNOVATION AND AGRI. ENTERPRENEUR DEVELOPMENT) UNDER R.K.V.Y.-RAFTAAR FOR THE YEAR 2018-2019:

 BRIEF INTRODUCTION: The M/S Arunachal spices under the ownership of young educated Agripreneur Shri Amat Namchoom located in Namsai district is presently processing the King Chili and marketing abroad. This have greatly diverted the opium infested Khampti, Singpho, Tangsa, Tutsa and Mishmi tribal community in Namsai, Lohit and district of . King Chili apart from local consumption is now commercially grown in these areas in particular and all the eastern district of Arunachal Pradesh in general. Besides processor the general king chili farmers are benefiting immensely from this venture and the farmer in the locality are producing more and more with assured market of their products.

The wide extent of the adjoining area of Namsai is also suitable for growing Ginger and Turmeric crop and thus the farmer’s produce of these crops fetches them very low price in absence of assured market and processing unit. Proper market outlets, processing and value addition to their produce is limiting the Ginger and Turmeric Production in these areas. The present agripreneur realizes the scope and potentials of ginger and turmeric processing unit to tap the fresh ginger and turmeric and to process to add values for marketing.

Otherwise also Ginger and Turmeric are most suitable crop in Arunachal Pradesh and are produced along the foot hill district of Arunachal Pradesh. They are grown under kharif rainfed in jhum and upland field. Due to bulky the produce are not properly marketed or are marketed at thrown away price to the vendors. In order to process the excess ginger and Turmeric produce it is proposed to establish Ginger/Turmeric dryer and processing unit at M/s. Arunachal species processing unit, Namsai in district as add on to the existing King chili drying and processing unit under RKVY-RAFTAAR 2018-2019. Complete set of power operated dryer, processor with other accessories in a separate work shed shall be established in order to dry and process the surplus ginger/turmeric production in these areas. This will open a new horizon for the local entrepreneur to set up more of such processing unit in the locality. The poor, small and marginal farmer in the locality will have assured market of their produce and this effort will encourage them to grow more in future. i. CONTEXT/BACKGROUND:

The state department of Agriculture, Arunachal Pradesh nor any private parties owned any processing of Ginger and Turmeric in the state, Except the M/s. Arunachal Spices in Namsai district. The excess fresh produce of king chili are being value added by drying, processing and are market both in domestic and abroad getting very good remuneration. The local farmers are happy and many are who are associated in this processing unit are employed directly or indirectly both part and full time. Establishment of Ginger and Turmeric processing unit with all accessories as an add on to the existing King chilli unit will boost the rural farming community and will create and employ more in the pursuit of collection, grading, drying, processing, packing and marketing etc.

ii. PROBLEMS TO BE ADDRESSED:

The surplus produce of fresh Ginger and Turmeric fetching very low price in the nearby areas can be processed in the processing unit and shall be sold at higher price. This venture will also employ more locals and our farmers will get assured market of their produced. This will also encourage the local agripreneur to set up more of such units in future to cater to the needs of local ginger and Turmeric Farmers. iii. AIMS AND OBJECTIVES:

 To process the excess produce of Ginger and Turmeric produce in the nearby areas.  To provide employment opportunity to the local unemployed youths.  To provide assured and higher return from the Ginger and Turmeric crop.  To encourage development of local agripreneur to set up more of such processing unit in the locality to cater the services of the farmers. iv. STRATEGY:

The ginger and turmeric processing unit with all accessories shall be set up in the same locality of M/S Arunachal Spices, Namsai for better coordination and work accessibility. The present self employed staff shall handle the processing unit with addition of man power. The proprietor of M/S Arunachal spices, Namsai shall be responsible for proper layout, construction and operation of Ginger/Turmeric drying and processing unit under his authority. The fresh produce of both ginger and turmeric form nearby areas shall be process and sale the finished packed products to the merchant for further marketing. v. TARGET BENEFICIARIES:

It will benefit the Ginger and Turmeric growers of Namsai, Changlang, and which are high Ginger and Turmeric producing district besides all the eastern district of the state. It will also provide employment opportunity to the local people and the M/S Arunachal spices can cover more activities and earn more while providing services to the poor, small and marginal farmers.

Vi. MANAGEMENT:

The actual estimate required to construct works shade, machineries and power connection within M/S Arunachal spices complex Namsai shall be prepared by the Deputy Director Agriculture, Namsai in consultation with proprietor, which will be processed to the state Govt. for consideration under RKVY-RAFTAAR fund. After obtaining approval, it will be handed over to an engineering department for execution and implementation of work. Installation of dryer, processing unit machines and proper power connection shall be taken care of by the Deputy Director Agriculture, Namsai and the proprietor M/S Arunachal spices. Once built it shall either be operated by the M/S Arunachal spices, Namsai themselves or outsource to the parties for better and smooth functioning of the processing unit.

viii. TIME FRAME:

After obtaining sanction, the paper formalities for tender bidding shall be done to assign an agency to execute the work. It shall be done in the particular financial year, but the best working time in Arunachal Pradesh is from November to first fortnight of May next year. However it shall be completed in the current financial year. ix. COST BENEFIT ANALYSIS:

The cost of establishing a Ginger and Turmeric dryer and processing unit as add on to the king chilli processing unit at M/S Arunachal spices, Namsai shall be immense source of income for the fresh ginger and Turmeric producer in the locality. The surplus produce of fresh ginger and Turmeric around the farm localities can be processed thereby providing assured market of their product and provide more profit and employment to the proprietor M/S Arunachal spices and the poor and small farmers will get the benefit and the services that this processing unit shall provide to the nearby farmers as a whole in long run to raise economy and standard of rural farmer.

x. RISK ANALYSIS:

The erratic power supply may delay and hamper the working of the dryer and processing unit. Prolong power supply cut as often seen in the state due to cloudburst, land slide and flood may lead to rooting of the fresh Ginger and Turmeric which cannot be stored in fresh form for so long. If such situation persists the processing unit may not earn much profit as planned. The machinery technical break down may also lead to temporary halt of processing as the mechanics who know the machine stays at distant place. xi. OUT COMES:

The M/S Arunachal spices, king chili processing unit at Namsai will undertake more volume of work by additional processing of ginger and turmeric. Fresh ginger and turmeric produce in the area can be collected and process to earn more by way of value adding their produce. The labour can be engaged fully during off season and increase income. The poor and small ginger and Turmeric farmer around these Namsai shall have assured market of their produce which will encourage them to produce more and if necessitated more such processing can be set up in future to cater to the needs of the farmer.

Xii. Evaluation:

Evaluations shall be done by the field visit of district authority to the M/S Arunachal Spices, Center Namsai, Senior Officers from Directorate, Representatives of Accountant General Arunachal Pradesh, audit inspector from the Director, Audit & Accounts, Inter Department Monitoring Team, Govt. of Arunachal Pradesh, Performance Auditor and Third Party Evaluation from Ministry of Agriculture and Farmers Welfare, GOI from time to time.
