4 Introduction Comment: This section of the QAPP identifies the organizations, team members and other key personnel participating in the project and describes their specific roles, responsibilities and Baseline lake surveys are performed to provide information on the current chemical, biological qualifications. This section also provides and physical conditions or a lake system (i.e., in-lake and watershed) in order to evaluate the an explanation of the lines of authority, reporting relationships and trophic state of the lake and in some cases, identifying major NPS pollution sources. Data generated from these baseline surveys are evaluated for the degree of support of the designated uses of the lake in the Summary of Water Quality (305b Report).

In addition to the above overall objectives, the Baseline lake sampling for the year 2001 will be coordinating a cooperative sampling program with the Division of Fisheries and Wildlife (DFW) under a grant from DEP entitled "Lake Surveys for TMDL Development Project #99-06/104", hereafter referred to as the DFW survey (DFW, 2001). The goals of the DFW survey are to conduct a fisheries and macrophyte survey of lakes in Massachusetts and to establish a relationship, if possible, between fish and plant populations, and to assist DWM in collecting water quality samples for TMDL purposes. The fish collection and analysis portions of the project will be written under a separate QAPP by DFW (DFW, 2001). DFW will use the aquatic plant and water quality field collections SOPs described here to collect field data and field samples. The water samples will be turned over to DEP for laboratory analysis. A final report is available from DFW (Hartley, 2002). Data collected may be used to help support other programs including the 305b assessment program. Waters are assessed for support of specific designated uses that include: Aquatic life; Swimming; Fish Consumption; Secondary Contact Recreation; and Aesthetics.

Sampling was essentially unchanged from the 2000 survey (DWM, 2000). Sampling included water quality, sediment samples and aquatic plant mapping for each lake. The sediment data will be related to internal sources of phosphorus determined from the difference between measured and modeled lake TP and changes in lake TP over time. The iron to phosphorus ratio in sediments may be related to sediment release of phosphorus in lakes.

A subset of lakes from the Taunton and South Coastal watersheds will be examined for impacts related to commercial cranberry operations. Some additional samples will be taken from the major inlets to these lakes, with notes on presence or absence of cranberry operations upstream of those tributaries.

Statistical sampling was not conducted. Instead, lake sampling was targeted on the 1998 Massachusetts 303d list, with the following restrictions and exceptions. The lakes selected for sampling were targeted based on the Five-year Rotating Basin Cycle. For the 2001 sample season the “green” basins were targeted, which include the Farmington, Westfield, Concord,

5 Taunton and South Coastal basins, are scheduled for sampling. Additional sampling includes Fish Contaminant Monitoring Program, water quality monitoring on selected lakes and rivers and macroinvertebrate sampling in various streams and possibly DEP compliance monitoring for NPDES permits.

Due to staff limitations and laboratory limitations, only 18 lakes on the 303d list were targeted for sampling (one of these Monponsett Pond East 62218) was not specifically listed on the 1998 303d list but was sampled because it is hydraulically connected to Monponsett Pond West 62119 which was listed). Of these 12 were sampled by DWM and 6 were sampled by DFW. Lakes listed solely for non-nutrient related issues were not sampled in the Baseline Survey (ex. lakes listed for fish consumption advisories). Secondary selection criteria included the lack of a previous diagnostic/feasibility study (D/F lakes were not resampled), the severity of the problem, the size and public ownership of the lake and access (in some cases within state forest lands with poor access were omitted from consideration). Finally, the types of impairments were used to target lakes for sampling. DWM lakes are primarily targeted to nutrient issues or algal blooms. Lakes targeted for the DFW survey were chosen to represent a range of percent cover of macrophytes between 10 and 100 percent cover, which had a boat ramp and which were of medium size between 30 and 130 acres and which are open to fishing.

7 Methods

A Quality Assurance Project Plan (QAPP) was written and approved by DEP (MA DEP CN 65.0). There were some lake substitutions made after the QAPP was approved to address DFW concerns as noted below. All methods and complete Standard Operating Procedures are included in the QAPP and are available from DEP. Brief overviews of the methods are included below.

