1. Introduction

This study was produced with the cooperation of RELOD – AEDA – BIC OF ATTICA and the Belgrade Municipality. RELOD team was formed by Mrs N. Lukić, Mr. V. Srecković, Mr. Y. Sofianopoulos and Mr. N. Vakirtzidis, whereas Messrs. B. Smilianić and Igor Curlin participated on behalf of Belgrade Municipality.

Chapter 1: Introduction

1.1. The Mobility Management Plan for the

The City of Belgrade is in constant search for better transport solutions, therefore it is continually to improve its traffic policies and to create new financing programmes in order to create better environment regarding mobility and traffic. The basic strategic objective is to create and develop Belgrade traffic system which will enable sustainable mobility of citizens, provide support to rapid urban development of the city and its competitiveness in the region and in the south-east Europe.

1.1.1 Why sustainable transport and MM plans? The overall current situation in Belgrade, regarding mobility and traffic, is unsatisfactory. Major problems are too large number of cars, bad infrastructure and as consequence, huge air pollution. The main pollution factor in the city is road transport. The average annual concentration of CO is (7,9 μγ/m3), HOx (125 μγ/m3) and lead (1,1 μγ/m3).

1.1.2 Local/Regional issues

City of Belgrade is at the cross-road of international and state roads. In the earlier period, before 1991 Belgrade was one of the European metropolis, very important for the whole south-east Europe. Today, Belgrade is capital of the Serbian state, while other cities like Vienna, Budapest and Thessaloniki are important cities traffic wise in this region. With expected economic development and increase in employment rate the existing traffic system of Belgrade will not be able to provide suitable level of services. This system will limit economic as well as any other development, it will not provide infrastructure for the necessary mobility.

1.1.3 Benefits for the community Attract new business, increase productivity, reduce transportation costs, enables economic development, reduce infrastructure costs, create jobs.

Chapter 2: Feasibility / Existing Conditions

2.1 Current mobility/transport situation and trends Due to the underdeveloped roads infrastructure and the large number of private vehicles Belgrade needs environmentally friendly improved system of which is (, trolleys, bicycles). 2.2 Local /regional current transport policies and strategies Belgrade adopted its Master Plan for Traffic until 2021 which is harmonized with General Spatial Plan for Belgrade which is the main precondition for the creation of annual budget for the development of mobility/ transportation plan. 2.3 State and national issues Since the city of Belgrade is on cross-roads of major international and national roads, the significant role and responsibility for the development of its mobility plan lies upon state authorities of the Republic of (Ministry for Environment and Ministry for Infrastructure). 2.4 Sustainable mobility and transport in 2.5 Roles and responsibilities The funds for the implementation of mobility management plan are provided through the City of Belgrade budget and the budget of the Republic of Serbia. The City of Belgrade will develop its mobility plan through the Traffic Secretariat within the Government of the City of Belgrade. The Mobility centre department is planned to be established within the Secretariat of Transport.

2.6 Other stakeholders The responsibility for the implementation of the mobility plan lies upon City Government. It also involves other stakeholders such as public transportation company GSP Belgrade, Road Directorate of the City of Belgrade, and public road company ‘Belgrade roads’.

2.7 Summary The main objective in the implementation of mobility plan is creation of the Mobility Centre department, formation of the budget through the Mobility Centre department and Secretariat of Transport, as well as the education regarding the subject in order to improve the effects of mobility management plan and to involve more participants and interested parties. The biggest problems to arise could be provision of funding and expertise.

Chapter 3: Overall Goals

The grade Mobility Management Plan is a summary of activities that should provide a shorter travel time, reduction of gas emissions and promote use of bicycles as transportation means, walking to work with aim to improve quality of life for the citizens of Belgrade. The objectives of Mobility Management Plan are: -Creation of the conditions for alternative forms of transportation and decrease in car use -Increase the participation of public transport in the overall transportation of citizens particularly of trolleys, bikes and boats (river transport). -Providing information to users on the best transport means in Belgrade. - Construction of infrastructure (bicycle lanes, increase lines and introduction of river transport) at the moment are set as top priority in achieving MMP - A special efforts should be made for the education of citizens (beneficiaries) in order to rise awareness for the importance of MMP implementation.

Chapter 4: Implementations / Activities

4.2.1. Formation of Mobility Centre The formation of the Mobility Centre is crucial for the implementation Mobility Management Plan in general. It is envisaged as centre which will employ trained stuff. The place is provided in the Secretariat of Transport of Belgrade with the possible mobility centre info desks throughout the city. It will be place for the exchange of information regarding public and private transport and transportation in general. Mobility Centre will collaborate closely with the Agency for investments, the Secretariat of Transport, Department of City Planning, Department of Environmental Protection, Public Transportation Company of Belgrade, Belgrade Tourist Organization and the Directorate for Land Development Budget for the formation of Mobility Centre has to be calculated within the annual budget of the city of Belgrade. The responsibility for the implementation of MMP as well as the organization lies upon the Investment Agency and Secretariat of Transport.

4.2.2. Bicycle traffic The aim of the development of bicycle traffic in Belgrade is to increase the promotion of bicycles as transportation means and to build new bicycle lanes in addition to already existing 80 km of bicycle lanes. The ultimate goal is to reduce emissions and promote of bicycles as a means for health improvement. Belgrade is a city of approx. 2.000.000 inhabitants and is divided into two parts: New Belgrade (next to the rivers) and Old Belgrade (which is rather hilly). The problem is the lack of safe and comfortable bicycle lane and non-observance of cyclists by other traffic participants. This project is primarily oriented towards young people who live and work in neighbourhoods where the terrain is suitable for the use of bicycles. The City of

Belgrade has the intention to further develop a network of bike lanes through its Directorate for Land Development, especially because according to EU project two European cycling lanes 6 and 11 are passing through Belgrade. The cooperation with media for the popularization of bicycles is necessary in order to make this project successful, but also the support of cyclists associations and bicycle producers is required.

The budget for this project would be provided through the Investment Agency of Belgrade in 2012, the Secretariat of Transport in 2012 and budget of Belgrade Land Development Public Company 2012. Responsibility for the implementation of this project lies upon the Secretariat of Transport, Investment Agency of Belgrade and Belgrade Land Development Public Company.
