    To: NOW Board of Directors From: Linda Berg Date: July 10, 2019 Political Report 2019 Elections Only 4 states have legislative elections in 2019: Virginia, Mississippi, Louisiana and New Jersey. Although each state’s election is important for redistricting and legislative goals, we are prioritizing Virginia because of its unique opportunity to elect a legislature which can deliver the final state for ERA ratification. If 2 seats are flipped in the House of Delegates and State Senate the Democrats will control the legislature as well as the executive branch. Virginia has been trending more blue, and we made historic gains in the 2017 elections. Victory is within our reach, and with it enormous opportunity for constitutional equality. NOW is working closely with the Feminist Majority to develop a winning field Virginia plan. Additionally, since ominous reproductive rights legislation has been coming out of Louisiana we hope to take advantage of opportunity for feminist change in that state. 2020 Elections It is very exciting that there are still 5 previously NOW PAC endorsed incumbent members of Congress still in the presidential race: Elizabeth Warren, Kamala Harris, Amy Klobuchar, Kirsten Gillibrand, and Tulsi Gabbard. All of them did well in the first set of presidential debates and the further this field continues the more normalizing it will become to have women seriously contending for the office. Although the field looked bright as we looked ahead to the 2020 Senate races, our opportunities have narrowed. We need to pick up 3 seats if we win back the presidency and 4 seats if not.

    ILLINOIS CONGRESSIONAL DELEGATION 117th Congress Two Senators represent each state in the U.S. Senate and are elected to serve six-year terms. U.S. Senator Dick Durbin (D) of Springfield was elected to represent Illinois for a fifth term in 2020. Tammy Duckworth of Hoffman Estates (D) was elected to the U.S. Senate in 2016. (See pages 16-19 for U.S. Senator photos and biographies.) In the November 2020 general election, Illinois voters elected 18 candidates to serve in the U.S. House of Representatives for two-year terms. Thirteen Democratic and five Republican U.S. Representatives were elected to serve in the 117th Congress. The November 2020 general election was historical, with the most women ever elect- ed to serve in Congress. Democrat Marie Newman and Republican Mary Miller — repre- senting districts that were previously held by men — added to the increase of female Representatives. Newman definitively won the general election to represent the 13th District after defeating 16-year incumbent U.S. Rep. Dan Lipinksi (D) in the March pri- mary. Miller won the 15th District seat that was previously held by U.S. Rep. John Shimkus (R), who served 12 terms in Congress and opted not to run for reelection. Since 1818, Illinois has had a total of 20 female U.S. Representatives. In 2021, seven are currently rep- resenting our state — a record-breaking total.     1 Mayoral Election in Evanston, Illinois: In the Wake of Covid-19 I Logistics On February 23, 2021, Evanston, Illinois had a Local Primary Election. The ballot included races for aldermen, City Clerk positions, and mayor. Each city in the United States dictates how local elections are held. Evanston only holds local primary elections for mayoral candidates if there are more than two candidates, and this year there were three: Daniel Biss, Lori Keenan, and Sebastian Nalls. In Evanton, when there is a primary election, if one of the candidates running for mayor receives a majority of the votes, they win by default; however, if none of the candidates receive a majority, then the two candidates with the most votes will face off again in an April election. If a primary election was forced, meaning there were initially only two candidates, then only one election in April takes place rather than a primary and subsequent election.1 In the case of the recent mayoral election, Daniel Biss received a majority of the votes in the primary election so there was not a secondary race in the later April election. II Candidates, Campaigns, and Covid-19 The Daily Northwestern, the self-proclaimed “only daily news source” of Northwestern and Evanston, links information in an article entitled “Everything you need to know about Evanston’s municipal primary” which lists information about each of the three mayoral candidates that ran in the recent mayoral race; the first candidate listed was Daniel Biss.2Daniel Biss’s campaign focused on a positive future for Evanston, especially in the wake of Covid-19.

    2020 Illinois General Election Results DISCLAIMER: All noted races below have not been certified by the Illinois State Board of Elections and are subject to change. With the massive upswing of mail-in-voting this year, it is HIGHLY likely that many races will not be final until all ballots are in. In Illinois, ballots that are post-marked for Election Day have 2 weeks from Election Day to arrive and be counted. As a result, many of the close races noted below could change and we have marked some races as too close to call. The University of Illinois System Office of Governmental Relations will keep you updated as the Illinois State Board of Elections updates these races. Note, the State board of Elections has listed December 4th as its date to certify the vote and publish official results. GRADUATED INCOME TAX AMENDMENT The constitutional amendment allowing the State of Illinois to implement a Graduated Income Tax failed at the ballot box with a vote of roughly 45% in favor and 55% opposed. The constitutional amendment needed a simple majority of all voters in the election to pass it or 60% of people who specifically voted on the amendment. The FY 21 budget negotiated on and passed in May was balanced, in part, on the projected revenues from the new graduated income tax. The consequences of this could be severe for higher education funding, as Gov. Pritzker has noted that there will need to be major cuts to public safety, education and human services in order to close the budget gap.