Sampling was conducted in 2 suites (Water quality and Macrophyte Mapping):

Water quality suite (once per month during June/July, July/August and August/September): Water quality sampling was conducted at one site in the deepest section of the lake. For large multibasin lakes such as Congamond, additional samples were taken from the surface at the center of the other basins to characterize spatial variability. At each station Secchi disk transparency and field notes were taken along with profiles of Hydrolab measurements of DO, percent saturation, temperature, pH, conductivity, total dissolved solids (roughly estimated from conductivity). Water samples for nutrients (Total Phosphorus) and chemistry (alkalinity and apparent color) were collected at the surface at approximately 0.5 m depth and near the bottom at 0.5 m off the sediments. In one case, a coastal saltwater pond, Musquashcut Pond, was judged to be nitrogen sensitive and nitrate and organic N samples were taken with field filtering (0.45u membrane filters provided by SMAST) as needed and samples delivered the same day to Umass Dartmouth SMAST lab for analysis. Photic zone (3x Secchi disk depth) chlorophyll a samples will be taken with the aid of a weighted hose (see SOP). Six types of water samples were taken: 1)Integrated Chlorophyll a 2)TP 3)Alkalinity 4) Apparent color 5)A grab sample for algae identification will be taken when blooms are observed. 6) Surface samples for nitrogen were taken at Musquashcut Pond and the inlet to Musquashcut. In addition, the Survey Coordinator collected a single round of sediment samples. One composite sample from three representative sites in shallow water sediments between 3 and the deepest point (but no deeper than 15 feet) were taken at equally spaced depth intervals (ex. 5, 10 and 15 feet).

Macrophyte suite (once in late summer between June 15-Sept. 15): A map of the lake and the immediate shoreline was printed on 81/2 by 11 inch paper from the MassGIS USGS images for macrophyte percent cover mapping. Two or more sheets were used for large, multi-basin lakes. A second copy of the map was printed for percent biovolume of macrophytes. A third copy was used for species distribution mapping. A fourth copy was used to indicate sampling locations and locations of housing development, NPS pollution or other environmental information as needed. A scale bar is included in the printed maps. Non-destructive estimates of percent cover and species distribution were mapped and information on species occurrence and overall dominant species noted along with notes on presence of non-native species (see CN 65).

8 Lake assessment of designated uses were recorded along with shoreline habitat notes on the new field sheets.

Samples were analyzed for the parameters identified in Table 8C. Every parameter is designated by a specific bottle group designation. Table 8C lists the project’s water quality analytes by location and provides information on bottle type, preservative and holding times. The complete listing of sampling analyte bottle groups is contained in CN 1.1 Surface Collection Techniques for DWM Water Quality Sampling.

Water quality samples were stored in a cooler at 4C. Samples for Total Phosphorus were preserved with sulfuric acid to pH<2 and kept at 4C. Samples were transported back to both WES and DWM laboratories for final analysis. A chain of custody was maintained for the samples. The analysis methods for each analyte are listed in Table 1 below:

10 The 2001 Baseline lake survey was changed somewhat from the original QAPP. At the request of DFW, several lakes were dropped and others substituted for the lakes to be sampled by DFW. A total of 18 lakes were sampled. Twelve were sampled 3x by DWM, six were sampled 3x by DFW. A list of the lakes sampled with the OWMID sampling code numbers is shown in Table 2 below.

Results

QA/QC Results:

The Data Validation Report for the 2001 data (CN 149.0) gives details of the overall QA/QC and steps taken to validate the data. As in 2000, this year there were some problems with coordination and quality control with the DFW staff in sampling the six DFW lakes. Because DFW grant monies came from EPA, they were required to produce a QAPP prior to any sampling. Since they were acting as our agents and following our water sampling protocols, we decided to include DFW in our QAPP, with the exception that they would use their own Hydrolab and manually write down 3 replicate readings at each depth, but follow our calibration procedures. However, most of the daily Hydrolab calibration documentation was missing for the DFW data (with six days documented) and thus the undocumented data was censored (see CN 149.0).

Lab Audits : No lab audits for the lake analyses were conducted in 2001.

