II. Perungudi Project - Brief overview of the services and challenges faced by community at Perungudi

a. Area Description

The New LEED office is situated at Kallukuttai, which is part of the Perungudi area. This is dubbed as “Arrival City” (a slum dwelling) with 20,000 houses. Most of the houses are either thatched huts and or made of asbestos sheets and waste material which is mostly landfill that is dumped from the city corporation limits into this slum area.

The area has the Mass Rapid Transit System- Perungudi railway station as the most prominent landmark. Most of the residents are employed as construction workers and the women folk are either employed as housekeeping staff in offices or work as house-helps. In some cases, they are unemployed and depend on their husbands. The men mostly are alcoholics and entertain bad habits that ruin their families. These habits have an ill effect over their health as well as on the economic conditions and hamper normal relationship with their family.

Though most of the children are sent to the nearby government schools, many among them lack necessary nutritional food. This puts the children to risk of poor health and immune deficiency related health disorders and malnutrition.

b. Basic services

• Most of the residents here have Family Ration Card, Voters Identification card and Electricity connection. Despite these mandatory basic facilities which are to be provided to every resident here, people have severe problems in getting these identification cards.

Annual Report - 2018 • Lack of legal land document (Patta) for the land/house they live in. This makes them vulnerable and susceptible to unwarranted raids which are not legal and fear of losing their homes unannounced. LEED does its best to provide services to help secure their future through its many services.

• No announcement from Central / state government for eviction, destruction or rehabilitation process.

• Tahsildar office (Assistant collector & Executive Magistrate (Class II) revenue administrative officer holds court related to land, Tax and revenue matter) is located in .

c. Educational Services

• Pre-school (Balwadi) run by NGO- ‘Asha Nivas’ • Chennai higher Secondary School, Perungudi, 2Km from The New LEED • Chennai Higher Secondary School, Taramani, 3km from The New LEED • St. Anthony’s Higher Secondary school (Government Aided), near TANSI Nagar, , 2.5km from The New LEED • Colleges and Polytechnic Institutions - Velachery, and . The nearest college is the Guru Nanak College of Arts & Science which is 5 km from The New LEED Trust • Women’s polytechnic college in Kasturibai Nagar.

d. Health Services

• Private hospitals located in Velachery (2Km from this area) • Tamilnadu Multi-speciality Hospital near Railway Station • Rajiv Gandhi General hospital, central Government hospital in and . • Other PHC located in Thuraipakkam.

e. Water and Sanitary Situation of the area

• Sanitation is a major concern as very few houses have individual toilets with individual septic waste tank • Metro water supply happens twice a week • Domestic and industrial garbage is dumped in the area. This makes the place hazardous and unliveable due to the putrefying effects of the landfills and dumps • No government support to dispose the garbage. • There are no proper roads or streets and it becomes very difficult to live in this area during rainy season. Small rainfalls flood the street which mixes up with the open sewers and brings in dirty water which then stagnates for as long as 3 to 6 months.

f. Political situation

• Corruption in purchasing or selling of lands which has no proper land documents. • People living in the area are of mixed race, different caste and community, with various political party affiliations.

III. Programs

Community based programs is a social program with participatory approach for community development and it involves community stakeholders in the process. In the year of 2018, The New LEED Trust conducted Community Programs for the children, adolescents, youth and women groups on various topics like, Health, Hygiene, Career, Environment etc. The purpose behind the program is to make the people aware of their rights, duties, availability of welfare schemes and guide them towards development.

1. Skill Development Training Program (SDTP)

a. Computer Training

The main objective of this program is to engage children in purposeful activities which would allow them to grow personally and academically. This computer training program would train children to know the basics of computer. The syllabus is framed especially for slum children to make them computer friendly. Computers are considered as elite learning and a dream for slum children and this program allows children to utilize their leisure time conservatively.

Computer Literacy Program was started in 2011 for the employment opportunity of the community people as part of the self-sufficiency program. The program consists of two courses: i) Diploma in Computer Application and ii) Basic Type writing course. This program is open to all people from the community. Interest to learn is the only eligibility criteria set by the LEED. This program has enabled 20 students so far to complete the course successfully this year.

b. Tailoring and Embroidery

During the baseline survey and need assessment, it was identified that the majority of women are interested in learning tailoring. Women who are separated, widowed, women who want to support their family and also women who have difficult family situations, showed most interest in this area. Tailoring classes for women in Perungudi was started in June 2011. This is a six months certification course. This program has enabled 40 women to complete the course successfully in the past year.

c. Basket making

This is another important project of LEED where we give training to women in the community for basket making and provide employment opportunity for those who are trained. This program enables them to earn Rs 3000 to 5000 on a monthly basis. Most of the women who participate in this program are single mothers, widows, women with difficult family situations. Totally we have 18 women baskets weavers. This year, we participated in various exhibitions by setting up stalls for wire basket .Mrs Poongothai and Ms. Dhivya Bharathi sold around 158 baskets this year.

Annual Report - 2018 2. Activity Based Supplementary Education Program (ABSEP)

a. Activity Centre

Most of the children in this area are sent to the nearby government schools, many among them lack good education. There are cases where even a 10th standard student is not able to read Tamil and English and not even know the simple arithmetic of addition and subtraction. Most of the parents are illiterate in this area and so are not able to guide their children in their education. This made LEED to work in this filed.

This year LEED started this Activity centre and Ms. Pavithra (Bachelor of Commerce 3rd year) and Mrs. Sharmiladevi (Bachelor of Arts), take care of this activity centre in the evening from 4.00 PM to 7.00 PM. Nearly 90 students are benefited by this activity centre each day. The tutor guides the children for their educational and moral development and creates awareness about social problems they face. Children of this Activity centre have shown a huge difference in their education and social activities than the other children in the community, thanks to the success of this program.

b. Library for the Youth and children

These programs are done by Field Social workers in a systematic manner through Surveys, Visits, Selection meetings, Permission visits, Observation visits, Regular Home visits, Second-last visits, Phase out Meetings, End visits, Evaluation visits, Re-visits.

4. LEED Rotary Medicare Centre

Better health is central to human happiness and well-being. It is also a fundamental right of human beings to enjoy the highest attainable standard of health ("the right to health" WHO, 2015). However, there are numerous factors that hinder the people in Kallukuttai, from attainment of sound health. One of the major factors is an absence of medical center in the community. The people are denied adequate access to health care; their right to health is endangered.

We, The New LEED Trust, aspire to help the people enhance their quality of living by addressing this issue. We aim to establish a medical center in the community, which empowers the people with multiple health aspects, for example, that is prevention and treatment of disease and illness; it imparts the health-related information and knowledge and prevents the people from falling into ill-health and it provides them with adequate medical treatment when needed. Overall, having a medical center will make an essential contribution in assuring and enhancing their health and well-being in the community.

With the effort of the New LEED Trust and Rotary club of Madras, on 1st July’2015 Medicare centre was established in Perungudi Kallukuttai. This Medicare Center is operational in the evening from 7:00 PM to 9:00 PM weekdays.
