Objectives and Final Agenda

Rationale

Following the recommendations of the International Wildland Fire Summit (2003), the foundation of the Global Wildland Fire Network, and the recommendations of the 4th and 5th International Wildland Fire Conferences in 2007 (Spain) and 2011 (South Africa), the response of countries, multilateral organizations and international organizations to enhance international cooperation in fire science, management and policy development has been growing. Besides the recommendations for enhancing sharing of knowledge, expertise and resources in fire management, the 2011 Conference Statement1 called, among other, for the development of - Common international principles in fire management - Common international fire management tools - Proposal for a Global Agreement on Transboundary Cooperation in Fire Management - Increased efficiency of sharing ground and aerial fire management resources - Policies addressing global change and fire

Objectives

One year after the 5th and three years before the 6th International Wildland Fire Conference members and associates of the Global Wildland Fire Network, represented by the UNISDR Wildland Fire Advisory Group (WFAG), members of the International Fire Aviation Working Group (IFAWG), the International Liaison Committee (ILC) and representatives of the host country South Korea of the 6th International Wildland Fire Conference (2015) will meet to discuss the roadmap 2012-2015. The joint meetings will be co-sponsored and attended by the Euro-Mediterranean Major Hazards Agreement (EUR-OPA), Council of Europe, the Organization for Security and Cooperation in Europe (OSCE) and the United Nations University (UNU).

On the first day regional networks and international organizations will reports on the status, projects or strategic plans for enhancing transboundary cooperation in fire management. On the second day regions and international organizations will present their views and approaches in preparation of the 6th International Wildland Fire Conference (Korea, 2015). Suggestions from regions and international organizations for themes to be addressed by the 6th International Wildland Fire Conference will be solicited. The IFAWG will meet on the third day and report about progress of developing draft common rules/voluntary guidelines for international cooperation in fire emergencies. These will have implications for the ongoing process of developing similar standards for ground operations.

Venue

The meetings will be held at and around the Global Fire Monitoring Center (GFMC). The meetings on Saturday / Sunday will be held in the Lecture Hall of Building No. 5 of Freiburg University Airport Campus, Freiburg. The ILC meeting on Monday 2 July and the IFAWG meeting on Tuesday 3 July 2012 will also be held in this lecture hall. The afternoon session of IFAWG will be held in Building No.1 (Room Number 16, 3rd Floor).

In order to locate the meeting venue please see the web page (or the map below. Buildings No. 5 and 1 are located opposite the local (green “H”). GFMC is located in buildings No. 11 and 12.

Travel instructions to reach Freiburg University Airport Campus:

Directions via local train: The University Campus is located at the airport and can be reached by local train (approx. 3 minutes). The train departs every 30 minutes from Freiburg "Hauptbahnhof" (main station) from platforms 5 or 6 (please verify!) in direction "". Exit the train at the stop "Neue Messe / Universität". Building No. 5 and 1 are very close to the train stop (15 / 150 m). Recommended departure times: See agenda (above).

Weather Forecast and Dress Code: According to the weather forecast of 26 June 2012 the mid-day temperatures will reach up to 30-31°C and relative humidity >90% during mid-day. Occasional rain showers possible during the weekend. There may be a temperature drop in the evenings – so please bring a sweater / pullover. The meeting venue is the same large room as in 2010, pleasant atmosphere but not air-conditioned. Thus let us meet in convenient, casual clothing – ties are not really needed, or can be disposed after opening on Day 1. Since most of you know each other we shall not follow tight dress code rules.

6 Directions by car (coming from the freeway "")

Exit "Freiburg Mitte" and drive in direction city center. Take the third exit (at road sign "ADAC- Prüfzentrum") and turn left at the first traffic light, which leads into the "Berliner Allee". Now go straight until the road leads beneath a railway bridge. Turn left at first traffic light after passing beneath the railway bridge and enter the University Campus. Look for signs "Feuerökologie - 075" or "Global Fire Monitoring Center".

Arrival by air

Arriving at : Please follow the sign “Long Distance Trains”. Tickets are easy to buy at the FRAirport railway station. There are new additional ticket counters as you will be passing through the “tube” towards the platforms (at arriving on your right hand side). Seat reservation in advance is not necessary when arriving on Thursday. In case of arriving Friday 29 June 2011, and for the return trip on Monday or Tuesday you may wish to buy a seat reservation. For the return trip this can be done at the Freiburg station, showing the return ticket purchased in FRAPort. Seat reservation costs: 4 Euro per trip.

2nd class return ticket fare: € 130, first class return ticket: € 210.

Arriving Zurich Airport: There are train connections from Zurich Airport Railway Station to Freiburg (via Zurich Main Station and / or Basel) departing every full hour plus 4 and 43 minutes respectively. Average travel time is between 2 and 2.5 hours.

7 Accommodation

The GFMC has a contract with special rates in four hotels conveniently located close to Freiburg Central Railway Station (“Hauptbahnhof”). All participants (list provided in the ANNEX) have been booked in one of the four hotels (listed below) through the GFMC. The booking dates were made in accordance with the preliminary registration form which attendees have submitted, and by follow-up bilateral exchange of mails.

All hotels provide free internet access in your rooms. On-site Campus a wireless internet access has been set up for the meeting rooms (Friday through Tuesday):

Local public transport

Hotels Minerva, Park Hotel Post and Victoria provide a cost-free tickets valid for all public transportation lines in Freiburg Region during the stay in the hotel. The ticket can be used for the very rapid S-Bahn shuttle connections between the "Hauptbahnhof" (main station) and the GFMC site (station "Neue Messe / Universität"), and for the ILC meeting on Monday to commute to the “House of Forest”. Please do not forget to ask for the free ticket!

Hotel Barbara does not provide the free ticket for local public transportation. We will purchase group tickets for those staying in Hotel Barbara for use starting Saturday morning.