Field Blanks: Beginning in 2001 field equipment blanks for total phosphorus (TP) were collected by transfer of deionized water from a blank bottle to the Van Dorn (or integrated hose) and then dispensed into a new sample bottle in the field. During September of the 2001 field survey one of six Van Dorns was found to be contaminated and it was removed from service at that time. However, individual Van Dorn identification numbers were not recorded during use and it was impossible to censor data from that particular Van Dorn. Furthermore, an analysis of Van Dorn equipment blanks for the season showed a high rate of detectible total phosphorus contamination in blanks (45% of blank samples, see Table 5). It is unlikely that this contamination was due to bottle contamination or handling as concurrent river sampling with the same type bottles did not show a similar high contamination rate. After further analysis of the data it was decided that actual contamination of lake samples was probably much less because the Van Dorn is rinsed with lake water before use and during the passage to the sampling depth. So the lake TP data were kept and reported here for both surface 0.5m and the deep samples (both of which were collected with Van Dorns) but to qualify all samples with a b (blank contamination) unless a blank taken from the Van Dorn on the day of sampling did not show contamination. If contamination were significant, it is reasonable to assume that the contaminant would be rinsed out during successive use and that the successive duplicate sample, taken a minute later from the same site would show significantly different (lower) concentrations (see duplicate discussion below).

Further precautions are warranted when using TP lake data. High total phosphorus results should be compared to duplicates samples and these can be compared to phosphorus readings in other months in the same lake. Furthermore high total phosphorus concentrations can be related to Secchi disk readings and chlorophyll a results using the Carlson Trophic Index. For example, typically a total phosphorus concentrations of about 0.04 mg/l is associated with a Secchi disk reading of about 1.2 meters and a chlorophyll a concentration of about 15 ug/l.

13 There were no problems with any of the blanks for alkalinity or apparent color taken from the Van Dorns (Table 5). Nor were any contamination problems noted with the integrated hoses for chlorophyll a.

Duplicates and Splits: In 2001 the baseline lakes survey used duplicate samples to measure variability of the water quality sampling. Duplicates were collected from separate pulls of the Van Dorn. Duplicate samples must agree within either a concentration limit or a percent relative difference to be acceptable. The data quality objectives for field duplicates were: alkalinity within 2 mg/l or 20 percent; total phosphorus within 0.005 mg/l or 10%; apparent color within 10 ppb or 20%. Note that these data quality objectives were set to be much more stringent for alkalinity and total phosphorus than during the 2000 season. The relative percent difference results of the duplicate data are summarized in Table 6.

The duplicates from the 2001 lakes failed the total phosphorus data quality objectives 20% of the time (not all of these are necessarily qualified by a “d” by our QAQC procedures). Considering the blank contamination problem noted above the high failure of the duplicate samples is probably related to contamination of the Van Dorns rather than poor field technique. Note that the duplicate fail rate of the 2001 data using the less stringent 2000 DQOs was still higher in 2001 (6% compared to 0%) possibly suggesting something changed between the two surveys and this may be due to the cleaning procedures used in 2001 that may have inadvertently slightly contaminated some of the Van Dorns in 2001. Because later testing seemed to indicate that one or two Van Dorns were consistently contaminated it appears the problem is in the construction or composition of the Van Dorn itself (possibly associated with old or worn rubber constriction tubing used to close the end-caps). Overall, there were equal numbers of cases of increases as there were decreases in comparing total phosphorus concentration results from the second Van Dorn as compared to the first Van Dorn duplicate sample, indicating that rinsing of the Van Dorns with lake water was probably sufficient to eliminate contamination of the samples.

Of the 30 field duplicates analyzed for apparent color 4 (13%) failed to meet data quality objectives but this was judged to be slightly higher than expected and further work is needed on precision. Part of the problem is that high color samples are diluted and any minor analytical error I multiplied by the dilution factor. DQOs in future QAPPs may be adjusted to account for this. Three (10%) of the 30 pairs of alkalinity field duplicates failed to meet criteria and this was judged to be acceptable. Three (10%) of the 29 pairs of chlorophyll a duplicates failed a test of being within 2 ppb or within 20% and this was judged to be acceptable.

Data results:

The final Hydrolab data are presented in Tables 3 below. The final water quality data are presented in Table 4, below. Electronic versions of the final data files are available from the DWM. During the mid-June to mid-September sampling window the deeper lakes (>5m) were generally stratified as expected discovered. Although sediment samples were analyzed for the lakes the data have not been reviewed and are not presented here. The DFW compiled a final

14 report on the relationship between macrophyte coverage and fish density that is reported separately (Hartley, 2002). Briefly, no significant (α<0.05) relationships were reported between macrophyte coverage and gamefish density and the report recommended further studies.

