Final Voter List of Scientific & Non-Scientific Workers INDIAN STATISTICAL INSTITUTE 203 B.T. ROAD, KOLKATA 700 108 ELECTION/URGENT No.CAF/Elec/10-3/13 3rd April, 2020 OFFICE CIRCULAR Subject : Final list of Scientific and Non-Scientific Workers in connection with the ensuing Election to various offices of the Council in terms of the regulations and Bye-laws of the Institute for next two-year term with effect from 18 September 2020. 1. Provisional lists of Scientific and Non-Scientific Workers in connection with the above subject, circulated under reference No.CAF/Elec/10-3/09 dated 12th March, 2020 have been revised after the correction of errors, omission etc. to the extent brought to the notice of the undersigned. 1.1 Final lists of Scientific Workers (Annexure-I) and Non-Scientific Workers (Annexure-II) are published herewith. It may be mentioned that the mark ‘A’ as exists in the list of Scientific Workers (Annexure-I) indicates the Workers from the level of Scientific Assistant ‘C’ or equivalent but below the rank of Associate Professors or equivalent of the Scientific Divisions. 2. Steps required for the conduct of the elections had already been described in the circular No.CAF/Elec/10-3/07 dated 6th March, 2020. For the sake of convenience of the Workers (voters), salient points of the same are reiterated below :- 2.1 Professor-in-Charge : A Professor-in-Charge will be elected for a period of two years from amongst Associate Professor (or equivalent) and above, from each of the following Divisions : (i) Theoretical Statistics and Mathematics (ii) Applied Statistics (iii) Social Sciences (iv) Physics and Earth Sciences (v) Computer and Communication Sciences (vi) Biological Sciences All members of the D.C.S.W. viz., workers of the level of Scientific Assistant ‘C’ or equivalent and above are eligible as voters. A Scientific Worker, nominated for election as Professor-in-Charge, will be declared elected if he receives three-fourths majority of total eligible voters failing which the Council shall appoint the Professor- in-Charge (provided he is not selected for the consecutive terms excepting the persons eligible under clause 6.6.2 of Bye-laws of the Institute). Nominations are to be supported by at least three members of the concerned D.C.S.W. along with the consent letter as per specimens (Form 2 and Form 2A) enclosed with the circular as mentioned in para 2 above. 2.2 Head of the SQC and OR Division : Head of this Division will be elected for a period of two years from among categories of Technical Officers Gr.I and above or equivalent of the Division. All members of D.C.S.W. viz., workers of the level of Technical Officer Gr.II and above of this Division are eligible as voters. For election/appointment/nomination of Head of the SQC and OR Division similar procedures are to be followed as mentioned in 2.1 above. 2.3 Representatives of Divisions to the Academic Council : There shall be two representatives from each of the seven Divisions mentioned in 2.1 and 2.2 above, whom the respective Divisional Committee of Scientific Workers (D.C.S.W.) shall select for a period of two years from among workers engaged in teaching and/or research of rank below a Professor or equivalent and not below that of a Lecturer or equivalent. All members of D.C.S.W. of the concerned Divisions are eligible as voters and two persons receiving the highest numbers of votes shall be declared elected. Each nomination should be supported by at least three members of the D.C.S.W. along with the consent letter as per specimens (Form 3 and Form 3A) enclosed with the circular as mentioned in para 2. 2.4 One representative of Scientific Workers to the Council of the Institute : There shall be one representative to the Council of the Institute elected for a period of two years, by and from among Scientific Workers in the Library, Documentation and Information Sciences Division or the Computer and Statistical Services Centre or Scientific Workers below the rank of an Associate Professor or equivalent in any other Scientific Division. All Scientific Workers below the rank of Associate Professor (or equivalent) are eligible for voting. The person receiving the highest number of votes shall be declared elected. Each nomination should be supported by at least 20 (twenty) Scientific Workers in above categories along with consent letter as per specimens (Form 4 and Form 4A) enclosed with the circular as mentioned in para 2. 2.5 One representative from Non-Scientific Workers to the Council of the Institute : There shall be one representative to the Council of the Institute elected for a period of two years by and from among all Non-Scientific Workers. For election and nomination of the above representatives similar procedure is to be followed as mentioned in para 2.4, but all participants should be Non-Scientific Workers. 3. It is again brought to the notice of all concerned that workers on lien or abroad or on study leave or engaged whole-time in employment, study or research in another organization, etc. and the workers whose roll numbers are prefixed with ‘T’ (irrespective of whether indicated otherwise due to some reason or other) are not eligible to participate in the election in anyway to any of the above mentioned offices. 4. Dates of filing and withdrawal of nominations : The Nomination forms will be available in Institute Website from 8th April, 2020. The last date of receipt of nominations by the undersigned for election to the offices mentioned in paras 2.1 to 2.5 is 22nd April, 2020 (up to 4-00 p.m.). A person desiring to withdraw his/her nomination should send a written communication so as to reach the undersigned before 22nd May, 2020 (up to 4-00 p.m.). Specimens of nomination and consent forms have already been circulated with the circular No. CAF/Elec/10-3/10 dated 6th March, 2020. The construction of additional office space and an auditorium was completed and the new office space has now been occupied. The Auditorium, which has a seating capacity of 190, was named the Ramanujan Auditorium and was inaugurated on June 22nd by Dr. Anil Kakodkar. On behalf of the Institute, I convey my sincere thanks to Dr. R. Chidambaram (the previous Chairman of AEC), Dr. Anil Kakodkar (the present Chairman), and Mrs. Sudha Bhave (Joint Secretary, DAE), for the keen interest shown by them in the progress of this building project and the help and support extended to us at every stage. I am pleased to mention that 2001-2002 was an academically productive year and many interesting events took place. The B. M. Birla Award was given to Dr. Kapil Paranjape for Mathematical Science for the year 1999, and to Dr. Sudeshna Sinha for Physical Sciences for the year 2001. Dr. Kapil Paranjape was awarded a DST-Swarnajayanthi Project on Cycles, Arithmetic and Cryptography. Prof. K. Srinivasa Rao was awarded the Tamil Nadu Scientists Award for the year 2000 by the Tamil Nadu State Council for Science and Technology.

Raman with the main objective of promoting the progress and upholding the cause of science (both pure and applied). It was registered as a Society under the Societies Registration Act on 24 April 1934. It commenced functioning with 65 fellows. Its formal inauguration took place on 31 July 1934 at the Indian Institute of Science, Bangalore. On the afternoon of that day its first general meeting of Fellows was held at which C.V. Raman was elected its President and the draft constitution of the Academy was approved and adopted. The first issue of its proceedings was published in July 1934. The present report covering the period April 2003 to March 2004 represents the seventieth year of the Academy since its founding.
