Biographical Sketch: Alan Butterworth Plaunt was born in Ottawa on March 25, 1904 to Francis Xavier and Mary Amelia (Butterworth) Plaunt. The family was financially comfortable due to involvement in the lumber and railway tie business in the Ottawa area. Plaunt was educated at University College, University of Toronto (B .A. 1927) ; and Christ Church Oxford (B .A. Honours in modern history, 1929) . At the University of Toronto he was a member of the Kappa Alpha Society and its Secretary during the 1925-26 academic year. He had a lifelong interest in radio broadcasting and he sympathised with the recommendations of the 1929 Aird Royal Commission on Radio Broadcasting . His belief in a publicly owned system lead both he and Graham Spry to found the Canadian Radio League in 1930. Plaunt helped establish the Canadian Radio Broadcasting Commissio n (CRBC) in 1932 and its successor the Canadian Broadcasting Corporation (CBC) in 1936. He remained with the CBC until his resignation in 1940 . Plaunt was a member of the League for Social Reconstruction and in 1933 he founded the New Canada Movement to enlighten rural youth about farm problems and the need for a changed social order. Through his various activities he was closely acquainted with David Lewis , Eugene Forsey, Frank Underhill, Frank Scott, and George Grube. Plaunt was married to Dorothy Plaunt Dyde and he died of cancer on September 12, 1941 . Scope and Content : The Plaunt correspondence contains a detailed record of the events surrounding the history of the Canadian Radio League, the Canadian Radio Broadcasting Commission (1932), and the Act creating the Canadian Broadcasting Corporation. The fonds consists of four series: Personal Papers, the Canadian Radio League, the Canadian Broadcastin g Corporation, and Dorothy Plaunt Dyde. Fonds contains correspondence, financia l records, subject files, clippings, reports, submissions, publicity material, and other documentary forms. Notes: Title based on contents of the fonds . It is assumed that all of Plaunt's papers came from Mrs . Dyde. No restrictions on access . No further accruals expected. 2 Series: Personal Papers . – 1930-1941 . Series consists of materials on radio as well as Plaunt's interest in civil rights, th e New Canada Movement, and Canadian foreign policy . Series consists of incoming and outgoing correspondence, subject files, and a photograph of Plaunt . Canadian Radio League. – 1930-1936 ; predominant 1930-1932 . Founded on December 8, 1930 by Alan Plaunt and Graham Spry, the Canadian Radio League promoted public ownership of Canadian radio . Plaunt was the honorary secretary and financial backer of the organisation. Supported by former fraternity colleagues of both Plaunt and Spry as well as some notable Canadia n figures, such as Louis St. Laurent and Newton W . Rowell, the CRL was an active pressure group. Series consists of organisation index cards, correspondence, notebooks, financial records, minutes, press releases, publicity material, statistics, printed material , newspaper clippings, and working papers . Canadian Broadcasting Corporation. – 1936-1942. The Canadian Broadcasting Bill was read and passed in the House of Commons in June 1936 and the Broadcasting Act was proclaimed law on November 2 of the same year. The resulting Canadian Broadcasting Corporation (CBC) was to regulate private broadcasters . The CBC had a chairman and a policy board of nine (later eleven) members of which Plaunt was one. Gladstone Murray, a former assistant controller with the British Broadcasting Corporation was named the first General Manager of the CBC . Series consists of an organisation file, correspondence, memoranda, minutes and agenda, speeches, writings, financial records, reports, submissions, programmin g records, notes, clippings, legislation, records relating to the Havana Conference and from parliamentary committees. Dorothy Plaunt Dyde . – 1941-1962 . Series consists of general correspondence collected by Mrs . Reviewed by: William Straw Carlton University Foundations, Alan Plaunt and The Early Days of CBC Radio Michael Nolan CBC Enterprises, 1986 Toronto, Ontario This book is very aptly named, for it was Alan Plaunt, more than any other individual, who set the philosophical and organizational foundations of the CBC and its progenitor, the Canadian Radio Broadcasting Commission. Plaunt's pivotal role in the genesis of public broadcasting in Canada was initially set out by Michael Nolan as his doctoral study for the University of Western Ontario where today Nolan teaches at the Graduate School of Journalism. CBC Enterprises published Nolan's work along with several other books in the fall of 1986 in celebration of CBC1s 50 years of public broadcasting service. The 162 page narrative is enhanced by its thorough footnoting and seven pages of reference sources on Canadian broadcasting history. Nolan's study is particularly detailed with regard to Plauntls English-French family background, his education, (straight Cs at the University of Toronto and only third class honours at Oxford), his politics, his friends, the forces that shaped his beliefs, the several causes he gave his energies to, his contradictory personality, and his extraordinary organizational skills. During his two years at Oxford (1927-291, Plaunt was a keen observer of the BBC in its first decade under the dominating leadership BOOK REVIEWS 89 of John Reith. Plaunt became a believer in Reith's approach to state-owned development of radio with its underlying philosophy that broadcasting's public service potential was too great to permit it to become a commercially oriented mass medium.

The decision of the Privy Council in 1931 to vest control of broadcasting in the federal government, therefore, invited Dominion participation in radio education. With the establishment of the CBC, and the implication that it was to develop radio's educational potential, the possibility of having national radio education became more real. National radio education developed in response to four general forces. First, as the depression closed, the CBC was able to stabilize its financial situation, evolve a policy on controversial programming, establish co-operative relations with certain voluntary educational associations, and sponsor a national investigation into school broadcasting.