Hydrologic summary: According to the USGS water report for the water year 2001 (USGS 2001) conditions were generally normal (between the lowest 25% and highest 25%) for runoff across the state. A peak flood was recorded in March-April in the Northeastern part of the state but this is not expected to impact the lakes in this baseline survey.

One of the lakes sampled, Musquashcut Pond, is a shallow eutrophic saltwater pond located just inside the coastal sand dunes of Scituate. Apparently the pond has a tidegate at the outlet and periodically the pond is flushed with tidal seawater. During our sampling the pond was brackish with salinity about half of that of seawater’s normal 35 ppt. There have been complaints of non- biting midges creating a nuisance to homeowners around the lake and there is an ongoing controversy regarding the proposed use of insecticides on the Pond. Because it is saltwater there was a concern that productivity may be naturally limited by nitrogen rather than phosphorus and thus samples were taken for nitrogen species in the pond and these samples were sent to SMAST (Dartmouth) for analysis. Because of a complete lack of documentation of quality control for the analyses from the SMAST laboratory the nitrogen data are not reported here.

Total phosphorus concentrations were generally high in the lakes and higher yet in the tributaries from the cranberry bogs. Commercial cranberry bog discharge or are tributary to the following lakes: East Monponsett Pond; West Monponsett Pond, Wampatuck Pond and Old Oaken Bucket Pond. Some samples were taken at tributary inlets to these ponds. There is a wastewater treatment plant (NPDES MA0101923) in Rockland discharging to French Stream that is tributary to Forge Pond in Hanover. The current NPDES permit allows up to 1 mg/l phosphorus in the Rockland discharge during summer months. Samples were taken downstream of the treatment plant discharge to monitor phosphorus loss in the stream enroute to the pond.

The results of Secchi disk transparency measurements showed a tendency for declining transparency as summer progressed. Some ponds (Ames Long Pond, Jacobs Pond, Musquashcut Pond, West Meadow Pond) were so shallow the disk was sometimes visible on the bottom (as indicated by a greater than “>“ symbol in Table 4 below. With the exception of the Congamond Lakes and Whitehall Reservoir that were clear, the lakes had relatively poor transparency and nearly all Secchi disk readings were less than 3 meters. Nine lakes failed to meet the 4-foot (1.2 m) swimming standard at least on one occasion (West Monponsett Pond, Watson Pond, Heard Pond, Willis Lake, Jacobs Pond, Lower Chandler Pond, Old Oaken Bucket Pond, Wampatuck Pond, Forge Pond and Musquashcut Pond). High apparent color (>80 PCU) may reduce transparency in many of these (Wampatuck Pond, Lake Sabbatia, West Monponsett Pond, Willis Lake, Lower Chandler Pond, Old Oaken Bucket Pond, and Forge Pond ).

There were several lakes with chlorophyll a commonly exceeding 20 ug/l indicating eutrophic conditions. These include West Monponsett Pond, Watson Pond, Heard Pond, Wampatuck Pond and Forge Pond. All except Watson Pond are associated with significant cranberry bogs or in the case of Forge Pond, inputs from a wastewater treatment plant upstream. Bordering wetlands and Canada geese may be nutrient sources for Watson Pond and other ponds in the survey.

15 Aquatic plant mapping proceeded with no major problems noted except for West Meadow Pond that was too shallow to access and no map was created although a percent biovolume of nearly 100% was estimated (Hartley, 2002). Maps of the plant surveys and depth maps (if completed) are presented in Figures 1-62 below. Hardcopies of the original maps are kept at DWM. A key to the macrophyte species is available in Appendix I.

Note that the following lakes were known to be treated with herbicides, which are expected to reduce plant cover in the summer of treatment and possibly for following years. Copper treatment for algal control is expected to reduce chlorophyll a and increase Secchi disk transparencies but the effect is usually temporary. Congamond Lakes were treated with Sonar (for rooted plants) and copper (for algal control) in 2001. Musquashcut Pond has been treated annually with herbicides and was treated with both copper and diquat (Reward) in 2001. Watson Pond was treated with Sonar in 1998 but is likely to have recovered by 2001. Lower Chandler was treated in 2000 with copper and various other herbicides that may have reduced plant cover in 2001. Heard Pond was treated with Sonar in 2001. Jacobs Pond was treated with Sonar in 2001. Farm Pond was treated with copper and a variety of other herbicides in 2001.
